The proposal is hardly a budget, although itself presents it as such. Being an info action with no on-chain consequences, I have treated as what it claims to: a budget.
Under that lens, the proposal spans over 24-months, is self-administered by one of the proposer (Intersect), and provisions for a financial audit. However, I do not believe the rationale to be detailed and sufficient (in particular for a budget of that magnitude and from already well-funded actors that definitely have the resources to do better).
Hence, this constitutes a violation of Article III - Section 5 of the constitution. Such a violation is, however, entirely subjective. And I am well aware of my bias and my affiliation towards one of the author (CF). Thus, I cannot vote 'YES' on this proposal in good faith without my vote being interpreted as direct support to my employer when I deem the quality and level of details in the proposal clearly insufficient.
For now, I'll therefore abstain on this proposal with the intention to follow through for the withdrawal unless the latter can address the gaps left in the budget.
