As a DRep, my primary objective is to represent the builders and support them in creating value for the Cardano ecosystem. I also aim to advocate for real-world use cases and solutions that bridge decentralized finance (DeFi) and traditional finance (TradFi), leveraging my expertise in both fields. Motivations

I want to contribute to Cardano’s strategic direction, ensuring that its ecosystem continues to lead innovation in decentralized finance while upholding the principles of transparency, security, and sustainability. Having witnessed the inefficiencies and limitations of traditional financial systems during my decade-long career in Swiss banking, I am passionate about the transformative power of DeFi to reshape finance as we know it. As a co-founder of Liqwid, where I've been actively working since 2020, I want to bring my personal and professional experiences to the Cardano community, using them to support initiatives that drive meaningful change. As someone deeply committed to the growth of the Cardano blockchain, I’m eager to take a more active role in shaping its future by empowering projects that align with long-term value creation and the advancement of decentralized financial systems.

The budget requested for this proposal is too large. Cardano does not have unlimited funds to support every initiative at this scale.

Last year, around $10M was allocated to Input Output Global for research. To my knowledge, there have been no visible publications or outcomes directly tied to that funding. While research naturally takes time, it should remain focused on:

What the ecosystem actually needs and wants
What is critical for scaling, improving security, or supporting builders

I also raised last year that some research areas should not be bundled together. The seven proposed areas should be separated into seven individual votes, since they do not all carry the same importance or urgency.

After reflecting on the issues raised and engaging extensively with the Cardano community in recent discussions (reference: https://x.com/sachs_johnny/status/2057466309625962756), I have decided to change my vote to NO. In my view, it is important that Cardano continues to strengthen its operational resilience and reduce potential concentration risks.

Maintenance activities are undoubtedly critical, and I would be prepared to support a revised proposal from IO that provides greater transparency regarding the scope of work being performed. Such a proposal should also include a clear strategy for knowledge transfer and capability building, enabling other teams within the ecosystem to progressively acquire the expertise required to perform these maintenance activities.

In addition, greater visibility into the effort, costs, and roles of subcontractors would allow the community to better assess which activities could potentially be contracted directly in the future. Under such a model, IO could continue to serve as the prime contractor, providing oversight, prioritization, coordination, and quality assurance across the various workstreams.

Looking ahead, an ideal outcome would be that by Q4 2026 or Q1 2027, Cardano is in a position to open at least part of the maintenance work to a competitive bidding process among multiple qualified teams. This would strengthen resilience, foster ecosystem growth, and further advance Cardano’s decentralization objectives.

Much of the current frustration and fatigue surrounding Cardano's governance process can be traced back to decisions made by the Intersect Board—whose authority to define key governance workflows remains unclear and lacks broad legitimacy (due to the absence of onchain elected board members).

The recent proposal to support alternatives outside the 39 governance proposals marks, in my view, a decisive misstep. For this reason, I will be voting NO on the proposal.

I believe Intersect requires structural reform, including the establishment of a transparent, on-chain governance board and a revised decision-making process. Rather than proceeding under the current framework, I support pausing its operations, redesigning its governance structure, and bringing the proposal back to vote once a credible and community-aligned solution is in place.

Similar to my vote on Intersect, I question the current approach of the Open Source Committee (OSC). Its members were not elected on-chain, and I believe a broader reform of the governance model surrounding such committees is needed.

In my view, every committee—particularly those with strategic or budgetary responsibilities—should be led by an elected board. That board should then be responsible for proposing a clear strategic plan and corresponding budget.

While I fully support the development of open-source capabilities within Cardano, funding decisions should be made with greater transparency and granularity. Rather than approving a single allocation of 5.8 million ADA, I believe each item should be voted on individually, with proper structure and visibility.

For these reasons, I am voting NO on the current proposal.
