As a keyholder for Krypto Labs DRep and a member of the non-profit organization Krypto Labs in Norway, I am now an active voter within the Cardano Constitution (CC) as part of the Norwegian consortium Tingvard. As a Cardano DRep, I vote NO on the proposed Constitution v2.0 update. While I appreciate Yuta’s efforts and recognize the need for an updated constitution, this proposal requires broader community engagement, including Stake Pool Operators (SPOs) from the outset, to achieve the high quorum needed for adoption. The changes, such as clarified definitions and simplified wording, provide a strong foundation, but consensus demands inclusive workshops, as held in 2024. All Intersect committees and SPOs must be involved to ensure legitimacy and alignment. I recommend using this proposal as the basis for such workshops to foster comprehensive community input.

As a Cardano DRep, I support voting YES on the Ecosystem Pavilions proposal. Initially, I was skeptical about its impact on the Cardano ecosystem. However, after engaging in X spaces and discussing with Dave, I am convinced it will enhance exposure at a reduced cost for projects. The partial subsidy and support for projects at exhibitions align with Cardano’s need to attract investors, developers, and users. This affordable entry point, coupled with education justifies the ₳889,500 withdrawal, making it a strategic investment for Cardano’s growth.

As a Cardano DRep, I vote NO on this proposal. Allocating 3,126,000 ADA, including 126,000 ADA for market-making services for specific tokens (SNEK, IAG, MIN, HOSKY, USDM, USDA, iUSD, DJED, KINKA), is an improper use of treasury funds. Centralized exchanges, profiting from token listings, will list Cardano Native Tokens based on market demand without subsidies. There’s no guarantee against delisting, making the expenditure risky. The selective inclusion of tokens raises concerns about fairness and potential market manipulation. Treasury funds should support decentralized ecosystem growth, not subsidize private entities for listings that should occur organically based on market conditions.

Cardano have this service allready through Blockfrost that got funding from Catalyst and now treasury withdraw. NMKR also provide this.

As a Cardano DRep, I vote YES on the "Beyond Minimum Viable Governance" proposal. This initiative is critical for establishing a data-driven framework to evaluate and enhance Cardano’s governance system. By benchmarking key metrics and producing a comprehensive "State of Governance" report, it addresses the current lack of transparent, structured processes to assess governance effectiveness. This will empower the community with actionable insights, foster continuous improvement, and mitigate risks through informed decision-making. With experienced leadership from Input Output’s Voltaire team and broad community collaboration, this project strengthens Cardano’s position as a leading L1 blockchain. For transparency im invited to take part in this and i initial would cast the vote abstain, tho my deligators from the Nordic crypto community told me to vote yes.

Their protocol is prototyped, revenue-generating, and poised for profitability through fees and partnerships—ideal for VCs or investors seeking real estate tokenization in a $250T market.
Allocating $1.5M from the treasury shifts migration and expansion risks to the community, encouraging non-self-sustaining projects to seek handouts rather than bootstrap viability. This undermines long-term TVL growth by subsidizing ventures that should compete commercially, diluting treasury focus on truly innovative, unfundable ecosystem needs. Prioritize community-driven initiatives over profit-oriented enterprises

As a DRep, I support funding the UTxO RPC proposal for its role in enhancing Cardano’s developer ecosystem. UTxO RPC, led by TxPipe’s Santiago Carmuega, standardizes interactions with UTxO-based blockchains, improving interoperability, performance, and reusability. Its early adoption by projects like Lace, Mesh, and Amaru, alongside integration with tools like the Blaze UTxORPC Provider, underscores its value. The proposal’s modest request for 0.5 FTE blockchain developer and 0.125 FTE tech lead over 12 months ensures ongoing maintenance, bug fixes, new SDKs, and updated documentation, aligning with Cardano’s evolving needs.

TxPipe’s 3+ years of open source contributions, including Pallas, Dolos, and completed Catalyst projects, demonstrate reliability and transparency, verifiable via public GitHub repositories. The open source nature fosters community collaboration, ensuring accountability. By supporting UTxO RPC, we enable seamless dApp development, reduce complexity, and strengthen Cardano’s infrastructure. I do not see any significant risks or redundancies and the project’s focus on sustainability aligns with long term Cardano blockchain ecosystem goals. Voting yes secures a vital tool for developers, driving Cardano’s growth and adoption.

This decision is rooted in the Cardano Constitution, CIP-1694, and the need to ensure the long-term sustainability and stability of the Cardano blockchain ecosystem.

1. Prior NCL Establishment
   On April 24, 2025, in Epoch 553, a 350 million ADA NCL was approved and deemed constitutional by the Constitutional Committee. This prior NCL must guide budget actions to maintain consistency as the constitution says “Such budgets are expected to cover not less than a period of 73 epochs (approximately one calendar year) but nothing shall prevent the Cardano Community from proposing budgets for shorter or longer time periods”
   Changing the NCH now will make such expectations obsolete.

2. Disruption to Budget Planning: Introducing a new 200 million ADA NCL is counterproductive, as it disrupts ongoing budget proposals reliant on the 350 million ADA limit. Vendors, suppliers, and proposers have proposed deliveries, KPIs, and milestones based on this established limit since March 2025. Changing the NCL mid-process undermines their ability to execute effectively, risking delays and reduced ecosystem productivity

3. DRep Accountability and Consistency: Approving the 350 million ADA NCL was a deliberate governance action, not a trial. DReps must uphold consistency to foster trust and predictability in the ecosystem. Frequent NCL changes via "Info" actions erode confidence and contradict the Constitution’s emphasis on sustainable treasury management.

4. Lack of Evidentiary Support: The 200 million ADA proposal lacks robust research to justify reducing the NCL. While it cites 2024 treasury replenishment models estimating 350 million ADA annually, it assumes a lower limit is safer without evidence that the higher limit would harm the treasury (Proposal Metadata). Proposars operating since March 2025 have relied on the communicated 350 million ADA framework, and altering it based on speculation disrupts their efforts.

5. Need for Structural Governance Improvements: While audit and transparency are critical, reducing the NCL does not address these issues. Instead, it underscores the need for an 8th governance action to manage NCL and budget parameters on-chain, as discussed in CIP-1694’s Edinburgh debates. A treasury working group, yet to be formed, is essential to develop on-chain guardrails and ensure transparent, community-driven treasury management.
