A 275m budget is too high in my opinion especially when it's all grouped. Let me vote on individual or smaller groups of budgets. I will automatically vote no on actions grouping a bunch of unrelated things together. Let things pass on their own merit, not because it's grouped with something good. This is like the NFL Network being grouped with Lifetime and Oprah's channel in cable bundles. If they are good enough people will order them on their own.

The community has worked hard to bring this process forward — from open submissions, to the Ekklesia temperature checks, to now asking DReps to formally ratify it on-chain. The level of participation in this cycle shows that the community cares about shaping how Treasury funds get used.
No budget process will ever be perfect. But this one has followed an open and inclusive path, with more than 3.8B ada worth of live stake engaged. The outcome reflects real community priorities across maintenance, development, governance, and innovation.
As DReps, we see it as our role not only to approve the budget itself, but also to take responsibility for reviewing each Treasury Withdrawal that follows. We’re ready to do that. It’s a lot of work — but it's the right kind of work.
That’s why we supported this action. Moving the 2025 Cardano roadmap forward needs both good proposals — and clear governance. We’re committed to helping make both happen.

The proposal represents a strategic mechanism for sustaining critical infrastructure by ensuring continuous funding for a set of projects or entities that provide structural services to the network, such as education, governance, open-source tools, audits, and technical standards.
Currently, the Project Catalyst funding model relies on periodic cycles and voting processes that, while democratic, do not ensure operational continuity for fundamental projects. This creates volatility in the maintenance of initiatives that are essential to the resilience and security of the network, such as parameter validators, code repositories, public libraries, multilingual technical documentation, oracle infrastructure, and bridges with regulators.By creating a stable channel of resources for projects validated as essential by the community or by a transparent technical committee, the proposal prevents funding failures from compromising structural services. This stability directly contributes to:
Resilience: ensures the continuity of critical operations even in periods of low community engagement or external events (such as bear markets);
Growth: ensures the longevity of tools that serve as a basis for new developers, entrepreneurs, and validators to enter the network;
Security: allows for continuous independent audits, code reviews, response to vulnerabilities, and the development of standards and technical best practices.
Provided that the project is implemented with strict evaluation criteria, transparency in spending, rotation mechanisms, and the possibility of replacing beneficiaries, it can become a backbone of Cardano's sustainability, ensuring that decentralization is viable in practice.

I voted NO to Intersect’s approach to coordinating and funding these projects, there are many initiatives lacking sufficient support for treasury withdrawal approval. Many proposals are more suitable for other means of funding. Also the proposed total funding exceeds a prudent target of 200 million ADA, as outlined in my prior governance action rationales. I woulld like to see a comprehensive review of the emergent budget process to develop a streamlined, efficient method that better supports Cardano’s treasury withdrawal practices.

While I initially advocated for a Net Change Limit preserving maximal treasury reserves, I find the withdrawal of 275,269,340 ADA to be a measured compromise. This allocation—distributed across 39 rigorously vetted initiatives spanning core development, governance, marketing, and innovation—reflects the collective will of our community, as demonstrated by the participation of over 3.8B ADA in stake-weighted signaling. My endorsement stems from profound appreciation for the contributors behind these proposals. Their dedication to advancing Cardano's infrastructure (e.g., Optimistic Rollups, ZK Bridges, decentralized funding models) and ecosystem tools (from PyCardano to hardware wallet maintenance) exemplifies the ingenuity that sustains our blockchain. The multi-sig oversight framework and milestone-based disbursements further ensure responsible treasury stewardship. This budget embodies the maturation of Cardano's governance: community-driven, constitutionally aligned, and strategically focused on delivering the 2025 roadmap. I commend Intersect for facilitating this transparent process and trust in their administration of these funds.
