This Info Action asks the Cardano community to approve the Cardano Foundation ("CF") as the new managing entity of Project Catalyst in place of Input Output Group ("IOG"), in accordance with the statutes of the Catalyst Foundation Company ("CFC"), a foundation company domiciled in the Cayman Islands that acts as the counterparty to all Catalyst grantees. The proposer states that the CFC's statutes require a Cardano community decision for the transfer of management of Project Catalyst to a new "Administrator" to replace IOG. The proposer further states that without community approval by the end of May 2026, Project Catalyst operations will likely face an undetermined pause and the continuation of Project Catalyst is uncertain. The proposer commits, if this Info Action is approved, to work with Intersect to return the previously approved Treasury allocations for Funds 15 and 16 to the Cardano Treasury as quickly as possible, and to ensure continuity for teams delivering against projects in Funds 10–14.
The action is advisory. It does not, by its ratification, withdraw ADA from the Treasury, alter a protocol parameter, amend the Constitution, or confer any on-chain authority on CF. The metadata is additionally signed by the proposer via a CIP-0008 author witness. Post-submission tampering is cryptographically foreclosed.
Article II.6.2 (Metadata Structure). The CIP-0108 metadata contains a title ("Approve Cardano Foundation as New Managing Entity of Project Catalyst"), an abstract, a motivation, a rationale, and a references section, and identifies Cardano Foundation as author with a valid CIP-0008 signature. The structural requirement is satisfied.

This governance action is a literal poll, asking the Cardano community for feedback on a community matter. It is completely out of scope of the constitutional committee.
Furthermore, being technically employed by CF -- albeit acting from my own initiative as CC member, some people could see a conflict of interest in this vote. Yet, there are much better things on which to spend time than arguing while it is or isn't.
