The Constitutional Committee (CC) is the governance body whose job is to check that proposed governance actions conform to the Cardano Constitution. Its members vote Constitutional or Unconstitutional on an action; an action that the committee rejects cannot be ratified even if DReps and SPOs approve it.
The committee votes on most action types, with two exceptions where it has a conflict of interest: a motion of no confidence (which challenges the committee itself) and updates to the committee or its threshold (where it is the subject of the action). Members are added and removed through those same on-chain actions, so the committee’s composition is itself under community control.
