However, the current proposal does not sufficiently justify the ₳11,787,063 commitment.\n\nRelated infrastructure is already being developed within the ecosystem. Before approving this expenditure, we need a public gap analysis and a concrete division of responsibilities showing which existing components will be reused and what additional capabilities this engagement will deliver.\n\nThe smart-contract language remains undecided, and the budget provides insufficient detail on staffing, rates and costs by workstream. The acceptance criteria primarily demonstrate technical delivery, with limited requirements for independent adoption.\n\nWe acknowledge the milestone-controlled payments, public evidence and return of unused funds. These safeguards are valuable, but they do not resolve uncertainty about scope, demand and value for money.\n\nWe would welcome a narrower proposal with settled technical choices, a granular budget, measurable adoption commitments from Cardano teams, clear conversion-surplus handling and maintenance responsibilities beyond the first year.\n\nWe remain open to supporting a coordinated engagement with demonstrable public-good value."}}
