This is expensive, but contains man work packages. Would have like to see this broken up into several smaller proposals.

This would have my vote if the ADA market price was higher, but at the moment I don't think the Treasury can afford it.

Too country specific and insufficient indication of how it could be expanded beyond Vietnam.
