    This Info Action sets out a set of ideas for reforming how the Cardano Treasury is governed and asks the community to discuss them. The proposer, the DRep AtlasHub, describes the current state of treasury governance as a funding impasse and argues that the process lacks the strategic direction and guardrails it needs. To address that, the action sketches several propositions: that treasury governance should produce a clear strategy and roadmap, that it should be explicitly supported by the governance system and the Constitution, that the Net Change Limit should not be treated as an overall budget, that there should be a dedicated investment budget with a thematic structure, that DReps should vote on balanced budgets rather than on individual projects pitted against one another, and that a strategic entity and an expert commission should prepare and evaluate budgets under fixed terms. The proposer is explicit that these are starting points for discussion, that they "may freely be adopted, extended or modified," and that any real implementation "will require further refinements and amendments to the current process as well as the constitution."

    The action is advisory. By its ratification it does not withdraw ADA from the Treasury, change a protocol parameter, amend the Constitution, create or alter a committee, or confer on-chain authority on anyone. It carries no enforcement mechanism. An Info Action is a poll: it records community sentiment on-chain and binds no one. Asking the community for its opinion in this way is always a legitimate use of the governance system. Cardano is a decentralized ecosystem, and any participant may post an Info Action to gauge sentiment on a question they consider important, including a question about how the system should govern itself. The constitutional review of such an action is correspondingly narrow. Article II.7 (Treasury Withdrawals) does not apply, because nothing is withdrawn. The relevant provisions are Article III.1.4 (the scope of the CC's review of Info Actions), Article II.6 (metadata requirements applicable to all governance actions), Article I (Principles), and any guardrail in Appendix I that the subject matter might implicate. The action satisfies each.

    Article III.1.4 (Scope of CC Review). The Constitution limits the Constitutional Committee to voting on the constitutionality of governance actions, including any proposed or contemplated actions contained within Info Actions. The CC may not prevent an Info Action from being recorded on-chain, and it does not assess whether the underlying ideas are good policy. Our review is therefore confined to two questions: whether the action as drafted is constitutional, and whether the outcomes it contemplates would be constitutional if they were later implemented through binding governance actions. Several of the propositions in this action, for example reassigning budget preparation to a strategic entity or routing project selection through an expert commission, would, if implemented as written, require changes to the current process and to the Constitution. The proposer says as much. None of those outcomes is implemented here. As drafted, this action proposes discussion, not enactment, and the CC reserves the right to evaluate the constitutionality of any specific outcome at the point it is brought forward as a binding action.

    Article II.6.1 (Metadata Format). The on-chain anchor hash (7a6249ed06feef4edda1e6ff190dd40f9165004fb08febe8477c0f1d14d7243b) matches the metadata body, and the chain index confirms the match (meta_is_valid: true). The metadata conforms to CIP-0108 and includes the standard @context and hashAlgorithm fields. Any post-submission edit to the body would break the hash match and be detectable on-chain. The format requirement is satisfied. We note for the record that the metadata is served from a GitHub raw URL rather than from content-addressed IPFS storage; this is addressed in the Counterargument Discussion below, and it does not change the format finding, because the anchor hash provides tamper-evidence independent of where the file is hosted.

    Article II.6.2 (Metadata Structure). The CIP-0108 body contains a title ("Reforming Treasury Governance"), an abstract, a motivation, a rationale, and a references section, and it identifies the author as the DRep AtlasHub with a reference to that DRep's on-chain identity. The structural requirement is satisfied on its face. The authors array carries no CIP-0008 witness, so the submission is effectively pseudonymous. That is permissible: the CC has previously found an Info Action constitutional where it was submitted by an anonymous community member, and the Constitution does not condition the structural requirement on a signed author witness.

    Article I (Principles). The action is consistent with the Constitution's participatory and transparency principles. It invites institutions, SPOs, DReps, and individuals to collaborate openly on improving a shared process, and it does so through the on-chain mechanism the Constitution provides for exactly this purpose. By ratification it disadvantages no user, removes no right, and alters no obligation. No principle in Article I is offended by recording this question for the community to answer.

    Appendix I (Guardrails). No TREASURY, SECURITY, NETWORK, ECONOMIC, TECHNICAL, or GOVERNANCE guardrail is engaged by the enactment of this Info Action as drafted, because the action does not withdraw funds, modify a protocol parameter, initiate a hard fork, amend the Constitution, or alter the voting thresholds or structures for any action type.

We determine that this proposal does not satisfy the requirements of Article II, Section 6.1 of the Cardano Constitution. Article II, Section 6.1 of the Cardano Constitution requires that a Governance Action include a URL and the hash of the document referenced by that URL. In addition, the document hosted by such a URL must be immutable and incapable of being altered after submission.
