A treasury withdrawal is a governance action that moves ada from Cardano’s on-chain treasury to one or more stake addresses. The treasury accumulates a share of transaction fees and monetary expansion each epoch; withdrawals are how the community spends it, typically on approved budgets, development work, and grants.
It is voted on by DReps and the Constitutional Committee. Withdrawals are expected to conform to the constitution and to a community-approved budget, which is what the committee checks when it reviews them.
