I vote NO on setting a new Net Change Limit of 500M ADA for Epochs 613 to 713. First, it hollows out the NCL itself. A limit for this same period was already agreed at 350M, and raising it mid-period because the room is becoming constrained inverts the purpose of a cap. If 350M can become 500M, then 500M can become 650M, and the NCL becomes a formality amended whenever it is reached. Second, the premise reveals over-spending, not an inadequate cap. About 414.9M ADA was already withdrawn in the ten months to April 2026, exceeding the 350M limit. The right response to hitting a cap is to slow spending, not raise the cap. Third, 500M is nearly twice the Treasury's annual income of about 252M, and in my published DRep Voting Framework I argue an appropriate NCL is about 15 percent of prior-year staking rewards, roughly 82M ADA. Against that, 500M is about six times the sound level. The 2025 pace already accelerated ADA's effective inflation by roughly 51 percent while ADA/BTC fell about 48.7 percent, the measurable footprint of Treasury dilution. The van Rossem hard fork (Protocol Version 11) improves Plutus performance and capability (new primitives across CIP-0109/0132/0133/0138/0153, unified built-ins across V1/V2/V3, and native case-expressions), strengthens ledger consistency and node-level security (VRF key hash uniqueness enforced at the ledger level, and the Constitutional Committee voting restriction promoted to a ledger predicate), all as a backward-compatible intra-era upgrade that leaves transaction shape unchanged and introduces no new or deprecated protocol parameters. It is also procedurally well-vetted: recommended by Intersect's Hard Fork Working Group and endorsed by the Technical Steering Committee, with completed security audits, performance reports showing no regressions, and conformance testing across Plutus V1, V2 and V3. The action is consistent with all eight HARDFORK guardrails; the only outstanding condition is HARDFORK-04 (at least 85% of stake by pools upgraded), which the Constitutional Committee and SPOs are expected to verify before ratification. I am voting Yes for Ikigai reimburse deposit. This was mistakenly deposited on Treasury especially in early times of on-chain governance. Deposit-risk should not be a barrier to the proposers. I am voting No on this proposal. Reducing the minimum Constitutional Committee size from 7 to 5 moves governance in the wrong direction: the goal should be to grow participation in this core function, not to shrink it. I would readily support a budget to attract and retain more qualified CC candidates — strengthening the Constitutional Committee is far more valuable to the ecosystem than much of what current treasury proposals fund. This year's approved budget already totals roughly 240M ADA; if we can spend tens of millions on "nodes" and "VC" but cannot spare even 1M ADA to strengthen the Committee, our priorities are broken. A substantively identical proposal was rejected last year, yet nothing was done since then to secure spare seats or otherwise mitigate the underlying risk, nor was a discussion opened on compensation for members — lowering the minimum size does not address that root cause, it only lowers the bar. Serving as a CC member is a genuine honour, but for volunteers it is a heavy personal burden; speaking from my own experience as a former interim orchestrator for the Japan team, I do not believe the candidate pool will grow until the role is made more sustainable and attractive. I voted No on the original Cardano Critical Integrations Budget, citing insufficient transparency, undisclosed partner identities and cost breakdowns, an unclear steering committee structure, and the absence of meaningful accountability mechanisms. This Year 2 proposal does not address those concerns. The original program directed funds to Circle (USDCx), LayerZero, Pyth Price Feeds, Dune Analytics, and Fireblocks, those are all commercial products operated by well-resourced companies with their own revenue models. I am voting No on this proposal. Open source software sustainability is a genuine challenge for the Cardano ecosystem. The concentration of critical maintenance in a small number of contributors is a real risk, and a structural response is warranted. However, the projects to be funded are undefined at proposal time, the selection criteria for the dOSPO remain unclear, and there is no direct accountability linkage between the treasury withdrawal and measurable outcomes. DReps would be delegating their oversight role to a newly created intermediary body without sufficient transparency into how decisions will be made. If specific open source software is genuinely critical to the Cardano protocol, it should be proposed directly to the Treasury with clearly scoped deliverables, milestones, and accountability mechanisms — the same standard applied to any other proposal. The establishment of such an intermediary body carries the responsibility to present clear intended uses and fund management capabilities. This proposal does not meet that standard. I vote Yes on the governance action "Cardano Vision 2026: Human Centred, Scalable, Post Quantum Secure - IO Research", with the caveats noted below.
This proposal is evaluated as a Treasury Withdrawal under Tier 2c (Academic Research and Foundational Studies) of my voting framework v1.1. Implementation work is clearly designated as out of scope and is fully separated from implementation proposals. The research outputs are structured as knowledge artifacts, with a commitment to deliver 38 papers, 8 CPS, 12 prototypes, and 5 CIPs.
Tier 2c requirements evaluation:

1. Research Purpose: Met. All workstreams directly relate to Cardano's protocol, ecosystem, and user experience.
2. Periodic Budget Cycle: Met. The program operates on an annual cycle with milestone-based tranches, and each cycle requires a new governance action.
3. Renewal Requires Demonstrated Value: Met. CV25 produced 24 peer-reviewed papers (exceeding the target by 20%), including formal proofs of Leios and Peras (Crypto '25), the Cavefish light client, Shapley-based reward mechanisms, AGATE/UC-SNARKs, and prototype-ready innovations such as Phalanx, Jolteon, and RSnarks. These represent not merely formal compliance but research that can be reasonably expected to translate into Cardano ecosystem implementation.
4. Budget Justification: Partially met. Full-time allocation and per-person cost ($219.5k/year) are provided, and these figures show reasonable alignment with academic industry standards. However, direct comparison with prior cycles is limited, and the 49% execution rate of the prior IOE allocation warrants attention in future evaluations.
5. Research-Implementation Separation: Met. As noted above, explicit "Out of scope" demarcations clearly separate research from implementation, with implementation funded through distinct proposals.
   Strategic considerations: Basic research is a typical market failure area, and Cardano's research-driven differentiation is difficult to replicate through market funding.    Caveats for future iterations: CV27 and beyond should be evaluated with stricter scrutiny on execution rates of prior cycles. The market is the appropriate funding source for language-specific developer tooling. I am voting No on the treasury withdrawal proposal "Draper Dragon Orion Fund - Tranche One." The fundamental problem with this proposal is the lack of transparency after approval. Individual investment decisions are left to the GP's sole discretion, and portfolio information including deal terms, valuations, and ongoing transactions is designated as confidential and withheld from public view. No independent auditor is named in the proposal. The only information available to the community after the fact is what appears on a KPI dashboard. Delegating allocation authority over treasury funds to a single organization while effectively stripping the community of any means to verify the decision-making process is unacceptable from an accountability standpoint. Furthermore, this vote is not simply a decision on 50M ADA. Once the fund is operational, contractual relationships, portfolio investments, and Arouet Holdings administration become established facts, and the political and structural cost of rejecting Tranche 2 and 3 rises accordingly. Approving this proposal is equivalent to opening a path to 175M ADA without transparency in place. The path dependency this creates should not be dismissed lightly. The fact that Draper Dragon has chosen treasury funds rather than its own capital as the funding source also warrants attention. The target for external LP capital is a minimum of $5M against a total fund size of $75M from the treasury. This is a signal that private investors do not anticipate sufficiently high returns from this opportunity. I am opposed to transferring risk that should be borne by private investors onto all ADA holders.

This withdrawal funds the legal and technical infrastructure for a proposed 50,000,000 ADA DeFi liquidity deployment. The merits of this preparation are determined by the merits of its ultimate purpose: the liquidity deployment itself. DeFi liquidity provision should fundamentally be supplied through market principles, not treasury funds. Liquidity deployment at this scale should be provided by external investors and private capital as investment seeking commercial returns, with projects subject to rigorous return-on-investment scrutiny from those investors. The near-absence of private investment in Cardano DeFi is a signal that warrants serious attention. If genuine demand existed, market participants would move first. We acknowledge that factors beyond demand, such as limited marketing and the barriers to developer and dApp adoption posed by EVM incompatibility, may also be contributing to low TVL. However, the fact that private capital has not engaged even as these challenges are gradually being addressed suggests a structural problem on the demand side. This is not a problem to be resolved through treasury intervention. The counter-argument that supply must precede demand has some merit. However, Cardano DeFi protocols and liquidity pools already exist, and the minimum conditions for supply-side infrastructure are in place. Given that TVL remains low and user activity limited despite this, demand deficiency is at present the more probable root cause. The Snap Election process was publicly announced and structured for the selection of one seat. Submitting a GA after the election to retroactively add a second seat appears inconsistent with that established and published process. Voters cast their votes under the assumption that only one seat was being filled. Retroactively modifying that outcome undermines procedural integrity and risks setting a precedent where off-chain elections can be overridden via Governance Actions. Such practices could lead to confusion and erosion of trust in governance mechanisms. Additionally, if TLDs are introduced without strong governance or identity verification, high-profile community names may be preemptively registered by third parties. This could lead to impersonation or scam risks, especially if original creators are unable to secure their own domain identities. While I acknowledge the intention to move forward with a new version of the Cardano Constitution, I believe the process and validation behind this draft are insufficient to ensure legitimacy and community consensus at a global scale.
A constitutional framework is the highest form of governance expression within the Cardano ecosystem. Therefore, its revision or replacement must be conducted with the same depth of discussion, inclusivity, and deliberative process as the original Constitutional Convention — including open workshops, community feedback cycles, and peer-reviewed validation.
However, this proposal does not appear to have undergone comparable community engagement. The time elapsed since the last major constitutional debate has been too short, and no evidence of extensive global consultation or multilingual deliberation has been presented.
Even in the most recent governance workshops held in Japan, this topic was not discussed or formally raised as an agenda item, suggesting that awareness and understanding remain limited across regions.
Moreover, the editing and review process lacks transparency and objectivity. There is no public record of expert peer review, nor clear documentation of how revisions were proposed, debated, or approved. I am voting "No" on this Governance Action. While the proposal outlines objectives, it does not provide clear and verifiable information about who will ultimately receive and manage the funds. Without explicit identification of the responsible entity, the transfer of treasury resources cannot be evaluated with confidence. I have chosen Abstain for this Governance Action. The strategic direction itself is valuable, since improving user experience, sustaining decentralization, strengthening treasury management, and setting adoption goals are all meaningful priorities. However, the document goes beyond a simple slogan by presenting specific KPIs and targets without providing a clear execution roadmap or accountability framework. Without defined responsibility, these goals risk remaining aspirational declarations rather than actionable commitments. I support the vision as a guiding aspiration, but I cannot endorse it as an accountable and executable plan in its current form. Abstain therefore best reflects both support for the intent and concern over the absence of a credible framework for delivery. I cast a Yes vote on the “New Committee” Governance Action. This action is based on the DRep elections organized primarily by Intersect and reflects the outcome determined by the collective votes of participating DReps. While I do not necessarily give full endorsement to each individual CC team, I expect them to fulfill the responsibilities entrusted to them as the Constitutional Committee on behalf of the community. As a DRep, I cast a No vote on the proposed New Constitution Governance Action (NCGA) for the following procedural and substantive reasons: Article VIII(1) strongly encourages that constitutional revisions be proposed after broad and inclusive discussion within the Cardano community. In this NCGA, no such community-wide forum was convened for review. Key stakeholders—including many DReps, SPOs, and CC members—encountered the draft only at the GA submission stage, without prior structured review or opportunity to propose amendments. The Info Action phase, designed to allow open community feedback and catch issues before binding votes, was completely bypassed. Even post-submission, substantial feedback and improvement suggestions continue to flow in, indicating the process was rushed and incomplete. The draft constitution fails to require that Treasury Withdrawal Governance Actions (TWGAs) undergo review by the Constitutional Committee at the Info stage—removing a critical constitutional compliance checkpoint. It omits a clear requirement for “Auto-Abstain” from vote participation by any stake address that receives Treasury funds, which is essential to prevent conflicts of interest and uphold Treasury neutrality. Other important guardrails—such as auditability and transparency mechanisms—have been diluted, undermining enforceability. Although the phrase “encourages” in Article VIII(1) is not a binding mandate, it forms a key part of the intended context of the amendment process. Submitting a fundamental constitutional rewrite without observing this expectation undermines both the legitimacy and procedural integrity of governance. Given both procedural shortfalls and substantive omissions, this NCGA does not meet the minimum standards for legitimacy. Although GovTool needs more UI improvements, I agree with that our ecosystem must have a non-profit form governance tool development. However, this still needs more explanation on the budget detail that require the large amount of funds.

I’m supporting the Amaru Node project, which promotes alternative approaches to running Cardano nodes. Offering multiple ways to interact with the Cardano blockchain fosters greater diversity among development teams and strengthens technological decentralization.

Voting "Yes" to Net Change Limit for e563 to 635. Although I believe the Net Change Limit should be much lower, 300M ada limit would be better than non-limitation for now. I would vote Yes if we have lower NCL info action emerged.

The proposal lacks to prove how the funds will be managed in transparent manner. This proposal would be considered as unconstitutional.

I am voting “No” on the Ecosystem Budget 275M proposed by Intersect.
While I recognize that some of the proposals may bring value to our ecosystem, this does not imply that I support all of them — particularly not the amounts being requested.
I do believe that certain projects are important for Cardano’s growth, but we must seriously question whether the requested amounts are truly necessary, especially considering the impact on the overall ADA supply in such a short timeframe.
For any currency, supply control is far more critical than technological advancement.
A currency must preserve value and maintain trust in transactions.
Large-scale ADA withdrawals from the treasury could significantly harm the value of ADA, potentially undermining the entire Cardano ecosystem.
To safeguard the resilience of ADA’s value, we must keep budget allocations minimal and ensure that treasury spending is balanced and benefits all holders.
I urge all projects to revise their funding requests, aiming to minimize withdrawals and adopt a more conservative, long-term approach to treasury utilization.

I am voting “Yes” on setting the NCL to ₳200M. While this amount exceeds the previous budget ballots conducted by IntersectMBO, it does not grant unrestricted access to the entire amount within 2025. Each approved budget item will still be subject to further discussion and scrutiny regarding necessity and scale. To preserve the value of ADA, budget distribution must remain minimal or be justified as a cost shared by all holders. I strongly encourage all projects to reconsider and revise their requested amounts to stay within the new NCL. Additionally, I will continue to advocate for reducing the treasury cut in order to support small-scale, community-led governance.

I am voting on the governance action “Cardano Constitution to Replace the Interim Constitution.” The proposed constitution in this governance action considers the security of the Cardano network and is expected to address many governance issues in the interim constitution. It is desirable for the current interim constitution to be revised into the new constitution proposed in this action. However, the new constitution in this proposal is not perfect. It is important to continue monitoring its implementation and engaging in discussions to explore and develop an even better constitution in the future.

For parameter changes, we must not make Yes/No decisions without objective indicators. This GA disregards the requirements of the research process and attempts to engage in a discussion about Yes/No without that foundation. If the question were “Should we discuss parameter changes?”, I might consider saying Yes.

Although this governance action does not intend to change/add anything, all stakeholders should be treated equally under the constitution. Therefore, it is unacceptable to include statements that glorify specific stakeholders. Also, additions to the Info section should be kept to a minimum. Otherwise, this could lead to an overwhelming number of info GAs being submitted, potentially hindering governance processes.
