CC duties are relatively simple compared to DReps. They primarily have to determine if an action complies with a concrete document, the Cardano Constitution. DReps, in comparison, have to deal with budget allotment, value determination and other strategic decisions.

I have doubts as to whether or not DReps should be compensated, and if DReps are non-compensated I certainly feel the CC members should be.

I feel it is appropriate to have at least 1 fully open source and community owned governance platform; I regret the cost, which is higher than I would have anticipated, but feel it is worth keeping the lights on and development continuing for Gov tools.

These changes seem reasonable, and I agree the original Constitution could use some polishing.

We can't pay for the listing fees of all CNTs, so we shouldn't pay for SNEK's. Additionally, I believe it is in the best interests of Cardano and the crypto industry in general to move past meme coin madness. It tarnishes the reputation of the industry and attracts liquidity and attention away from projects that actually provide value and create sustainability for Cardano long term.

• Integration of AI tools to aid in translation, etc to make multi-national involvement in discussion more feasible.

I like what I see here, and while the proposed budget is larger than I would prefer, I think it will be worth it if the teams involved deliver on all these features well.

This is all new; and teams need chances to prove themselves. I am comfortable giving them a year of funding. I will make sure to confirm all these features are delivered before extending their funding next year.

Cardano needs additional clients for long term security. I believe this proposal asks a fair price for such an important deliverable.

As this is one of 2 competing net change proposals, it appears the choice is between a net change limit of 300 or 350 million. This proposal (350M NCL) gives us a bit more freedom to maneuver during the first year of on-chain governance, and I appreciate the part of the rationale explaining the predicted motivation to increase fee revenue if the yearly NCL is tied to yearly treasury inflows. I will vote yes on this proposal and no on the other.

While this proposal itself does not outline all the specifics of this plan and there have been some doubts about Intersect, particularly its proposed budget, I am encouraged by recent progress in communications between the DRep community and the team at Intersect. I believe that Cardano's ecosystem development is extremely time-sensitive, and Intersect, in collaboration with the community's appointed DReps, represent our best option at this time. I hope that communication and process refinements continue to improve over the coming years.

I appreciate this opportunity to consent to the current tax rate of 20%.

My reasons for opposing lowering tax rate from 20% to 10% are as follows:

1. Lowering the treasury cut parameter does not decrease transaction fees, rather it simply means more of the transaction fees go to SPOs and their stakers. This is significant for 2 reasons.
   1.1) Lowering the treasury cut increases the ADA in circulation, potentially producing an inflationary effect on ADA, adding to the selling pressure that will arise from the increased outflows from the treasury due to the budget. It may someday be prudent to direct more funds to SPOs/stakers if rewards grow so low that SPOs stop operating, for at the moment I see no evidence that is the case.
   1.2) Secondly, since transactions fees will not be lowered, as some might mistakenly assume, there will be no "grease the wheel" effect increasing on-chain activity due to lower fees.

2. It is far more difficult to raise taxes than it is to lower them, and as there has been no prolonged outcry from the community protesting the 20% rate I see no compelling reason to lower it.

3. It remains to be seen how quickly the treasury will be depleted by the yearly budget expenditures, and until we can be confident the long term trajectory of the treasury is healthy, I think it's unwise to cut treasury inflows by 50% at this early stage.

4. Increasing passive staking rewards further disincentivizes community members to put their ADA to work providing liquidity in DEXs and otherwise contributing to Cardano's TVL and liquidity depth. In more traditional financial terms, lowering the treasury cut has a similar effect as raising interest rates at a central bank. It increases risk-free rate of return, and as a consequence makes all other investments less attractive. I believe this runs contrary to Cardano's strategic needs and interests at the moment.

I agree with the premise of this proposal. The community should consent to the tax rate, but I feel lowering the tax rate now would be a mistake.

Positive:
Delegators to many currently saturated pools may be awakened when they hear they are earning fewer rewards than they otherwise would. As they come on-chain to re-stake, it provides a window of opportunity to also encourage them to delegate to a DRep, which strengthens Cardano's governance resilience

Negative:
The main negative is that some single SPOs (who are committed to only operating 1 pool) may no longer be able to run their pools profitably.
