Summary

The full proposal, visual deck and public evidence page are at https://atlasfoodanddrink.com/cardano. Please use those for tables, Hard Gates and legal detail. This draft is the case for Atlas as a product, and for why a consumer hospitality platform is a proper use of Treasury capital.

Atlas is a next-generation food and drink discovery platform and a hospitality business suite. It serves diners and venues in the United Kingdom first, with expansion only after that market is working. It is the product a person already wanted for going out, with Cardano carrying the wallet, the passport, the proof and selected settlement.

A guest opens Atlas to find a room, a bar, a table, a trail or a night with friends. A venue opens Atlas to take bookings, keep the guest, obtain quantifiable guest data, sell a ticket, issue a reward and stop paying commission on covers they already earned. Between those two jobs sits a non-custodial Cardano wallet, created at paid signup through UTXOS.dev with social login, no seed phrase and no browser extension. Milestone behaviour mints CIP-25 Food and Drink Passport NFTs on mainnet. Atlas pays the min-ADA and the mint fee. Venue partners can design their own collections inside the dashboard. Ordinary events do not each become a transaction. They are committed each hour through the Universal Cardano Anchor on label 1904. Proof is on chain. Personal data stays in the database.

The application is in late development. Public beta is Month 6 of an 18 month programme. Months 1 to 6 finish the product, hire the team that will sell it to venues, open those conversations, and put the first mainnet activity on a public cadence. Tranche 2 waits on evidence, not on the calendar.

We are requesting £2,000,000, or ₳11,764,706 at £0.17 per ADA, to launch this, not to invent it.

From Month 19 the Treasury receives 10% of Atlas Group Technologies Ltd gross platform revenue until it has received £6,000,000, then 3% until the platform ceases or twenty-five years from the grant date, whichever is earlier. No equity. No token.

Month 18 success is defined as 100,000 registered users, 48,000 of them paid, 1,200 active venues, 40,000 new Cardano wallets and 180,000 sponsored milestone NFT mints. That is about 4.5 mints per active wallet.

Action type

Treasury withdrawal

Requested amount

₳11,764,706
£2,000,000 at a modelling rate of £0.17 per ADA.

Eighteen months, six tranches.

  • Tranches 1 to 4: ₳2,352,941 (£400,000) each
  • Tranche 5: ₳1,176,471 (£200,000)
  • Tranche 6: ₳1,176,471 (£200,000)

Tranche 1 on approval, so the Foundation Phase can start. Every later release waits on the Exit Gates in the proposal.

How the £2,000,000 is spent

Use Share GBP ADA at £0.17
Hiring and staffing 50% £1,000,000 ₳5,882,353
Marketing and acquisition 35% £700,000 ₳4,117,647
Operations, compliance, audits and legal 15% £300,000 ₳1,764,706
Total 100% £2,000,000 ₳11,764,706

Hiring, £1,000,000. Team of 19 including the CEO, Connor Hart. Sales is hired first so the venue motion starts in Month 1. Daniel Turner joins as Head of Sales on funding. Engineering, design, marketing, support and later bottle-shop sales follow the gates. Compliance is retained counsel, not a salaried seat. Growth-contingent roles wait on the preceding Hard Gate.

Marketing and acquisition, £700,000, United Kingdom only.

Channel GBP
Venue sales support and tools £160,000
Influencer and creator partnerships £130,000
PR, content and Atlas Vault £100,000
City activations and local events £70,000
Competition prize pool £65,050
University ambassadors £40,000
Referral and early-adopter incentives £40,000
Paid social and search £30,000
Tracking, attribution and creative testing £30,000
Flexible reserve £34,950
Total £700,000

Competitions are acquisition spend, not a separate claim on trading income. Each channel in the PDF has a condition for scaling and a condition for stopping.

Operations, £300,000. Office and equipment, FCA Section 21 and MLR work, ISO 27001, SOC 2, security audit, statutory accounts, Cardano infrastructure, and the sponsored NFT reserve. About ₳335,000 of that line is ring-fenced for min-UTxO and mint fees on the 180,000 sponsored NFTs.

Motivation

Cardano does not have a shortage of infrastructure. It has a shortage of places where an ordinary adult would spend an evening without first becoming a crypto person. Atlas is built for that adult, and for the independent venue that currently rents five tools to serve them.

The diner’s product

Discovery is the front door: search, maps, taste, occasion, dietary need, and Trinity, the concierge that can plan a night in text or voice. Bookings sit in the same surface, including group bookings that are actually built for a night out. Friends can be invited, arrival times shared, the table voted on, the venue brought into the thread for a pre-order.

Once they go, the visit has to count. QR check-in, verified reviews from people who were there, optional photographs, and a review record that is anchored so it cannot be quietly rewritten. Trails turn a city into a route. Quests turn a venue’s own brief into a reason to return three times instead of once. Leaderboards make the habit lightly social. The Vault gives the product a media layer: chef interviews, recipes, cocktail work, city guides.

Loyalty is AXP. It is earned for check-ins, reviews, quests, trails, referrals and the rest of real use. It is not a token. It cannot be traded. It cannot be turned into ADA. One thousand AXP becomes a five-pound Atlas voucher. The diner sees their own currency. ADA can move in the background when that voucher is spent at a venue. Redemption is hashed into the hourly anchor.

The Passport is the Cardano artefact the diner owns. Chapters close as they move through venues, cities and milestones. Venue partners add their own mints through the NFT designer. The guest claims the asset into their own wallet.

Competitions sit on top of that habit. Hospitality and travel prizes, tickets in GBP or ADA, voucher prizes settled underneath in ADA, ticket set anchored before the draw. Creators can earn when the people they influence actually visit, in ADA or in pounds. Guests can tip a creator in ADA or GBP.

The venue’s product

Venues need one licence that replaces a stack. Bronze is free. Silver is £649, Gold £1,499, Platinum £3,499. No per-cover fee. No ticket commission. No marketplace commission.

Inside that licence: booking diary, advanced CRM, campaigns, dietary tools, guest ownership, geofencing and marketing tools, AI phone line concierge and more. Silver and above include rota and workforce. Sous Chef helps a kitchen cost a menu. The marketplace lets a venue sell a bottle, merch, a supper club or a tasting. Ticketing covers the pop-up that would otherwise go to Eventbrite. Card is live for venue tickets today. ADA on those tickets follows after the grant window. Atlas-run competition tickets already take ADA.

The NFT designer is how a venue becomes an issuer on Cardano without becoming a blockchain team. Card remains the default checkout. A venue does not have to take ADA at the door in order to join.

How ADA is used

ADA is not the shop window. It is the rail. The diner mostly sees pounds, a voucher balance and a Passport. The venue mostly sees a flat licence and a guest list. Cardano is what makes those objects portable and auditable.

Live or in the grant window:

  • Wallet creation. Every paid user is prompted to open a non-custodial Cardano wallet via UTXOS.dev. That is the 40,000-wallet target. Most of those people will never have held ADA.
  • Sponsored NFT mints. Passport chapters, milestones, venue-designed rewards and winner artefacts. CIP-25. Atlas pays min-ADA and fees. 180,000 mints, about 4.5 per active wallet.
  • Universal Cardano Anchor, label 1904. One mainnet transaction each hour commits a Merkle root of check-ins, quests, reviews, punch-card events, competition commitments, draws and AXP redemptions. First batches landed in July 2026. Hourly cadence resumes at public beta. Pulse at https://atlasfoodanddrink.com/pulse is the public verifier.
  • Competition tickets in ADA. Guests may pay the Treasury wallet in ADA. Draws are anchored before they run.
  • Creator commission and tips in ADA, when the creator chooses ADA over GBP.
  • Gift vouchers. The guest buys in pounds. When the voucher is spent at a venue, ADA can move on the back end so the venue is paid in the rail Atlas already runs, without the diner seeing a crypto checkout.
  • Venue AXP top-ups in ADA, where a venue funds guest rewards from its own ADA instead of card.

Planned after the core launch, funded from operations rather than a second Treasury ask:

  • Wider ADA checkout on the Bottle Shop and on venue event tickets.
  • Venue subscription renewals in ADA for Silver and above.
  • Midnight for age and right-to-work proofs, so the compliance stack stays inside the Cardano family.

What is deliberately not an ADA payment today: table bookings (card guarantee), most marketplace checkout (Stripe), and AXP itself. AXP never becomes ADA. That keeps the product on the right side of UK promotions and e-money lines, and it keeps the diner’s mental model in pounds.

Why this is a Cardano proposal

The wallet is created for people who have never held ADA. The Passport and venue rewards are utility NFTs tied to meals and milestones. Selected tickets, tips and payouts can move ADA. The hourly anchor already exists on mainnet. After Month 18 the Treasury is contracted into gross platform revenue.

The Month 18 bar is 100,000 registered users, 48,000 paid, 1,200 active venues, 40,000 wallets and 180,000 sponsored mints. Consumer mix in the model is Basic free 52%, Explorer £19.99 a year at 40%, VIP £64.99 a year at 8%. Venue mix is Bronze free 33%, Silver 57%, Gold 8%, Platinum 2%. Those figures are projections. Atlas has no post-launch operating history. The Month 9 Hard Gate is the first public test of whether venues will move. Misses will be published as misses.

Venue conversations start this week. Letters of intent will go on the /cardano page as they are signed. We will not list names we do not have.

I would like this thread to answer four questions before we submit in October.

  1. Does the revenue share look like a fair return for a two-million-pound consumer launch?
  2. Are the eighteen-month targets a bar you would vote against, or a bar you would ask us to change?
  3. Will you look at the live product and the PDF and say so here?
  4. Would one or two independent DReps join Atlas as Community Observers on the grant wallet? The job is to review Exit Gates before later tranches move, sign on a multisig so funds cannot leave on Atlas’s word alone, and help keep the Cardano integration honest as the product grows. There is no equity, no performance fee, and the role is public. If Intersect agrees to administer the withdrawal, that framework can replace or sit above this arrangement. Until then, we need DReps who will hold the keys with us.

I will demo the diner side and the venue command centre for anyone who wants the walkthrough. hello@atlasfoodanddrink.com
