We, The Dutch Drep, vote Yes on this withdrawal governance action for TWEAGs Proposals for multiple core budget projects for Cardano 2025, administered by Intersect. This proposal focuses on enhancing core tooling for Cardano that is not covered under the IO (Input Output) budget, emphasizing the importance of maintaining and extending the core infrastructure for Cardanos future. Tweags ongoing contributions to the Cardano community, including improvements in smart contract tooling and automation, demonstrate their strong track record and capacity to support the ecosystem's evolution beyond what IO handles directly. These were major factors in our decision to support this proposal.

This proposal represents a fundamental investment in Cardano's long-term sustainability and competitive positioning through the establishment of a comprehensive Paid Open Source Model. Cardano's success is intrinsically linked to the health and vitality of its open-source infrastructure, yet until now, critical projects have relied on fragmented funding or volunteer efforts that cannot sustain the ecosystem's growing demands.
The Open Source Committee's structured approach addresses critical gaps that threaten Cardano's developer ecosystem and network security. Without dedicated funding for maintainers, key repositories risk abandonment, experienced contributors migrate to better-funded ecosystems, and security vulnerabilities remain unaddressed. This proposal transforms ad-hoc support into a systematic, transparent funding mechanism that ensures continuity and growth of essential infrastructure.
The Maintainer Retainer Program creates sustainable career paths for developers maintaining critical repositories, directly addressing talent retention challenges that have plagued open-source development. By providing structured compensation for maintenance work, this initiative attracts and retains high-quality contributors who might otherwise pursue opportunities in ecosystems with clearer monetization pathways.
Security enhancements through dedicated bug bounty programs and incident response funding strengthen the entire ecosystem's resilience. Proactive vulnerability identification and rapid response capabilities protect not only individual projects but the broader network of applications and services built on Cardano's infrastructure. This security investment reduces systemic risk while building confidence among developers and users.
The incubation framework and developer advocacy programs create pathways for innovation and ecosystem expansion. By supporting promising projects from conception through commercialization, this model accelerates the development of tools and services that enhance Cardano's utility and adoption. Developer onboarding initiatives like Cardano Summer of Code ensure continuous talent pipeline development.
Intersect's coordination role provides necessary governance structure and accountability while maintaining the open, decentralized principles that define successful open-source communities. The transparent allocation process ensures funds reach projects with genuine impact and community support.
The strategic value of this investment extends beyond immediate project funding. A well-supported open-source ecosystem becomes a competitive advantage, attracting developers who value sustainable contribution opportunities and reliable infrastructure. This creates positive feedback loops where better tools attract more developers, leading to further innovation and ecosystem growth.
While the budget represents significant treasury allocation, the alternative costs of ecosystem stagnation, security incidents, or developer migration far exceed this investment. Other successful blockchain platforms demonstrate that structured open-source funding correlates directly with ecosystem health and adoption rates.
This proposal establishes Cardano as a leader in sustainable open-source development, creating a model that other ecosystems will likely emulate. Supporting this initiative ensures Cardano's foundational infrastructure remains robust, secure, and continuously improving, providing the stable base necessary for long-term ecosystem success and competitive differentiation.

While I fully support the value of open-source development as a public good in Cardano, I believe this proposal introduces a centralized funding structure for a decentralized ecosystem — which contradicts Cardano’s core principles. Instead of individual open-source projects applying directly through transparent, competitive processes like Catalyst or direct Treasury withdrawals, this model outsources discretionary power and fund allocation to a committee (OSC) in an off-chain and relatively opaque fashion. It creates a fund-of-funds structure, where the actual recipients of treasury ADA are not clearly named or governed by on-chain logic.

Furthermore, this proposal asks for nearly 6 million ADA to be managed under general categories like “maintainer retainers,” “bug bounties,” and “developer advocacy,” without concrete KPIs, milestone deliverables, or named teams responsible for each initiative. This opens up room for inefficient allocation, political bias, and lack of accountability — especially dangerous in a decentralized ecosystem still building trust around governance. Every open-source project can and should stand on its own, applying transparently and directly for treasury funding through Catalyst or other grant platforms. Consolidating treasury disbursement into a loosely defined structure with off-chain controls is not the right direction for decentralized governance.

The maintainer retainer program is awesome, actually paying people to maintain critical infrastructure instead of hoping they'll keep doing it out of pure love for the protocol.
You know what's expensive? Having your entire dApp break because some library maintainer got burned out and abandoned their project. Now you know what's cheap? Paying them enough to keep the lights on. This is infrastructure investment 101.

I’m for the OSC budget, is a good idea, it covers upkeep for the tools we already use and sets aside funds for new ones

Krypto Labs have taken part in the budget debates and agree with proposer that this is something the Cardano blockchain ecosystem need.
I started with making a rationale and arguement for each proposal, but to save time i need to do bulk voting to speed this prosess up.

I’m voting YES to support the Paid Open Source Model proposal. Open source is fundamental to Cardano’s identity and long-term success, our ecosystem’s sustainability, security, and ability to innovate all depend on strong, well-supported maintainers and infrastructure and concerned that dependence on voluntary efforts is not enough to meet future needs.

This proposal introduces a structured and transparent approach to funding, retaining skilled contributors, maintaining critical repositories, and improving security through dedicated programs. With the administrative processes and oversight mechanisms in place to manage these funds responsibly, I believe this initiative strengthens Cardano’s foundations and aligns with my commitment to sustainable growth, responsible stewardship, and empowers open, community driven innovation.

I vote YES on the OSC Budget Proposal – Paid Open Source Model treasury withdrawal.

Cardano’s open-source ecosystem is fundamental to the security, reliability, and continued innovation of the network. This proposal implements a structured funding model that directly targets longstanding needs for maintainability, bug bounty funding, onboarding new contributors, incident response, and sustained development of foundational code, tools, and documentation across the ecosystem. The outlined programs – including a Maintainer Retainer, developer onboarding tracks, and security initiatives – are broad in scope and essential for ecosystem health. The funding mechanism is staged, uses milestone-based contracts, and is subject to community monitoring and external third-party oversight. All treasury operations tied to this proposal are transparently managed on-chain with public compliance to Cardano governance requirements. The total requested amount is commensurate with the scope and the historical scale of under-resourcing for critical open source in Cardano.

Approval of this treasury withdrawal supports a predictable and transparent approach to building a sustainable open-source foundation for Cardano.

The Paid Open Source Model proposal is a strategic investment to strengthen Cardano’s open-source ecosystem, addressing critical challenges that could otherwise limit growth and adoption. While the 6 million ADA request is significant, its potential to fund 50+ projects, enhance security, retain developers, and incubate new initiatives offers substantial value. The proposal’s alignment with Cardano’s Voltaire goals and robust governance mechanisms support its credibility. However, to address community concerns, the OSC should provide a clearer budget breakdown and prioritize high-impact projects. Voting “yay” as its systemic benefits outweigh the costs, provided Intersect and the OSC deliver transparent reporting and measurable outcomes. This investment could significantly boost Cardano’s developer ecosystem and long-term competitiveness.

I am voting yes on all 39 Intersect Governance actions. The community has thoroughly reviewed the many proposals presented in the Intersect Budget Process for the 2025 budget. I was deeply involved in the entire process as an SME for the Budget Committee, and then as the Secretary for the Budget Committee.

The proposals presented represent an incredible amount of development for our ecosystem for the next year. The teams all received at least 50% on Ekklesia polling. The teams will face milestones in order to continue to receive funding. If a team fails to deliver, the process will stop them from enriching themselves without returning value.

If anything, we are spending too little on our community. We need to spend more to further develop our governance and our organized events. This is a liquid democracy. If you believe that all of these proposals deserve a chance to deliver, you can shift your delegation to my DRep ID.
