私は本Treasury Withdrawalに反対します。
DeFi Kernel Registry、共通metadata、Composable DeFi Transaction Builder SDKという方向性は、Cardano DeFiの断片化を減らし、wallet、bot、indexer、dAppによる統合を容易にする可能性があり、技術的意義は認めます。
しかし、本提案は公共標準としてのDeFi Kernel Registry / SDKと、Dano FinanceのSpot Leverage Order BookおよびAmerican Options Market-Making Poolsという高度金融商品開発が混在しています。
Leverageとoptionsは取引量を増やす可能性がある一方で、oracle、清算、LP損失、risk parameter、audit、user protectionの設計難度が高く、公共Treasury支出としては慎重に扱うべき領域です。
また、Treasury-funded contractsからのprotocol fee 5%返還は評価できますが、12か月限定であり、商業性を含むプロトコル開発へのTreasury支援としては還元設計が十分とは言えません。
将来、DeFi Kernel Registry / SDKなど公共財部分に焦点を絞り、OSSライセンス、外部統合実績、audit範囲、risk controls、protocol fee return、Treasury還元設計をより明確にした形であれば再評価します。

I vote No on this Treasury Withdrawal.

I recognize the technical value of the DeFi Kernel Registry, shared metadata, and the Composable DeFi Transaction Builder SDK. These could help reduce fragmentation in Cardano DeFi and make integration easier for wallets, bots, indexers, and dApps.

However, this proposal combines public-standard work, such as the DeFi Kernel Registry and SDK, with advanced financial product development by Dano Finance, including the Spot Leverage Order Book and American Options Market-Making Pools. Leverage and options may increase transaction volume, but they also involve complex risks around oracles, liquidations, LP losses, risk parameters, audits, and user protection. I believe this area should be treated cautiously when using public Treasury funds.

I also appreciate the proposed 5% protocol fee return from Treasury-funded contracts, but it is limited to 12 months. For a proposal that includes commercially useful protocol development, I do not consider this Treasury return design sufficient.

I would reconsider a future version if it focuses more clearly on the public-good components, such as the DeFi Kernel Registry and SDK, and provides stronger clarity on OSS licensing, external integrations, audit scope, risk controls, protocol fee returns, and Treasury value-capture.

ADAの将来価値が上昇する可能性を考えると、今はTreasury支出を厳格に絞り、Cardanoの基盤維持に必要なものを優先すべきです。Treasuryは短期的に使い切る資金ではなく、将来の成長を支える戦略資産として扱うべきです。
そのため、私は500M ADAへのNCL拡大には反対し、現行の350M ADAの範囲で十分に優先順位をつけられると考えます。

The Net Change Limit does not approve Treasury spending by itself. It is a fiscal guardrail that sets the maximum amount that can be withdrawn from the Treasury during a given period. Therefore, the limit should provide enough room, but it should not be expanded more than necessary.

At this stage, I believe the existing 350M ADA NCL is sufficient to cover many of Cardano’s important needs, including core development, open-source tooling, wallet security, Mithril, data access, and governance coordination. With proper prioritization, these essential areas can be funded within the current limit.

In my view, expanding the NCL to 500M ADA is less about protecting essential development and more about creating additional room for large proposals, commercial initiatives, adoption programs, and liquidity-related spending.

Given the possibility that ADA may increase in value in the future, Treasury spending should remain strict and selective now. The Treasury should be treated not as funds to be spent in the short term, but as a strategic asset to support Cardano’s future growth.

In particular, Dijkstra readiness is important for maintaining compatibility across smart contracts, transaction building, emulation, testing, and developer workflows. I also value the JVM-native path as a strategic bridge to enterprise and financial backend developers. Importantly, the previous standalone L1 node scope has been removed, which makes the ask more proportionate and reduces execution risk.

Pallas is an important open-source set of Rust libraries for handling core Cardano functions such as Ouroboros, ledger data, CBOR, cryptography, networking, and transaction building. This is not private development for a single dApp. It is a high-public-value DevX foundation that can be reused by many Cardano projects, including Aiken, Dolos, Oura, Mithril, Amaru, and UTxO RPC.

Maintaining Pallas also helps expand Cardano’s data access layer and developer ecosystem beyond Haskell-centered tooling. It strengthens client diversity, tooling diversity, and the overall developer experience on Cardano.

I also value the funding management design: Intersect administration, Smart Contract Disbursement, TRSC/PSSC, milestone-based controls, an oversight committee, and dashboard transparency.

UTxO RPC is, simply put, a common API specification for accessing UTxO-based blockchains such as Cardano. It provides a shared interface for Cardano node, Amaru, Dingo, Dolos, wallets, indexers, and developer tooling to access Cardano data. This is not private development for a specific dApp, but reusable OSS DevX infrastructure for the broader Cardano ecosystem.

The fact that UTxO RPC is not Cardano-only is not a weakness. Rather, it gives the project broader value as a standard that can be shared across the UTxO ecosystem. If it continues to be adopted by Cardano node implementations and becomes more common across UTxO-based blockchains, it can strengthen Cardano’s data access layer, developer experience, and client diversity, while positioning Cardano as an important contributor to UTxO standardization.

I also value the funding design of this proposal. It uses Intersect-managed Smart Contract Disbursement, TRSC/PSSC, milestone-based controls, an oversight committee, and dashboard transparency. These are positive elements for responsible Treasury fund management.

Daedalus is an important full-node desktop wallet in the Cardano ecosystem. It provides a self-sovereign access layer where users can verify the Cardano chain themselves, without relying on third-party APIs or trusted backends. While Daedalus does not directly increase SPO decentralization, it reduces dependence on wallet backends and API providers, supporting Cardano’s access decentralization, resilience, and client/access diversity.

This proposal includes support for future hard forks, Leios, Peras, Nested Transactions, Keystone/Flex hardware wallets, a CIP-30 dApp connector, Japanese localization, and user support. These are important for Cardano’s long-term security, compatibility, and continuity of use.

I also value the treasury management design, including Intersect administration, smart contract disbursement, monthly disbursements, oversight, dashboard transparency, and return of unused funds.

At the same time, Daedalus has limited opt-in MAU, so the cost-effectiveness of spending 1,785,333 ADA should continue to be clearly explained. Going forward, I expect public reporting on pre-hard-fork releases, CIP-30 interoperability, support activity, Japanese localization, usage KPIs, and any unused funds returned to the Treasury.

Overall, I support this proposal as public-good maintenance that preserves an important self-verifying full-node wallet access point for Cardano, rather than as an attempt to turn Daedalus into a mass-market light wallet.

Cardano Builder DAOには、builder同士による審査という意味で、利益相反や内輪化のリスクはあります。しかし、過去2 roundsを見ると、Round 1では27件中7件が不採択、Round 2では約29件中14件のみ採択されており、全員に広く配る仕組みではなく、一定の競争と選別が働いています。Cardano上で実際に構築しているbuilder同士が、peer review、debate、temperature check、final votingを通じて評価する構造は、専門性のある資金配分モデルとして評価できます。
一方で、20M ADAは非常に大きな支出であり、これは単なる個別プロジェクト支援ではなく、Cardano内の大型資金配分機構を承認する判断です。そのため、各funded projectのKPI baseline、成果後KPI、配分先、利益相反管理、milestoneごとの支払い解除条件、未使用分のTreasury返還、dashboardでの継続公開を強く求めます。

Cardano Builder DAO is a specialized DAO that allocates funding to proven builders aligned with Cardano’s Vision 2030 KPIs, including MAU, monthly transactions, and TVL. In 2025, 12,000,000 ADA was approved for Cardano Builder DAO through the Cardano Treasury funding process. Using that funding, the DAO operated two rounds, allocating about 11.1M ADA to 34 proposals and returning 354,790 ADA of unused funds to the Treasury. I also value its direction of using smart contract governance and KPI dashboards to make Treasury spending more measurable and transparent.

There are risks of conflicts of interest and insider bias because builders evaluate other builders. However, the past two rounds show that this was not simply broad distribution to everyone. In Round 1, 7 of 27 proposals were not funded, and in Round 2, only 14 of around 29 proposals were funded. This suggests that meaningful competition and selection took place. A process where active Cardano builders evaluate proposals through peer review, debate, temperature checks, and final voting can be seen as a specialized funding model with domain expertise.

At the same time, 20M ADA is a very large expenditure. This is not just support for individual projects; it is approval of a major funding allocation mechanism within Cardano. Therefore, I strongly expect clear KPI baselines and post-funding KPI results for each funded project, transparent allocation records, conflict-of-interest management, milestone-based release conditions, return of unused funds to the Treasury, and continuous public dashboard reporting.

しかし、本提案ではTreasuryから4,969,231 ADAが引き出される一方、revenue-share repaymentは$1,093,231のUSD建て返済に見えます。もし返済義務がUSD建てであれば、ADA価格が上昇した場合、TreasuryはUSD価値としては回収しても、ADA枚数としては元本を大きく下回る可能性があります。これはCardano TreasuryのADA建て資産保全という観点から不十分です。
商業案件にTreasury資金を使う場合、revenue shareは重要ですが、返済基準、換算レート、25% fee shareの対象、5% permanent feeの扱い、監査権限、公開報告が明確でなければなりません。特に、TreasuryからADAで支出する以上、少なくとも4,969,231 ADAの回収、またはADA建てとUSD建ての双方を保護する仕組みが必要です。

I recognize the value of bringing a real Web2 ticketing business onto Cardano. The proposal has several positive elements, including an existing Phase 1 deployment, clear adoption targets, milestone-based disbursement, TRSC/PSSC fund control, oversight, audit, and a revenue-share repayment mechanism.

However, the Treasury is being asked to withdraw 4,969,231 ADA, while the repayment commitment appears to be denominated as $1,093,231. If repayment is USD-denominated, then an increase in the ADA price would allow the proposer to repay far fewer ADA than the amount withdrawn from the Treasury. This may recover the USD value, but it does not protect the Cardano Treasury in ADA-denominated terms.

For a commercial adoption proposal, revenue share is important, but it must be precise and Treasury-protective. The proposal should clearly define whether repayment is measured in ADA or USD, how exchange rates are calculated, what revenue base the 25% fee share applies to, how the 5% permanent fee is calculated, and what audit rights and public reporting obligations apply.

I would reconsider if repayment is structured to protect the Treasury in ADA terms, for example by continuing until at least 4,969,231 ADA, or the greater of 4,969,231 ADA and $1,093,231 equivalent, has been returned to the Cardano Treasury.

I recognize the strategic value of building BTCfi infrastructure on Cardano. However, this proposal combines public infrastructure development, Treasury-backed launch liquidity, and the structured product risks of FIRE/ICE.

At this stage, I believe the proposal lacks sufficient detail on Charms/oracle/accounting audits, legal review, principal protection, automatic sweep-back, and the concrete implementation of smart contract disbursement.

For these reasons, I believe a 10,000,000 ADA Treasury withdrawal should be approached cautiously.

While Cardano’s UTxO/eUTxO-based dApps are robust, each protocol requires specific understanding of transaction patterns, which raises integration costs. Tx3 helps reduce this friction through common APIs, SDKs, and a Protocol Registry.

I also value TxPipe’s proven track record with Pallas, Dolos, UTxO RPC, and other Cardano infrastructure, as well as the existing Tx3 developer layer and multiple protocol onboardings. The additional 12 protocol onboardings, MCP server, and agent skills framework can help move Cardano toward a protocol ecosystem ready for the AI agent era.

From a funding-management perspective, I also appreciate the inclusion of Intersect-managed Smart Contract Disbursement, milestone-based controls, oversight, and dashboard transparency. This is a reasonable structure for managing Treasury funds in a verifiable way.

It detects on-chain events from Cardano nodes and connects them to indexing, monitoring, analytics, webhooks, queues, databases, and other off-chain systems. This is not private development for a single dApp. It is reusable DevX infrastructure that benefits Cardano developers, infrastructure operators, and downstream projects.

Oura is also Rust-native tooling built on TxPipe’s Pallas library, which strengthens Cardano’s data access layer and improves decentralization at the practical infrastructure level. The requested amount is moderate, and I also value the use of Intersect-managed Smart Contract Disbursement, milestone-based controls, external oversight, and dashboard transparency.

Intersect Technical Steering Committee Support is important public infrastructure for Cardano’s technical governance. The Parameter Committee reviews network settings, CIP editors help organize Cardano improvement proposals, and the Hard Fork Working Group helps coordinate major upgrades safely. These functions help DReps and the community understand complex technical proposals and make evidence-based decisions.

This proposal is not just committee operating cost. It strengthens Cardano’s technical accountability and improves the ability of DReps to evaluate network parameters, upgrades, improvement proposals, and core infrastructure proposals.

I also value the fund management design. Treasury funds will not simply be paid out all at once. The proposal includes Smart Contract Disbursement, milestone-based payments, external oversight, Appold assurance, and the return of unused funds to the Treasury. This is appropriate for responsible public fund management.

At the same time, we should be careful that the TSC does not become perceived as a central authority that decides the “correct” technical answer. The TSC should support, not replace, the judgment of DReps and the community by providing transparent and verifiable technical information.

Going forward, I expect continued public reporting on the number, topics, and timing of technical reports, the selection criteria for independent technical reviews, conflict-of-interest management, recusal records, and the separation of responsibilities from the main Intersect budget.

As the Cardano protocol, hardware wallet firmware, wallet apps, and dApp integrations continue to evolve, loss of compatibility would mean that users and developers could lose a secure access path.

This proposal is not about building a new wallet product. It maintains an existing security-critical access layer and contributes to Cardano’s overall security, interoperability, developer experience, and continuity of use. I also value its public fund management design, including Intersect administration, Smart Contract Disbursement, milestone-based controls, oversight, and dashboard transparency.

Dolos is not a block-producing node, so it does not directly increase SPO decentralization. However, as a lightweight data node written in Rust, it strengthens Cardano’s data access infrastructure, client diversity, and tooling diversity.

Even if Cardano’s L1 consensus layer is decentralized, practical centralization can still remain if wallets, dApps, explorers, and indexers depend on only a few API providers or heavy full-node infrastructure. Dolos helps reduce this dependency by giving builders more ways to access Cardano data.

For this reason, I evaluate Dolos as public infrastructure that improves decentralization and resilience at the practical usage layer of the Cardano ecosystem.

The Wirex proposal has the potential to go beyond the existing “EMURGO × Wirex” commercial card product and build payment infrastructure, wallet/API access, and on-chain settlement rails that can be used across the broader Cardano ecosystem.

Cardano still lacks sufficient infrastructure for real-world payments, card usage, stablecoin settlement, and wallet/API integration. This proposal could directly support real-world adoption. Wirex also has an established track record in payments and card services, which gives the team a reasonable level of execution credibility.

I also value the funding design. Rather than transferring Treasury funds in a single lump sum, this proposal uses Intersect-managed Smart Contract Disbursement, milestone-based release, oversight, pause, sweep back, and dashboard transparency. This is a positive model for public Treasury fund management.

However, from a public-good perspective, the deliverables should not remain closed or limited to Wirex. I expect OSS components, APIs, SDKs, and sandbox environments to be made available for reuse across the Cardano ecosystem.

Going forward, I expect continued disclosure of wallet integrations, on-chain settlement metrics, active users, stablecoin payment volume, audit reports, unused fund returns, and Treasury repayment conditions.

Intersect currently provides important operational infrastructure for Cardano, including governance coordination, technical stewardship, release coordination, repository management, incident response, and the administration of community-approved processes.
I also value that this proposal aligns with the idea of Smart Contract Disbursement. In this model, Treasury funds are not simply paid out in a lump sum, but are managed through smart contracts, released step by step based on milestones, and made more transparent, pausable, refundable, and auditable when needed. This proposal includes milestone-based drawdowns, smart contract-based Treasury management, external oversight, dashboard transparency, and independent assurance. I see this as a positive direction for responsible public fund management.
Recent wallet-related security issues around SecondFi also show the importance of ecosystem-level incident coordination, vulnerability disclosure, and user-protection communication in Cardano. This is not the direct subject of this proposal, but it reinforces the need for the technical stewardship and incident response functions that Intersect is expected to support.
At the same time, this is a large funding request, and Intersect has already received substantial Treasury funding in the past. Therefore, I expect clear public reporting on milestones, spending, audit results, technical stewardship KPIs, incident response activities, and unused-fund return mechanisms.
My vote is Yes, with strong expectations for accountability, decentralization, and measurable delivery.

I support the 5am.earth Trust Layer Targeting Vision 2030 KPIs proposal.

I see 5am.earth not as a single agricultural app, but as an open Cardano-anchored trust layer for farmer identity, farm and crop records, AE credentials, satellite verification, traceability, and finance/credit use cases. Project Swaminathan is already operating on Cardano Mainnet, which gives this proposal a real operational foundation.

The 10M ADA ask and the initial 5M ADA front-loaded tranche are significant risks. However, the proposal aligns well with Smart Contract Disbursement principles: Intersect administration, TRSC/PSSC custody, an external Oversight Committee, milestone-based controls, audits, refund conditions, and public dashboard reporting.

The KPIs — 500,000 farmers, 2M on-chain transactions, and lending activity — are ambitious. Therefore, I strongly expect two safeguards: clear public evidence and on-chain KPI reporting at M1/M2/M3, and independent audits with refund of unused funds or funds tied to undelivered scope. On that basis, I vote YES.

I understand the strategic value of this proposal, but I do not support it in its current form.

Strike Finance has demonstrated real Cardano-native perpetual futures activity, and I agree that Cardano DeFi needs deeper stablecoin liquidity and better execution depth.

However, this proposal effectively sells 9,000,000 ADA into USDM while ADA is trading near a very low level, and deploys public treasury assets into liquidity for a specific DeFi protocol for 12 months. If ADA recovers during this period, the Cardano Treasury may significantly underperform a simple hold-ADA strategy.

I support productive treasury deployment in principle, but at this stage it should first be tested with a smaller amount, and its performance should be clearly evaluated in ADA-denominated terms.

This is not a rejection of Strike Finance. It is a rejection of selling a large amount of ADA at current low prices and directly deploying public treasury funds into protocol-specific DeFi liquidity under the current structure. I vote NO.

The current Cardano Treasury governance process puts many individual proposals in direct competition, creates a heavy cognitive burden for DReps, and can increase conflict within the community.

I agree with the direction of clearly separating the NCL, the budget process, and individual Treasury Withdrawals, while introducing strategic budget categories, expert evaluation, audits, and accountability.

However, any future implementation must prevent a strategic entity or expert commission from becoming a new centralized gatekeeper. Selection methods, terms, conflict-of-interest rules, meeting records, evaluation criteria, and final DRep oversight must be institutionally secured.

Hydra is a production-stage Layer 2 infrastructure for Cardano, and I see it as important for keeping use cases such as DeFi, AI agent commerce, micropayments, gaming, and point-of-sale applications within the Cardano ecosystem, where L1 alone is not sufficient.

This proposal is focused on Hydra v2 performance, operational quality, ecosystem support, and developer experience. At the same time, real adoption, L1 fee generation, and economic return to the Treasury are not automatic. I support this proposal. The current committeeMinSize of 7 leaves no operational buffer for a 7-member Constitutional Committee. A single resignation, term expiration, or inactive member could make key governance actions such as Parameter Changes, Treasury Withdrawals, and Hard Forks unable to progress.

Reducing committeeMinSize to 5 should not be interpreted as support for reducing the Constitutional Committee to five members. Rather, I see it as a reasonable resilience measure while maintaining the intended 7-seat Committee.

However, a 5-member Committee should not become the normal operating model, as it would increase the relative power of a small number of members to block governance actions. I support this proposal on the condition that the 7-seat structure is maintained, vacancy replacement remains transparent, and CC activity is continuously reported. Therefore, I vote YES.

The previous proposal was broad in scope and large in budget, so it required careful scrutiny. In this revised version, the scope has been narrowed to three core work packages: Peras v1, History Expiry, and Conformance Testing. These directly support faster finality, reduced SPO burden, and safer multi-node implementation for Cardano.

However, ₳18.26M is still a significant treasury withdrawal. While I respect the technical validation by expert teams and the SPO community, I expect clear public reporting on milestone deliverables, payment amounts, third-party assurance, and the return of unused funds.

With these transparency and oversight expectations, I vote YES.

I conditionally support this proposal. Rare Evo is an independently operated multi-chain event, but it has long been closely connected to the Cardano community. I see it as an important ecosystem touchpoint that connects DReps, SPOs, developers, projects, enterprises, and media, and therefore has public-good value for Cardano.

This year is a critical moment for Cardano to turn development, governance, and external visibility into real growth. Cardano is a chain that must create and communicate its own narrative, connecting its technology and philosophy to the wider industry. In that sense, Rare Evo should not be treated as just another event, but as an international gateway to present Cardano’s next stage.

At the same time, the impact of Treasury support must go beyond internal community enthusiasm. I see CCI V2 as an important infrastructure investment for connecting Cardano to DeFi, RWA, cross-chain liquidity, and institutional custody.

However, since around 90% of the 23M ADA request is allocated to integration and maintenance costs, and vendor-level details are not publicly disclosed, careful oversight is necessary. I understand the confidentiality constraints, but the semi-annual reports should provide as many quantitative metrics as possible, including operational status, usage, dApp adoption, Fireblocks usage, remaining funds, and expected maintenance costs for future years.

This is not a blank cheque. It is conditional support for maintaining Cardano’s market-connectivity infrastructure.

Scalus is not merely a development environment for writing Cardano smart contracts in Scala. It aims to evolve into an integrated application platform for building, verifying, launching, and scaling serious applications on Cardano, including L2 support.

I agree with the view that Cardano’s next challenge is not only the L1 itself, but also the application layer where real-world applications can be continuously built and operated. It is also important that Scalus creates a path from the JVM ecosystem, including Scala, Java, and Kotlin, into Cardano. Since JVM-based technologies are widely used in financial institutions and FinTech backend systems, Scalus may help expand Cardano’s connection to enterprise and financial use cases.

Scalus also emphasizes sovereign chain access and aims to reduce reliance on external APIs or centralized data access providers. Even if Cardano’s base layer is decentralized, actual usage can become re-centralized if the application data access layer is concentrated. In this sense, Scalus provides an important alternative path connected to the broader Blockfrost / Cayley discussion.

At the same time, an ₳8.5M request requires strict validation of demand and adoption. I support this proposal on the condition that external team usage, production-like deployments, adoption KPIs, and milestone progress are reviewed and reported transparently.

I support this proposal.

Cardano has several important wallets, including Yoroi, Lace, and Eternl, each serving different user groups. Yoroi has long supported holders and staking users, while Lace is developing as a more standard and user-friendly Cardano wallet experience. Within this landscape, Eternl plays an important role for power users, DApp users, DeFi and NFT users, DReps, governance participants, multisig users, and hardware wallet users.

If Eternl were to scale down or stop operating, the impact would be felt especially by these active user groups. Although Eternl is a private product, it can reasonably be regarded as semi-public infrastructure within the Cardano ecosystem because it supports practical usage, DApp access, and governance participation.

I also appreciate that this proposal is not merely a request for continued support. It includes a path toward sustainability through the Pro plan, public fund management, treasury repayment when there is surplus, and additional donations if revenue exceeds the stated threshold. This shows awareness of returning value to the Cardano Treasury rather than treating treasury funding as a one-way expense.

At the same time, this proposal is not milestone-based, the main UI is not open source, and the audit allocation appears limited for such important wallet infrastructure. Therefore, I expect regular and verifiable reporting on Pro revenue, remaining funds, treasury repayments, uptime, security handling, and major development progress.

With these expectations for transparency and accountability, I believe continued support for Eternl is an important investment in Cardano’s user experience, DApp access, and governance participation. Therefore, I support this proposal.

This proposal appears to be a governance-level branching point in Cardano’s open-source maintenance model. If the existing Intersect/POSM structure is insufficient, moving toward a new model may be justified. However, whether this is a hard fork or a soft fork, Cardano needs a clear transition design: role separation from existing structures, review of prior outcomes, defined transition scope, prevention of duplication, and staged expansion.

I strongly agree with the need to support OSS maintenance. However, for a new 12M ADA, 36-month institutional structure, the transition design is not yet clear enough.

For this reason, I abstain on this proposal.

I support this proposal.

Cardano Vision 2026 is a research, technical validation, and implementation-readiness pipeline that supports Cardano’s long-term competitiveness. It systematically addresses key areas such as post-quantum security, scalability including Leios and Peras, ZK/L2 infrastructure, light clients, Babel Fees, SPO incentives, governance, and identity.

I especially value that post-quantum security is placed as a core theme. The timeline for practical quantum computers remains uncertain, but cryptographic migration cannot be completed quickly. It requires long-term preparation across signatures, VRFs, Ouroboros, node operations, wallets, L2s, and bridges. This proposal also includes dissemination and communication of research outcomes, but I believe Cardano should communicate this effort more clearly to the outside world as evidence that the network is seriously preparing for future cryptographic risks.

From a cost-effectiveness perspective, the ₳32.916M request is substantial, but considering the 36 FTE international research and technical validation structure, it does not appear excessive. At the same time, there is a risk that outcomes may remain limited to papers or technical reports. Therefore, I place importance on CIPs, prototypes, implementation pathways, SPO impact assessment, quarterly reporting, third-party assurance, and the return of unused funds.

On the condition that this research is translated into practical public infrastructure for Cardano, I support this proposal.

I support this proposal, while emphasizing the importance of milestone-based delivery and public verification of implementation progress. Gerolamo can be viewed as the expanded and practical implementation phase of the 2025 Gerolamo proposal. It aims to turn Cardano’s eUTxO design and relatively lightweight validation model into a browser-based Cardano light node. If delivered, it would allow dApps and light wallets to reduce reliance on centralized APIs and remote servers, giving users a more trust-minimized way to access Cardano from their own devices. In this sense, it is a direct response to the problem of Web3 depending on centralized API layers, and it aligns well with Cardano’s decentralization, client diversity, and 2030 infrastructure strategy.

However, the terms “fully-validating” and “production-ready” should be verified strictly against future public milestones. I also see Gerolamo as complementary, rather than competitive, with API/indexing infrastructure such as Blockfrost or Cayley: those systems support data access, while Gerolamo strengthens user-side verification.

I value the milestone structure, independent oversight, escrow design, and refundable contingency. Provided these controls are enforced, I see this as a worthwhile public-goods investment that strengthens Cardano’s unique claim: a Web3 ecosystem where users can verify more from their own devices.

I support this proposal. Pebble may provide a new entry point for TypeScript and Solidity-style developers to build smart contracts on Cardano. In addition, the TypeScript libraries maintained by HLabs are said to be related to surrounding projects such as Mesh, Lucid Evolution, and Midgard, and I believe they have a certain level of importance in supporting hard-fork readiness and Plutus V4 compatibility.

This is not only a new language proposal. I see it as a public-goods investment that helps maintain Cardano’s developer foundation and supports future L2, dApp, and wallet development. The proposal also includes audited escrow contracts, an independent oversight board, milestone-based payments, refund mechanisms, and monthly/quarterly reporting, which improves transparency as a Treasury-funded proposal.

Pebble adoption still needs to be proven, but I believe that maintaining the TypeScript foundation alone can have meaningful ecosystem-wide value for Cardano. Therefore, I support this proposal.

I vote Abstain on this proposal. OriLife × TonFarm has meaningful potential as a real-world adoption case for Cardano, using agricultural traceability, DIDs, CIP-68 NFTs, and eUTXO batching. I also value the idea of using Bio-ID instead of detachable QR labels. However, OriLife is also essentially a customer using Cardano infrastructure for its own business. If the Treasury funds its initial deployment, there must be a clear return mechanism to the Cardano Treasury. The proposal mentions a 20% Treasury fee mechanism, but the scope, duration, enforceability, auditability, and applicability to future crop expansion are not sufficiently clear. I recognize the adoption value, but because the financial return design remains ambiguous, I abstain.

I support this proposal because Cardano’s core infrastructure should not be treated like deciding where to cut off a lizard’s tail. Peras, History Expiry, Conformance Testing, Hoarding Node, and developer tools are connected parts of the same body for the Leios era.

A car inspection is a useful analogy. Most drivers do not separately order checks for tires, oil, brakes, and every small component. What they really want is a safe, reliable, well-maintained car they can drive with confidence. In the same way, SPOs, builders, and users need Cardano’s core infrastructure to work safely as a whole.

However, supporting an integrated proposal is not a blank check. Because this proposal is large and bundled, Cardano should actively communicate and use its own auditability tools, such as Reeve for on-chain financial reporting.

For that reason, I vote Yes, with the expectation of strict milestone management, independent technical assurance, transparent progress reports, public demos, on-chain and off-chain audit trails including tools such as Reeve, and community review after delivery.

I support this proposal from the view that Cardano itself needs to take on a more VC-like and market-forming role. However, unlike traditional VC funds, which recover returns through equity, token rights, IPOs, M&A, or secondary sales, Cardano Treasury has only limited mechanisms to directly recover investment returns.

Given this constraint, Treasury spending should not be treated as simple expenditure. It should move toward a market-forming model where funds circulate back into the ecosystem through transparent selection, measurable outcomes, surplus returns, and follow-up reporting, leading to adoption, liquidity, development, and on-chain activity. I see this proposal as a useful test case for how Cardano can implement a more transparent and circular VC-like model as it moves from a research- and technology-focused chain toward real market adoption.

There are still important challenges, including the fairness of selecting Cardano project teams for presentation and exhibition opportunities, the large initial fund release, and the difficulty of measuring outcomes. However, with detailed cost reporting, return of unused funds, KPI reporting, and a six-month follow-up on actual results, I support this proposal.

This proposal has strong strategic value because it brings Cardano Summit 2026 to Singapore and positions Cardano immediately before TOKEN2049, where institutional investors, enterprises, regulators, and developers will already be gathered. I also appreciate that the revised proposal reduces the budget by 22% and separates it from EMURGO’s TOKEN2049 sponsorship proposal, responding to community concerns. As Cardano moves from a research- and technology-focused chain toward real-world markets such as DeFi, RWA, stablecoins, AI, and identity, having a strong presence in Asia’s financial hub is meaningful.

The proposal also includes KPIs such as Enterprise MQLs, strategic meetings, technical demos, developer participation, and hackathon submissions. This is positive because it tries to measure adoption pathways, not only attendance. However, the first milestone releases 80% of the funds upfront, and the KPIs still lean toward visibility, attendance, and early-stage contacts. The connection to concrete implementation outcomes could be clearer.

To better evaluate the impact of Treasury spending, I would like to see post-event reporting, where possible, on additional outcome-oriented indicators such as Proofs of Concept, Memoranda of Understanding, technical integration opportunities, DeFi or liquidity-related follow-ups, and developer retention after the hackathon. These would help the community understand how the Summit connects to real implementation and adoption on Cardano, rather than only serving as a branding event.

Given the Cardano Foundation’s own financial capacity, future proposals should also clarify the CF funding share, possible revenue return to the Treasury, and more outcome-based milestone payments. Based on the strategic value of this event, I support this proposal, while asking for stricter outcome metrics and funding design in future proposals.

I recognize Blockfrost as important data access infrastructure for Cardano developers, and I see Project Cayley’s decentralized slice indexing as essential for the Leios era. Even if the blockchain itself is decentralized, the user experience can recentralize if DApps and wallets rely on only a few API and indexing providers to access chain data. Project Cayley is Cardano’s answer to this risk, enabling SPOs and node operators to participate in decentralized data-serving infrastructure.

At the same time, I remain concerned that 47.4% of the approximately ₳7.92M request is allocated to Ops & Infrastructure, giving the proposal a partial operational-subsidy character for the existing free tier. For this reason, I support this proposal while expecting clearer separation from the long-term commercial model, measurable decentralization KPIs, and evidence of SPO/operator participation.

This proposal is a typical example of something difficult to evaluate, but its core is clear. All features and upgrades in Cardano depend on a stable and well-maintained foundation. I strongly agree with the view that “maintenance is not discretionary.” Even if the outcomes are not always visible, continuous maintenance is essential to ensure the reliability, security, and availability of the network, and ultimately supports the overall growth of the ecosystem. For these reasons, I support this proposal.

Developer Experienceの改善はCardanoにとって重要であり、「Cardanoで開発を始めるまでの迷路を減らし、新規開発者が短時間でDApp開発に入れるようにする提案」として、cardano-init、Developer Portalの整理、スマートコントラクト集、バウンティ等の方向性は有用だと考えます。一方で、現段階ではまずCardano自体の魅力を高め、開発者が「Cardanoで作りたい」と思う理由を増やすことが優先だと考えます。本提案の必要性は認めますが、成果は間接的で、KPI測定や継続性にも不確実性が残るため、今回はAbstainとします。

I recognize that improving Developer Experience is important for Cardano. This proposal aims to “reduce the maze before starting Cardano development and help new developers begin building DApps more quickly.” I see value in cardano-init, Developer Portal improvements, reusable smart contract libraries, and bounties.
However, at this stage, I believe the higher priority is to make Cardano itself more attractive and increase the reasons why developers would want to build on Cardano in the first place. While I acknowledge the need for this proposal, its impact on developer growth and MAU is indirect, and there is still uncertainty around KPI measurement and long-term continuity. Therefore, I choose to Abstain.

I support Pogun because it aims to connect Bitcoin to Cardano’s credit, yield, and liquidity markets, positioning Cardano as a serious hub for BTC DeFi. BTC is the largest crypto asset, and if Cardano can become a destination for that liquidity, the impact on TVL, transaction activity, and external capital inflow could be significant. The proposal carries technical and market risks, especially around the non-margin credit market, Yield DApp, and BitVM-based BTC bridge. However, I value its treasury investment model, with 20% of EBITDA used for repayment and a 5% perpetual return afterward. This aligns with my view that Cardano should gradually develop a VC-like, investment-oriented role. Despite the risks, I support it as a challenge toward Cardano’s evolution from a research-focused chain into a stronger market-oriented financial ecosystem.

This proposal is “about turning Cardano’s high assurance from a specialist tool into a standard capability that ordinary DApp developers can use.” It expands verification from individual smart contracts to entire DApps where multiple contracts and transactions interact, making it easier to assess security closer to real application behavior. It also integrates with multiple languages such as Aiken, VS Code, common vulnerability templates, and UPLC equivalence checking, making these tools more practical for developers. While there are technical and adoption risks, I support this as a strategic investment that strengthens DeFi, bridges, and Cardano’s identity as a secure and correctness-oriented smart contract platform.

This proposal strengthens the foundation of Plutus to make DApps on Cardano more cost-efficient, reliable, and easier to develop. It introduces more efficient ways to handle data processing and token operations within smart contracts, reducing fees and improving execution performance. This directly enhances the practicality of DeFi and multi-asset applications.

It also improves reliability by formally defining program behavior and introducing stronger testing methods to ensure consistent results across different node implementations. This is especially important as node diversity increases. In addition, better developer tools and compiler improvements will make errors clearer and simplify the development environment, lowering the barrier for new developers.

While some features depend on future hard forks and CIP finalization, this is a critical investment to advance Cardano’s smart contract infrastructure and support long-term ecosystem growth. I strongly support this proposal.

To maintain the security of Cardano L1 while enabling high-speed, low-cost, and high-frequency use cases, L2 adoption is essential. Hydra and Midgard are not competing solutions but complementary scaling layers: Hydra serves as a high-speed solution for known participants, while Midgard provides a permissionless environment open to anyone. This dual approach effectively supports different use cases. It is also important to support real-world builders such as Delta DeFi and Masumi.

Although there are risks in technically challenging areas such as Midgard’s multi-operator model and data availability design, this proposal is directly aligned with expanding Cardano into DeFi, AI, gaming, and payments, and I strongly support it.

I also value the design where L2 activity contributes back to L1 and the Treasury (through L1 transaction fees and the intended routing of a portion of sequencer revenue). However, the long-term risk of value extraction at the L2 level should be continuously monitored.

This proposal is a critical upgrade to make Cardano more usable and evolve it into a sustainable financial platform. CIP-159 enables wallet revenue models, lowers DeFi costs, and supports L2 reserve management. Babel Fees significantly reduces onboarding friction for new users who do not hold ADA, including BTC and stablecoin users. In addition, the Multi-Asset Treasury is important for protecting the Treasury from ADA price volatility and improving long-term financial stability.

At the same time, attention should be paid to its dependencies on CIP-118 (Nested Transactions) and CIP-165 (ledger structure changes enabling account-like state management). Babel Fees is initially implemented in a limited form with a single provider, but this phased approach toward future decentralization is reasonable.

For these reasons, I strongly support this proposal as it directly contributes to Cardano’s adoption and long-term maturity.

This proposal is essential for achieving Cardano’s 2030 goals, as Leios provides a critical scaling foundation with a significant increase in throughput. Its design extends Ouroboros Praos while preserving decentralization and security, which is highly valuable. Although readiness of ecosystem infrastructure (e.g., DB-Sync, Blockfrost) and SPO operational load are important considerations, I strongly support this proposal on the premise that the ecosystem will collectively address and support these challenges.

This proposal points in the right direction, aiming to move Cardano from a “research chain” to a “market chain,” and I agree with that vision. However, the current design lacks clear metrics to measure real impact, such as TVL, developer growth, and capital inflows. In addition, the overlap between proposers and beneficiaries and the absence of a clear return structure raise concerns. Therefore, I vote NO at this stage, while expecting future treasury use to evolve from simple spending toward an investment model with measurable outcomes.

This proposal represents a mid-sized effort (~10 FTE) covering Gerolamo (light node), Pebble (new language), and tooling maintenance. Gerolamo is particularly important, as it enables a “node-for-everyone” model, reducing reliance on centralized infrastructure and strengthening decentralization and resilience. This does not weaken SPOs, but rather refines their role toward reliable block production and professional operation.

Pebble carries adoption uncertainty, but it has potential to attract TypeScript developers and support a healthy diversification of programming languages in the ecosystem.

Overall, while there are risks, the long-term strategic value is significant. I strongly support this proposal.

I recognize the strategic importance of this proposal and generally support it.

This proposal would allow the Cardano Treasury to participate as an LP (Limited Partner: a capital provider that shares in profits or losses) in an ecosystem investment fund, introducing an internal VC (Venture Capital: an investment function that supports the growth of promising companies) role within the Cardano ecosystem. The fund would be managed by a GP (General Partner: the entity responsible for making investment decisions and operating the fund). I see this as an important attempt to pursue sustainable growth using Cardano’s own capital while reducing overreliance on external funding.

The tranche structure (a step-by-step funding model based on progress and results) is also a positive governance feature. This vote only covers the first tranche, and any future tranches would require separate governance approval. This allows the community to review execution, transparency, and capital allocation before committing further Treasury funds.

It is also meaningful that capital allocated to Ecosystem Support & Investments is intended to be repaid before the GP participates in profits.

At the same time, VC-style investing is inherently long-term and uncertain. Clear KPIs, ongoing transparency, fair return mechanisms, and strict review of future tranches will be essential. Without these, there is a risk of opportunity cost or reduced trust in the Treasury.

Overall, I view this proposal as a meaningful step toward exploring a self-sustaining growth model for Cardano, and I support it with the expectation of strong transparency and performance evaluation throughout execution.

I previously supported the Info Action exploring the use of the Cardano treasury to strengthen DeFi liquidity, as I believe the overall direction has merit. I also recognize this proposal as an important step that could open the path for more strategic use of the Cardano treasury in the future.

However, this proposal may also create a precedent for a treasury deployment model similar to a Sovereign Wealth Fund (SWF), where public assets are managed and deployed to support long-term economic growth. In that sense, this is not just a normal expenditure, but potentially the starting point for using treasury assets in broader financial activities.

For this reason, it deserves careful consideration beyond a typical spending proposal. In particular, clearer definitions are needed regarding the authority and responsibilities of the Interim Committee, the legal structure, transparency of fund management, and accountability mechanisms.

While I acknowledge the strategic importance of this proposal, precisely because it could influence the future treasury management model of Cardano, it should proceed carefully with strong safeguards rather than moving forward too quickly.

Cardanoの現状では、ブロック生成ノードは事実上単一実装であり、長期的には single point of failure のリスクを伴います。
その意味で、Goによる独立したノード実装を進める本提案は、ネットワークのレジリエンスとクライアント多様性の向上に資する重要な取り組みであり、技術的方向性は高く評価しています。

Cardano currently relies on a single block-producing node implementation, which may create a single point of failure risk over the long term.

In this sense, developing an independent Go-based node is an important effort that can improve network resilience and client diversity. I highly appreciate the technical direction of this proposal.

However, storage scalability verification is extremely important.
I hope to see further testing and clearer explanations showing that the system can operate reliably as the network grows.

Considering the proposed budget and the team’s development track record, the cost-effectiveness also appears reasonable.

This Info Action records the Budget Process Framework for the 2026 and future cycles, administered by Intersect, and publishes it on-chain. Establishing a clear and shared framework for treasury budgeting can improve transparency and predictability for proposers, DReps, operational teams, and the wider community.

Formalizing the process for collecting, reviewing, consolidating, and executing budget proposals may help address procedural ambiguity seen in previous funding cycles and improve the consistency and quality of proposals. This framework could also influence how treasury funds are allocated in the future and may have implications for other funding mechanisms such as Catalyst.

At the same time, this proposal carries broader governance implications. If Intersect becomes the central coordinator of the budgeting process, the process itself effectively becomes the operational “financial rulebook” of the Cardano treasury. In public finance, it is often said that those who control the budget process shape the allocation of resources. Therefore, the design of this process deserves careful attention.

It is important to ensure that the budgeting framework does not concentrate excessive procedural influence in any single organization. In particular, if proposal filtering or pre-review mechanisms become too strong, the range of proposals that DReps can evaluate may be reduced, potentially limiting the discretion and role of DReps within the governance system established under CIP-1694.

For these reasons, I view this framework as a constructive step toward a more structured treasury governance model, while highlighting several important principles for its future operation:

1. The process should remain adaptable and open to future revisions through community and DRep discussions.
2. Procedural mechanisms such as proposal filtering should not restrict the decision-making authority of DReps.
3. Intersect’s role in operating the process should remain transparent and accountable.

Amaru is a Rust-based block-producing node that aims to improve accessibility and broaden the developer base, potentially strengthening network resilience and decentralization over the long term. Reducing reliance on a single implementation is important for the ecosystem’s sustainability.
However, this is a relatively large funding request. Clear and measurable KPIs are necessary to ensure responsible treasury use. In particular, I expect transparency regarding SPO adoption, actual block production share, and compatibility with future protocol upgrades.
Considering its strategic value, I vote in favor while emphasizing the need for clear performance metrics and ongoing accountability.

CCは7人運用を前提としていますが、現行の最小人数（min=7）では1人でも非稼働になると即時停止する脆弱性があります。本提案はこの状態を是正し、2人までの一時的欠員があっても憲法ガバナンスを継続可能にする調整です。
5人はあくまで緊急時の下限であり、7人原則を前提とした運用規律を維持すべきと考えます。本変更は憲法防衛を弱めるものではなく、実効性と信頼性を高める成熟した改善として賛成します。

This proposal does not weaken the authority or decision standards of the Constitutional Committee (CC).
It introduces an operational safeguard to prevent governance from becoming inoperable due to accidental absences, illness, or resignations.
While the CC is designed to operate with seven members, the current minimum (min=7) creates a practical fragility, as the committee stops functioning if even one member becomes unavailable.
Reducing the minimum to five allows the CC to remain operational during temporary absences, without changing its role or decision thresholds.
Five members should be understood as an emergency lower bound, not a new norm.
With the seven-member principle maintained, this adjustment strengthens the effectiveness and reliability of constitutional governance.
For these reasons, I support this proposal.

I am voting NO on reducing the Net Change Limit (NCL) to 300M ADA.
This is not a phase for contraction. While a lower NCL may look safer, it unnecessarily narrows Cardano’s strategic options. The NCL is not actual spending, but a governance-level upper bound, and financial discipline should be enforced through withdrawal-level controls.
Linking the NCL to short-term ADA price movements would allow long-term governance decisions to be driven by market noise. ADA price is set by the market, while the NCL is set by governance. Treasury recipients also accept ADA-denominated price risk as part of their work.

本提案は、DeFi流動性施策を二段階で進める構成のうち、第1段階（Withdrawal 1）に位置づけられます。今回はDeFi市場へ直接資金を投入するものではなく、将来の資金運用を安全かつ透明に行うための基盤整備を目的としています。

This proposal is the first phase (Withdrawal 1) of a two-step DeFi liquidity plan.
It does not deploy funds directly into DeFi markets. Instead, it focuses on building the foundational infrastructure needed for safe and transparent future deployment.

This phase establishes:

1. a legal structure to clearly define responsibility for DAO operations and off-chain contracts,
2. a fund management system using the Amaru smart contract, which requires multi-party approval and allows all spending to be tracked on-chain, and
3. independent third-party audits for fund management and related smart contracts.

The requested funds are limited to clearly defined setup costs such as legal work, audits, and contract development. Any actual liquidity deployment will be reviewed and decided by the community in a later phase.
Based on this structure, I consider the proposal reasonable and vote YES.

It has been reviewed and approved by Intersect’s Parameter Committee and Technical Steering Committee, with benchmarking results published based on node v10.2.
I understand this change as a practical adjustment that broadens the design space for future DApp development, while remaining within verified technical safety margins.
It does not materially compromise network security or decentralization.
By easing unnecessary constraints for developers and supporting more scalable application design, I see this as a reasonable and forward-looking improvement, and I support the proposal.

While Vasil symbolized the maturation of the protocol and Chang / Plomin the consolidation of governance ideas,
Max van Rossem made significant contributions to the practical design and implementation of governance institutions.
He played an important role in the development of the Cardano Constitution and in the process leading to the first fully elected Constitutional Committee (CC).
It is reasonable to assume that without his sustained involvement,
these governance milestones may have taken longer to achieve.
From this perspective, naming Protocol Version 11 after him is a reasonable and historically consistent choice.

I believe that Cardano is still in a growth and investment phase.
This Net Change Limit (NCL) is reasonable as a minimum operational cap,
and I support it as a necessary governance baseline.

In 2025, the treasury recorded a net inflow of approximately 307 million ADA.
Since this NCL of 350 million ADA applies to a period of over 16 months,
it represents a more conservative level on an annualized basis compared to last year.

At the same time, future treasury withdrawals should allow for
proactive investments when justified, while keeping the option to
revisit or adjust the NCL upward as circumstances evolve.

Low-latency, order-book trading infrastructure using Hydra remains an important but still underdeveloped area for Cardano.
The DeltaDeFi team has a proven track record, including long-term open-source contributions such as MeshJS and successful Project Catalyst deliveries.
As an experimental proposal aligned with Vision 2030 and backed by a capable team, I vote Yes on this Info Action.

Version 2.4 is submitted as a revised proposal that addresses concerns raised during the review of v2.3, particularly wording-related concerns expressed by major DReps. It preserves the original intent of v2.3 to simplify governance and improve enforceability, while reducing ambiguity and improving clarity.
The clarification of treasury accountability and the explicit requirement for proposal immutability further strengthen trust in the governance process. For these reasons, and consistent with my position on v2.3, I support Constitution v2.4.

In the 2030 Cardano Vision survey, I emphasized the importance of establishing the Cardano brand. This Vision positions Cardano as a secure, reliable, and censorship-resistant foundation, clearly defining which markets it aims to serve, which use cases it prioritizes, and where it does not compete. In this sense, the brand is expressed as a clear long-term positioning, not as marketing language.
The proposal also identifies the risks of operating without a clear vision, such as narrative capture and loss of differentiation, and sets a direction under Pillar 4 to continuously communicate Cardano’s value to the outside world, helping to build long-term trust.

Following the snap election, Cardano Curia was elected, with Christina finishing a very close second.
This proposal respects that outcome and adds one additional member to the Constitutional Committee to reduce the risk of governance disruption if the committee falls below its minimum size.
It does not override or replace any existing election result or committee member, but strengthens the committee’s safety and continuity in practical operation.
As a step that moves Cardano governance from idealized design toward real-world operation, I support this proposal with a Yes vote.

This proposal adds the Constitutional Committee member elected in the recent snap election, restoring the committee to its required minimum size. “Technical” refers to Cardano’s protocol, which automatically verifies committee size, signatures, and term parameters, activating constitutional guardrails and halting governance if requirements are unmet.
The snap election was a special vote held by Intersect to quickly fill a vacant seat and avoid governance interruption. It was conducted off-chain through an election portal, limited to DReps and weighted by delegated stake. I participated in this election, and this proposal formalizes its audited results on-chain. As it requires no new treasury spending and preserves transparent community decision-making, I support the proposal.

This proposal executes the already-approved “Critical Integrations Budget” by withdrawing the allocated 70M ADA. In my previous vote, I supported this strategy because Cardano urgently needs tier-one stablecoins, oracles, custody, bridges, and analytics to overcome its long-standing infrastructure gap.
This Withdrawal specifies constitutional safeguards: Intersect administration, auto-abstain addresses, Oversight Committee review, milestone-based disbursement, and return of unused funds. These measures satisfy the transparency and accountability conditions noted in my earlier statement.
For these reasons, and for Cardano’s long-term growth, I vote Yes.

This proposal does not increase spending.
It simply extends the previously agreed 2025 Net Change Limit (NCL) in order to maintain constitutional compliance. This is a technical and constitutionally required safeguard, not a request for additional treasury withdrawals.
If the NCL expires, the Cardano Treasury would become unable to authorize any payments, resulting in a halt in budget execution.
Therefore, this extension does not relax fiscal discipline; it merely preserves the essential guardrails required for stable and continuous treasury governance.
Based on this reasoning, I cast a Yes vote for this proposal.

Cardano’s long-standing weakness has been the absence of core financial infrastructure such as tier-one stablecoins, oracles, custody solutions, and bridges. This proposal is strategically important because it aims to deliver these components as a unified integration effort. Across other ecosystems—Polygon, Avalanche, Solana—TVL and usage expanded significantly after tier-one stablecoins and data infrastructure became available. Cardano has similar potential to break through its current limitations once these foundations are in place.

However, much of this proposal is subject to NDAs, meaning specific vendors and contract terms cannot be disclosed. While this is common when working with tier-one partners, the community still requires safeguards to maintain trust in the decision-making process.

For these reasons, I support the proposal while requesting clarity on integration categories, high-level budget allocation, transparent decision-making processes, clear KPIs, and guaranteed return of unused funds. YES — I support this proposal as a sincere act of restoration that strengthens trustworthy governance.
Soon after the Chang hard fork, during the submission of one of the earliest on-chain proposals, the “Ikigai Info Action,” a node bug allowed the use of an unregistered stake key, causing the submitter’s 100,000 ADA deposit to remain locked and unrecoverable.
Although the need for reimbursement was widely recognized at the time, the treasury withdrawal mechanism did not yet exist, and thus corrective action had to be postponed.
This proposal represents a sincere and principled effort to resolve that issue through proper governance, demonstrating Cardano’s maturity as a system that does not ignore individual losses.
It is more than a refund — it is a symbolic step toward cultivating a culture of fairness, accountability, and trustworthy governance within Cardano.

Although the main executor is the Snek Foundation, meaning short-term outcomes may be concentrated around the SNEK brand, SNEK is currently the only Cardano native token with proven Tier-1 listings.

Furthermore, this proposal represents the first institutional trial to evolve the Cardano Treasury from a grant-based to an investment-based system.
Under Intersect’s oversight and contractual management, this loan model provides a valuable experiment toward a repayable, accountable Treasury structure.

The Constitutional Committee holds immense responsibility, ensuring the legality of governance actions and safeguarding billions in public treasury funds.
In corporate terms, this role is comparable to a board director and audit chair combined.

An annual cap of 200,000 ADA (around $130,000–$150,000) is fair and even modest compared to executives in major institutions with similar levels of accountability.
Transparent and reasonable compensation is essential to attract capable, independent members and to sustain Cardano’s governance over time.

By defining its own compensation publicly and on-chain, the Committee sets a precedent for fairness and integrity.
I support this proposal as a practical and symbolic step toward a mature, sustainable Cardano governance system.

In particular, its seamless mobile experience for submitting proposals, voting, and checking results is highly beneficial to the broader ADA holder base.    All included proposals received over 50% DRep support in Ekklesia and were selected through a transparent, constitutionally-aligned process.

2. Strategic Allocation
   Funding is directed to critical areas such as IOG and TWEAG’s engineering efforts, Intersect operations, zero-knowledge tech, and Catalyst infrastructure—each essential to Cardano’s roadmap through 2025–2026.

3. Smart Contract-Based Oversight
   Disbursements will be managed through multisig smart contracts with milestone-based releases and community-facing reporting and auditability, ensuring a high standard of governance.

I cast a NO vote on this proposal. This decision is consistent with the position I previously took when I supported the 350M ADA NCL proposal, with a cautious but strategic outlook.

The first half of 2025 marks a critical period for Cardano—one that requires foundational development across multiple domains, including the implementation of decentralized governance, the deployment of L2 technologies, and innovation in middleware and tokenomics. At that time, I expressed support for an exceptional increase in the spending cap, recognizing the need for flexibility in such a pivotal phase.

This proposal, however, may constrain the execution of several important initiatives that are still under review or were only recently approved. At this stage, it may be premature. Furthermore, the rationale for reducing the limit from 350M ADA has not been clearly substantiated in terms of necessity or urgency. As such, it raises concerns about consistency with the fiscal direction already established.

Therefore, I advocate the following: 1. Maintain the current 350M ADA NCL in the near term, 2. Support critical proposals already in the execution pipeline, and 3. Reassess the NCL in light of the next fiscal cycle.

This is not a call for continued high spending, but rather a strategic expression in favor of preserving the flexibility needed at this particular juncture.

第一に、Cardano Treasuryには既に年間約350M ADAのインフローがあり、200M ADAの上限はその6割弱に過ぎません。これは「健全な節度」ではなく、拡張期における機会損失のリスクを孕んでいます。
第二に、2025年予算ReconciliationでのDRep投票の傾向からも、実需は200M ADAを大きく超えていたことが明らかです。YES票が集まった提案群の合算規模だけでも300M ADAを超えており、PragmaやDC Spark、World Mobileといった多様な実装主体への期待が現れています。分散的エコシステムにおいては、資金需要もまた分散し、単一の低上限では成長機会を阻害します。

As a DRep, I cast a NO vote on the proposal to cap the Net Change Limit (NCL) at 200 million ADA.

Cardano is currently at a pivotal turning point, where multiple core technologies that constitute Cardano 2.0—such as Ouroboros Leios, Hydra, Midnight, Chain State, Bullet, and Atlas—are being launched simultaneously. During such an early-stage phase, it is essential not to evaluate each technology in isolation, but rather to enable integrated development with technical harmony. This requires a funding design that is both sufficiently sized and flexible.

From this perspective, the NCL proposal—which would set the annual treasury spending cap at 200M ADA—was, in my view, misaligned with actual funding needs.

First, the Cardano Treasury already sees annual inflows of around 350M ADA. Setting a ceiling at 200M ADA means utilizing less than 60% of available funds. This is not “fiscal prudence” but rather a limitation that risks missing growth opportunities.

Second, the outcome of the 2025 Budget Reconciliation showed that actual demand far exceeds 200M ADA. The total requested amount for proposals that received majority YES votes easily surpassed 300M ADA, demonstrating strong expectations across diverse implementing entities such as Pragma, DC Spark, and World Mobile. In a decentralized ecosystem, funding demands are naturally distributed, and a single rigid cap can easily become a bottleneck for growth.

Moreover, ecosystems like Solana and zkSync have already deployed hundreds of millions of dollars in growth funding, gaining a lead in both speed and capital strength. To remain competitive, Cardano must adopt an offensive investment posture, not a defensive one.

For these reasons, I voted NO on the NCL proposal.

This position is also consistent with my voting behavior during the 2025 Cardano Budget Reconciliation. I supported 137 out of 194 proposals (approximately 71%). The breakdown is as follows:

• Core (infrastructure, scalability): 41 proposals
• Marketing & Innovation (RWA, stablecoins, integrations): 52 proposals
• Governance Support (Voltaire, GovTool): 13 proposals
• Research (long-term development and standardization): 12 proposals

All proposals were evaluated against the following six criteria:

1. Whether they advance the core technical foundations of Cardano 2.0 (e.g., Leios, Hydra, Midnight)
2. Whether they strengthen decentralized governance, especially around GovTool
3. Whether they connect Cardano to institutional use cases via RWA and stablecoins
4. Whether they support public infrastructure and regional diversity, such as AIRA
5. Whether they balance short-term feasibility with long-term sustainability
6. Whether they present clear deliverables and metrics (contract-based clarity)

The NCL proposal is not merely a financial parameter—it represents a political choice about Cardano's stance toward growth. I believe that Cardano should evolve into an ecosystem that balances harmony with competitiveness. For that reason, I advocate for strategic and flexible treasury execution, and I voted NO on this proposal.

I cast a Yes vote on this proposal, albeit with a cautious stance. The proposed upper limit of 350M ADA is relatively large, and from the perspective of fiscal discipline, I have some reservations. However, if Intersect has intentionally proposed a larger budget because it views this period as a critical phase for Cardano—and believes that such funding is necessary to enhance the competitiveness of the ecosystem—then I can understand that as a strategic decision.

Cardano is currently at a juncture where rapid progress is needed across various domains, including dApp development, L2 technologies, and decentralized governance. If this proposal serves as a foundation to accelerate those developments, I see merit in supporting it.

That said, treasury expenditures must always be considered with long-term sustainability in mind. We must be cautious not to treat this level of spending as the default for future cycles. Therefore, my Yes vote on this proposal should be interpreted as support for an exceptional funding limit specific to this period—not as a blanket endorsement of high spending levels moving forward.

Surpluses, if inflows exceed forecasts, will secure future spending. As the proposal allows future adjustments, it maintains flexibility. I actively support this governance process, essential for Cardano’s growth.

I believe that the provable security enhancements made to resist adaptive attackers should be explicitly expressed as "quantum resistance" in a way that is clear and understandable to the general public and the media. Currently, Cardano is working on improving its resistance to adaptive attackers through the Ouroboros Praos protocol, but it is important to clarify how this work relates to quantum resistance. I hope that this topic will be more clearly articulated moving forward, and I am maintaining a neutral position at this time.
