🚨 AS A CARDANO DREP, I AM VOTING AGAINST REDUCING THE CONSTITUTIONAL COMMITTEE MINIMUM FROM 7 TO 5
A proposal has been submitted to reduce the committeeMinSize parameter from 7 to 5.
This parameter defines the minimum number of Constitutional Committee members required for Cardano governance to function fully.
The current committee has 7 members, and the minimum threshold is also set at 7.
The authors argue that if one member resigns, becomes inactive, or reaches the end of their term, parts of Cardano governance could stop functioning.
This could affect:
• protocol parameter changes;
• Constitution updates;
• treasury withdrawals;
• hard forks;
• other governance actions requiring Constitutional Committee approval.
However, I believe lowering the minimum threshold is the wrong solution.
📌 If 7 members were elected, they should perform their duties
Constitutional Committee members were not elected simply to occupy seats.
They accepted responsibility for protecting and maintaining Cardano governance.
If one member resigns, becomes inactive, or reaches the end of their term, the correct solution is to replace that member in time.
The rules of the entire system should not be weakened because someone may fail to perform their duties.
📌 The problem is not the number 7 — the problem is governance organization
The system should:
• prepare replacements in advance;
• hold elections before current terms expire;
• create a reserve mechanism;
• register replacement members on-chain quickly;
• monitor committee participation and activity.
Reducing the threshold does not solve the real problem.
It simply allows the system to operate with fewer people.
📌 Today 7 becomes 5 — tomorrow 5 could become 3
The main danger is the precedent.
Today the argument is:
“We need to reduce the minimum from 7 to 5 for operational resilience.”
Tomorrow the same argument could be used again:
“We need to reduce it from 5 to 3 so governance does not stop.”
The current guardrails already allow the minimum committee size to be set between 3 and 10.
Therefore, reducing the threshold to 5 could become the first step toward further concentration of power.
📌 The smaller the committee, the greater the power of each individual member
With the current two-thirds threshold:
• 7 members require 5 Constitutional votes for approval;
• 6 members require 4 votes;
• 5 members require 4 votes.
With only 5 members, just 2 unconstitutional votes can prevent a governance action from reaching the required threshold.
This makes the committee more vulnerable to internal vetoes and concentration of influence.
This is not only a technical resilience issue.
It is also a question of power distribution inside Cardano governance.
📌 This does not directly reduce DRep power, but the indirect effect matters
The number of DReps does not change.
DRep voting power does not change.
DRep responsibilities formally remain the same.
However, after DReps vote, many governance actions still depend on Constitutional Committee approval.
The smaller the committee becomes, the more power each individual committee member gains over the wider ecosystem.
A broad DRep vote could therefore be blocked by a much smaller group of people.
📌 There is also a technical problem with this governance action
This proposal depends on another protocol parameter change related to the Plutus Cost Model ahead of the van Rossem hard fork.
Both governance actions use the same parent governance hash.
If the Plutus Cost Model proposal is enacted first, this committeeMinSize action may become invalid because the parent state will no longer be current.
In that case, the proposal would need to be submitted again with a new parent governance action ID.
This means the current vote may only record the position of DReps rather than produce an actual parameter change.
📌 My position
I vote NO.
My reasons are:
• the 7 elected members should fulfill their responsibilities;
• one resignation should not be used as a reason to weaken the rules;
• the real issue should be solved through replacement procedures, not by lowering the threshold;
• a smaller committee increases the influence of each member;
• 2 members could block decisions in a 5-member committee;
• this creates a precedent for reducing the minimum further to 3;
• broad DRep governance becomes more dependent on a narrow group;
• the proposal may become technically invalid because of the parent hash conflict.
Cardano is building decentralized governance.
Resilience should come from proper elections, timely replacement, accountability, and continuity — not from reducing the number of people responsible for constitutional oversight.

🚨 AS A CARDANO DREP, I AM VOTING YES ON TWEAG’S 18.26 MILLION ADA FUNDING REQUEST
A new governance proposal has been submitted: Tweag Core Cardano Infrastructure: Treasury Withdrawal 2026–2027.
Tweag is requesting 18,263,496 ADA, approximately $4.57 million, for three key areas:
• deployment of Peras v1 on mainnet;
• development of History Expiry;
• testing of Peras and Leios.
I am voting YES.
📌 Why I support this proposal
The main reason is simple: this work is genuinely important for the Cardano network.
Peras is designed to reduce transaction finality from approximately 12 minutes to around 2 minutes.
This is not just about improving a headline metric. Faster finality matters for exchanges, applications, payments, DeFi, and institutional users.
History Expiry is intended to reduce the burden on stake pool operators.
As Leios increases throughput, blockchain data growth may accelerate significantly. If every SPO is required to store the full history of the chain, node operation becomes more expensive, which may increase centralization risks.
Conformance Testing is necessary to validate Peras and Leios before full deployment.
The more complex the protocol upgrade, the greater the potential cost of an error. Testing consensus behavior, forks, and node compatibility is therefore essential for Cardano’s security.
📌 How this proposal differs from the previous one
Tweag previously requested approximately 39.79 million ADA for 17 work packages covering the period from 2026 to 2028.
The community did not support that scale.
Tweag has now:
• reduced the requested amount by approximately 54%;
• reduced the scope from 17 work packages to 3;
• removed Peras v2 and several additional tools;
• focused only on work considered necessary for mainnet.
This is a reasonable response to community criticism and a clear example of Cardano governance working as intended.
📌 Tweag has a real technical track record
Tweag has been contributing to Cardano’s core infrastructure since 2018.
The team has worked on consensus, the ledger, Ouroboros Genesis, Peras, and other core components.
This is not a company presenting only a polished proposal. Tweag has a documented history of development activity across Cardano’s core repositories.
⚠️ However, important questions remain
Tweag previously received approximately 11.07 million ADA from the Cardano Treasury.
Some of the earlier funded areas overlap with the current proposal:
• Peras;
• History Expiry;
• protocol testing.
The new proposal still does not provide a sufficiently clear final reconciliation showing:
• what was fully delivered with the previous funding;
• how much was actually spent;
• which milestones were formally accepted;
• where the previously funded work ends and the new work begins.
The average rate of approximately $176 per hour also remains high.
📌 My position as a DRep
I am voting YES because Cardano now needs to complete critical infrastructure rather than delay development again.
Peras, History Expiry, and Leios testing are not marketing initiatives. They are fundamental components of Cardano’s blockchain infrastructure.
However, my support does not mean that the transparency concerns have been resolved.
Any future funding request from Tweag should include a detailed public report covering the previous 11.07 million ADA, milestone results, and actual expenditures.

I support the reduced proposal because it is now more focused, more specific, and more valuable to the Cardano network.

Straight to the point: the project is asking for 10,000,000 ADA from the Cardano Treasury for an agricultural trust layer using DID identities, satellite data, loans, and farmer tracking.
But as a DRep, I look beyond impressive presentations and long-term promises. I look at direct value for the Cardano network itself.
Right now, I do not see strong direct impact on:
• Cardano governance
• the DRep system
• user activity on-chain
• governance infrastructure
• voter participation
• ADA ecosystem growth
This feels more like funding a large external agriculture initiative rather than strengthening the core Cardano ecosystem.
The Treasury should first prioritize:
• governance development
• DRep tooling
• ecosystem scalability
• real ADA utility
• developer and user growth inside Cardano
Yes, the agricultural vision may sound interesting.
But Cardano Treasury is not a general investment fund for every large-scale idea with projections for 2030.

On the Rare Evo and Dev Gov Day 2026 proposal, I vote NO.
The proposal requests ₳2,750,000 from the Cardano Treasury for sponsorship, stages, livestreams, tickets, flights, hotels, media coverage, legal costs, taxes, and a deposit for the following year.
That is a large amount.
At this point, I do not see enough value in this for the ecosystem.
Yes, conferences matter.
Yes, Cardano visibility matters.
Yes, live events, developers, DReps, SPOs, and ecosystem projects are part of growth.
But right now, the priority should be different.
Cardano Governance is not built only on stages, logos, and livestreams.
It is built on people who read proposals, analyze documents, vote, explain decisions to the community, and take responsibility for their choices.
That layer is the DRep layer.
The question is simple:
why can the Treasury allocate millions of ADA to events, while DReps who actually participate in governance still do not have a proper compensation system?
If governance is the heart of Cardano, then DReps are not decoration.
They are the working layer of governance.
Without DReps, voting becomes a formality.
Without proposal analysis, Treasury funds can go anywhere.
Without clear explanations to the community, governance becomes a closed system for a small group of people.
My position is clear:
first, Cardano needs a fair compensation system for DReps.
Only after that should the Treasury spend millions of ADA on large events.
Rare Evo will happen even without this funding.
But strong governance cannot be built without motivated DReps.

Intersect, Cardano Foundation, IOG, EMURGO, and Midnight Foundation are once again asking for money from the Cardano treasury.
This time they want to withdraw 23,000,000 ADA for CCI V2 — the continuation of the Cardano Critical Integrations program.
Previously, CCI V1 already received 70,000,000 ADA.
And this is the main issue:
the first phase still does not look fully completed, some integrations are still ongoing, yet a new funding request is already being pushed.

I vote YES on the Update Plutus Cost Models proposal.
This is a technical Cardano parameter update, not a Treasury withdrawal. This is not about conferences, marketing, or funding external events. This is about the core protocol and the way Plutus smart contracts work.
The idea is simple: Cardano is preparing for the van Rossem hard fork and the move to Protocol Version 11. After that, new Plutus functions will become available, and the network needs to know in advance how much CPU and memory these operations will cost.
In blockchain terms, this is close to a “gas model.”
If an operation exists, it needs a clear execution cost. Without that, smart contracts cannot properly use new functionality.
The update includes:
— new cryptographic operations;
— array operations;
— list operations;
— token and value operations;
— updates for Plutus V1, V2, and V3;
— revised costs for some existing operations.
As a DRep, this looks logical to me.
If Cardano wants to grow DeFi, dApps, cross-chain solutions, complex smart contracts, and stronger infrastructure, these updates are necessary. This is not spending for appearance. This is tuning the internal engine of the network.
It is also important that similar changes have already been tested on:
— SanchoNet — March 2026;
— Preview — April 2026;
— Preprod — May 2026.
No specific security concerns are stated in the proposal. The cost values are based on benchmarking data. There are no negative cost values.

This proposal requests ₳11,877,575 from the Cardano Treasury to improve Plutus — Cardano’s smart contract language. On paper, the goal sounds good: improve Plutus, make smart contracts cheaper, strengthen security, and make life easier for developers.
But the problem is not the beautiful description. The problem is something else.
IOG and affiliated entities have already received major funding from the Cardano Treasury. The proposal itself states that the total allocated amount was ₳130,708,860, of which ₳78,459,777 has already been withdrawn.
And now they are asking for almost 12 million ADA again.
For me, this is the weak point. You cannot keep coming back to the Treasury and saying: “Give us more, we will improve the infrastructure.”
First, there must be a simple and strict report: what was received, what was delivered, what results were achieved, which metrics improved, how many developers came in, and how much easier it actually became to build on Cardano.
Without that, this new proposal does not look like development. It looks like another funding request for basic work that the ecosystem has been waiting for a long time.
Plutus really does need improvement. But that does not mean every large Treasury request should be automatically supported.
The Cardano Treasury is not an endless wallet. It is community money.

This is not a small, targeted funding request.
This is a large withdrawal from the Cardano treasury based on future promises.
The proposal asks for 8,035,714 ADA.
And it is not only for a node.
It includes:

• Pebble
• TypeScript infrastructure maintenance
• hard fork readiness
• IDE tooling
• documentation
• extra contingency on top
👉 In simple terms: they want the money now, while the results are promised later.
🔥 What I do not like
• The node is not ready yet
• Block production is not even part of the current goal
• The project is stretched over 12 months
• The budget looks like full team funding from the treasury
• They also added 25% contingency, meaning extra funds for miscalculations and delays
This no longer looks like a modest infrastructure request.
It looks like an attempt to pull a large amount from the treasury under a broad package of promises.
📉 What the real issue is
A node can be launched with much less funding.
Especially when this is not a full production block-producing node, but a light node, relay, or developer tool stack.
Here, under the banner of “decentralization” and “ecosystem growth,” several separate directions were bundled together and charged to the treasury as one large package.
🧩 My view is simple
Cardano needs network resilience.
Cardano needs developers.
Cardano needs tools.
But that does not mean every polished proposal with big words should be paid from treasury funds.
If the product is not ready, if the result is still just a plan, and the amount is already huge — that is a bad signal for me.
⚠️ So my position is clear
As a DRep, I am against it.
I do not support withdrawing this level of funds from the treasury for unfinished promises, stretched timelines, and an oversized scope.

In the Cardano ecosystem, they are now trying to push through a decision to move 50 million ADA from the treasury into the external Orion Fund managed by Draper Dragon.
On paper it sounds good:
ecosystem growth, new projects, DeFi, RWA, developers, liquidity, scaling.
But once you remove the nice wrapping, the core is much harder.
👉 What is really happening
Community treasury funds are not being directed into a direct and transparent Cardano-native mechanism.
They want to move them into an external fund structure.
That means:
— the Cardano treasury becomes a source of capital
— external structures manage that capital
— decisions are no longer made directly by the community in a simple way
— once the funds leave the Treasury, control becomes much less direct and much less transparent
And that is where the main issue begins.
🗣️ Why I am against it
I am not against ecosystem growth.
I am against community funds being pushed into complex structures where everything depends on trust in managers, lawyers, entities, and promises of future returns.
The treasury is not a wallet for experiments.
The Cardano treasury should operate through:
— clear mechanisms
— direct accountability
— transparent control
— minimal intermediaries
This proposal goes in the opposite direction.
🔥 What I do not like about this model
First, an external manager appears.
Second, a layered fund structure appears.
Third, community money effectively moves into a system where ordinary participants no longer control it as directly as before it left the Treasury.
Yes, they say it will be controlled.
Yes, they say this is only the first tranche.
Yes, they say capital and profit may return later.
But the core problem remains:
first the money has to leave, and only then the community is asked to trust that the structure will work as promised.
📍 This is the real point
Once the treasury starts being used as venture capital, the risk changes completely.
This is no longer simple ecosystem support.
This is community money being used as a bet on an external investment model.
And these models always carry the same danger:
if it works, people will say the idea was brilliant,
if it fails, the money is already gone and responsibility gets diluted across structures, entities, and legal wording.
That is exactly why this looks like a dangerous precedent to me.
⚠️ My conclusion
To me, this looks too much like a carefully packaged opening of the treasury to outside fund structures under polished language about growth, scaling, and the future of the ecosystem.
I do not believe the Cardano Treasury should become a source of money for external fund vehicles.
I believe the treasury should remain under the most direct, transparent, and strict control of the community.

📌 Stablecoin DeFi Liquidity Budget: My Decision as a DRep
🔎 Proposal Summary
On September 16, 2025, a vote was initiated for a 50,000,000 ADA budget from the Cardano Treasury.
The funds are planned to be used for:
- converting ADA into fiat-backed stablecoins (USDC, USDT, USDM, USDA),
- providing liquidity to DEXs and lending protocols,
- creating a legal framework and a smart contract to manage the fund,
- forming a pool managed by a 9-person committee with oversight from the tDAO (dReps).
Goals:
- reduce stablecoin slippage by at least 50%,
- provide users with easier on/off-ramps into the ecosystem,
- attract market makers and developers,
- return part of the revenue (15%) back to the Treasury.
⚠️ The Problem
The requested amount is 50M ADA.
That is almost 3% of the entire Treasury. At the current ADA price (~$0.9), that equals roughly $45 million.
Risks:
- centralized control in the hands of 9 people,
- vulnerabilities in smart contracts or DeFi protocols,
- offshore legal structures where funds can easily “disappear,”
- ADA in this fund will not be staked (constitutional restriction),
- even partial loss of such an amount would be a serious blow to the Treasury.
✅ My Proposal
The idea is right — deep stablecoin liquidity is necessary for Cardano DeFi growth. But the implementation must be gradual and safe.
- Start with a pilot phase at 0.25–0.5% of the Treasury (≈4–8M ADA).
- Define KPIs: reduced slippage, higher trading volume, revenue generation.
- Require:
• external audits,
• transparent reporting,
• storage of all LP tokens in the smart contract. - After 3–6 months of proven success — consider scaling up the budget.
🗳️ My Vote
I am voting AGAINST the current version (50M ADA).
Reason: the amount is excessively large and dangerous for the Treasury in case of mismanagement or abuse.
My position:
- I support the idea, but the budget must be significantly smaller.
- With a reasonable amount, this initiative can benefit the ecosystem without threatening the Treasury.
