In particular, given that multiple stablecoin platforms, such as USDCx, exist within the Cardano ecosystem, the rationale and advantages of selecting USDM as the primary liquidity asset are not sufficiently explained. Therefore, I vote No on this proposal.

In addition, while conditions for repayment to the Treasury are described, their effectiveness depends on future income from the Pro plan. Although I recognize the importance of Eternl, there is still too much uncertainty for me to make a clear judgment either in favor of or against this proposal at this time, and therefore I am abstaining.

I understand the rationale for reimbursing the 100,000 ADA deposit that was lost when the governance action was submitted. However, this proposal includes an additional 3,000 ADA as compensation for lost staking rewards on top of the original deposit. I believe reimbursement of the lost deposit should be considered separately from compensation for staking rewards, and I am cautious about extending Treasury funding to cover opportunity costs. For this reason, I am voting No on this proposal.

However, I believe this proposal does not address the underlying issue and instead serves as a temporary operational measure. While reducing committeeMinSize to 5 may mitigate short-term risks, I do not believe it would necessarily be easy to raise it again in the future once it has been lowered. I am also concerned that such a change could become the new standard over time. For these reasons, while I understand the short-term rationale for this proposal, I am abstaining due to concerns about its long-term implications for governance design.

At the same time, I have consistently viewed Hydra itself as an important scaling technology for Cardano. To be honest, despite many years of research and development, Hydra has not yet achieved what I would consider a sufficient level of production adoption. However, this proposal is focused specifically on Hydra and aims to improve its readiness for production use. Given the significant amount of time and funding already invested, I believe there is value in protecting that investment at this stage and helping convert it into sustainable real-world adoption. For that reason, I support this proposal.

I previously abstained from a larger proposal by Tweag because it combined multiple distinct initiatives into a single treasury withdrawal proposal, making it difficult to evaluate and form a judgment on each component individually. However, I have consistently recognized the technical value of core infrastructure efforts such as Peras for faster finality, History Expiry, and Conformance Testing. Compared to the previous proposal, this proposal has a reduced scope and budget and is more focused on higher-priority core infrastructure. In particular, improving finality through Peras is important for enhancing Cardano's user experience and developer experience, and I believe it will strengthen the competitiveness of the ecosystem as a whole. I also view History Expiry, which aims to reduce storage costs for SPOs, and Conformance Testing, which supports the quality and security of protocol changes, as important foundational technologies for Cardano's sustainable growth. While this proposal still represents a significant funding request, the broad scope and complexity that concerned me in the previous proposal have been substantially reduced. I therefore consider this proposal a reasonable investment in the core infrastructure required for Cardano's long-term development and support it.

In particular, I appreciate the integrated delivery model that aims to move research beyond academic papers and translate it into CPSs, prototypes, CIPs, and ultimately implementation. I also believe that continued work on important technical challenges such as Leios, Peras, post-quantum cryptography, and ZK infrastructure is essential for the sustainable growth of the Cardano ecosystem. While the requested budget is significant and it will be important to monitor whether the research outcomes lead to practical implementation and adoption, the proposal includes milestone management, independent oversight, and provisions for returning unused funds. For these reasons, I support this proposal.

I believe this approach helps bring Cardano’s strengths into practical applications. While I recognize that adoption and integration remain important challenges, I see this as a valuable effort to deliver Cardano’s technical strengths in a practical way to developers, users, and the broader ecosystem. For these reasons, I support this proposal.

I highly value the initiatives included in this proposal, such as Peras for faster finality, improvements to historical data management, conformance testing, and Hoarding Node as a network monitoring and analysis platform. These efforts contribute to strengthening Cardano’s core infrastructure, and I highly appreciate both their technical value and Tweag’s track record to date. I also believe that continued investment in foundational technologies is important for maintaining Cardano’s long-term competitiveness. At the same time, this proposal combines 17 work packages and multiple distinct initiatives into a single treasury withdrawal proposal, making it difficult to evaluate and form a judgment on each component individually. While many aspects of the proposal are worthy of support, it also contains areas whose priority and necessity I would prefer to assess separately. Furthermore, considering the substantial budget of ₳39,787,316 and the two-year implementation period, I believe that a more modular proposal structure could have allowed the community and DReps to express clearer views on each initiative. Therefore, while I recognize the technical value and objectives of this proposal, I will abstain from voting on it.

However, the primary beneficiaries of this proposal appear to be the Vietnamese durian industry and the proposers’ own business activities. While the proposal presents targets for new users and on-chain activity, these remain projections, and it is unclear how much sustained value will ultimately be created for the broader Cardano ecosystem. I also recognize that Cardano is being utilized within the proposed solution, but I am not convinced that the value returned to the ecosystem is sufficient to justify a Treasury withdrawal of 2,400,000 ADA. Therefore, while I acknowledge the social value of the project, I vote No based on concerns regarding cost-effectiveness and the overall value delivered to the Cardano ecosystem.

I also believe that upgrading to the “Title” sponsorship provides additional value for expanding awareness of the overall Cardano ecosystem through opportunities such as a mainstage keynote and increased media exposure. However, as I have repeatedly stated, for event-related proposals, the most important question is “what remains after the event.” Therefore, I believe it is important to provide continuous and transparent tracking and reporting regarding lead generation, partnerships, post-event onboarding, and on-chain activity. I hope the exposure and connections created through this proposal will lead not only to short-term awareness, but also to long-term ecosystem growth.

In particular, I highly value the proposal’s efforts to improve the formal correctness of Plutus through formal specifications, conformance testing, property-based testing, and the development of formal specifications using Agda. In addition, as alternative node clients and node diversity continue to expand in the future, I believe that formal specifications and conformance frameworks to prevent specification inconsistencies between implementations and discrepancies in script execution results will become increasingly important for improving the reliability of the overall Cardano ecosystem. Furthermore, developer experience improvements such as reducing Nix dependency requirements, minimizing boilerplate code, and improving error messages are also important for lowering the barriers to entry for new developers. While there is uncertainty regarding the direct short-term impact on metrics and adoption, I believe that medium- to long-term investment in the protocol and smart contract foundation is important for further strengthening Cardano’s core advantage of high assurance, and for that reason I support this proposal.

On the other hand, this proposal largely functions as an operational subsidy for maintaining the existing Blockfrost infrastructure, and I believe the current situation in which the ecosystem relies heavily on a single data provider should be viewed cautiously from the perspective of long-term decentralization. For these reasons, I have decided to abstain from this proposal.

I also believe that simplifying environment setup through the Container-Based Developer Environment (CBDE) will help reduce barriers for developers entering the Cardano ecosystem. Cardano is a chain that emphasizes high quality and strong security, and I believe efforts to bring that philosophy into actual DApp development are important from a medium- to long-term perspective. While there are still uncertainties regarding short-term KPIs and adoption, I believe this represents an important investment in strengthening the Cardano ecosystem’s technical foundation, and for that reason I support it.

However, given the large-scale budget structure combining multiple initiatives, I believe it remains difficult at this stage to sufficiently evaluate the cost-effectiveness of each initiative or to verify concrete outcomes such as long-term developer retention, increased dApp adoption, enterprise adoption, and growth in on-chain activity. In particular, while event-related metrics such as attendance and event execution can be measured, I believe there are still challenges in quantitatively assessing their sustained economic impact and contribution to real ecosystem usage growth across Cardano. While I hope that clearer initiative-level evaluation and longer-term impact measurement will be established in the future, I oppose this proposal from a cautious standpoint.

Without a confirmed Net Change Limit, we cannot proceed to the next steps, and I believe it is important to avoid governance stagnation. Although I can understand why a different NCL proposal is being submitted at this timing, I believe we should respect the already approved limit and move forward. Given these circumstances, I will vote against this "2025 Cardano NCL."

This proposal highlights the benefit of increasing staking rewards by reducing the treasury allocation from 20% to 10%. However, an immediate halving of the treasury allocation raises concerns about the potential sharp decline in development funds and ecosystem growth capital, which I believe has not been adequately assessed in terms of financial risks. To ensure the financial sustainability of the treasury, I believe a more cautious adjustment is necessary. Therefore, I am casting a vote against this proposal. However, if a gradual reduction is proposed as a more realistic alternative, I will carefully review its details and reconsider my stance accordingly.
