We have come to an impasse where the line between necessity / needs and overspending on wants is now coming into light. Not to denigrate the magnificent and diligent work done by all the great TEAMS and developers within CARDANO but It is now more apparent than ever that a spending problem exists within the ecosystem. Each project has a viable reason to request funds but some are more visibly required than others Ie: Infrastructure to maintain NODE production over a marketing booth for a single crypto friendly event , while some teams threaten to shutdown and or leave the ecosystem with a known history of creating useable products for the community. I cannot in my right conscious vote to add an additional 150 M $ADA to the NCL without voicing this observation of the current treasury hemorrhage we are experiencing from multiple projects that are deeming themselves as more integral to the Protocol operation as the next. We must find a suitable way to control the treasury drain before we doom the Ecosystem to the same fates as Polkadot, Tezos, and other Blockchains that enacted governance and failed to grow. The treasury must be used at this time to facilitate growth and stability but the amount of projects requesting funding is too great, a treasury proposal withdrawal amount limit maximum per request may be an option but it is not my place to demand action upon this idea. I find value in growth and see the additional 150M $ADA at current pricing allowable but future NCL limit increase proposals shall receive a negative Vote from me until a positive inflow to the treasury is established. The NCL narrative has come nearly full circle from original NCL proposal to set the limit to 275M $ADA, we are slowly creeping closer to that too large a sum of NCL conversation and we have now witnessed the need for a sustainable treasury. For many years the Team behind ETERNL (formerly CC Vault) have innovated and provided one of the most detailed experiences available to interact with the Cardano Blockchain Transaction data. I have found the ETERNL wallet integral in the wallet landscape on this blockchain and I find value in this proposal. The proposal states that the Excess Ada above 420K USD will be returned to the treasury, and that within itself is a fair approach to not over gluttonizing the treasury. We as a community have a list of wallets to choose from and over time ETERNL has proven to be a leader in this sector, if the other wallets and dApps / projects follow suit with refunds to the treasury then as a whole the ecosystem will benefit and undoubtedly continue to thrive and innovate. I find value in the Integrations proposal V2. The continued strides to move the blockchain goal post forward is necessary for the evolution of the Cardano ecosystem. I vote yes on this proposal. I find no value in this proposal due to a lack of community input and feedback. This last minute submission by a highly respected community member comes as a surprise, there is no doubt the submitted Council member applicant Christina is knowledgeable in and capable of upholding the constitution seat responsibilities; but there was no community facing discussion on the benefits and limitations of this approach to additional seat membership. I find value in a concerted effort of the founding entities and the included Intersect group accompanied by Midnight foundation. The need for critical integrations have remained an open wound for too long and now a remedy is well thought out and planned. Many of the named points of initiative are currently available on chain built from the ground up on CARDANO like Oracles Charli3 and OrcFax (In Testing), the homegrown Taptools analytics platform as well as others. It is my request that the expertise from these projects / TEAMS will be called upon for the sake of advisement or even consideration to help build the required infrastructure. I find no value in the current form of this proposal to only compensate one third of the governance triumvirate. The importance of the seated CC members / councils duties are recognized ; however no one voting sector should receive compensation until all sectors are agreed upon, considered and compensated. Further discussion and parameters may need consideration. I do believe in SPO, dRep, and CC compensations , but a detailed and fair package must be discussed with recorded metrics to follow to ensure fair payment and earning from treasury funds. Please raise this proposal again in future. Many of the community have willingly worked for free and do deserve a compensation package if not as a monetary yield then an access or special dispensation offering within the Blockchain and partnerchains. I agree with this proposal as long as the Cardano foundation does not limit or silo use of the (.) ADA to its own personal sites to hinder use.

While I do find value in the overall stable coin liquidity budget the only issue that arises at first​ glance is the initial interim committee, I as a voter and community member would find more value in having the opportunity to choose the interim committee based off of not only inclusion in the ecosystem and community but also based off of the credentials provided notwithstanding the listed nine names of the submitted interim committee. I find value in being able to vote from a list of suitable applicants as opposed to a proposed list of contributors that may have personal interests to consider. I must reluctantly vote NO, not to stand against the proposal, but just due to a lack of the choice in the interim committee list.

I have chosen to vote Yes for this proposal due to the groundbreaking pioneering loan based treasury withdrawal proposition. The inclusion of well known industry leaders and veterans in the blockchain technological community further give weight to this approach.
With the structured interest bearing loan payment set at 2.44% the borrowed 5 million ADA will after the 5yr term foreseeably yield a modest and respectable return.

A well thought out and presented plan to include bi-yearly reports of progress on various exchange listings, entire documented fund expenditures with receipts, and all legal and compliance materials, will be very beneficial in helping to shape, curate, and streamline future treasury loan withdrawal options.

I find immense value in this new foundational approach to treasury funding and utilization. I believe many future withdrawals should have this as an option. This and perhaps future treasury loan withdrawals may help to bring immense value to the community, as opposed to extracting value from it. I as a dRep and community member vote Yes for this proposal and wish The Snek foundation the greatest of luck.

Node diversity is becoming a valuable approach to technological evolution allowing the SPO's current and future a new option to design of block production will lead to innovations that may help strengthen the entire community and bring light to paths to harden or solidify the security already inherent in the design. I find value in the Amaru proposal for the good of the blockchain. Being built by proven project heads and long time loyal community members this budget will give access to possible new technology. Much thought process went behind this vote after many instances of listening to the various opinions of the community as well as the experts I have found that a balance must be met. The voting mechanisms built here are utilized to help further the blockchain with full concern about the community and the effects of said votes. As with many others within the ecosystem as a whole I have doubts and apprehensions about the Constitution and some of the excluded and unexplained portions that remain ambiguous.
Those that are seated currently as interim members of specialized positions are the bearers of the weight of community expectations primarily the budget.
I unabashedly covet what has been built and I find value in understanding that we as a community are now in a moment of experimentation, where the mechanisms built for governance must now be enacted and utilized by the community to make the changes in which so many have stated must be considered and enforced.
With reluctance and hesitation I have decided to vote "Yes "for the current constitutional draft ,my reasoning is that "WE" the community have the mechanisms set up to make the changes, it is now in our hands as a community to show not only each other but the entire world of blockchain that governance can be done "RIGHT" by the people for the people with the future communities in mind.... barring greed, grabs for power, grandstanding and political angst.
I have more confidence within the community than the words written within the Constitution itself. It is time for us to get the ball rolling and prove that we as a community can find balance for those awaiting their opportunity to join us.
