Every vote on a governance action can carry a rationale, a short document explaining why you voted the way you did. DRepTalk shows these rationales on every vote page, and quite some delegators do read them (assumption from my bubble)
Looking at mainnet data, the vast majority of rationales (over 80 percent) use the minimal form defined in CIP-100: a single free-text comment. (the reason why DRepTalk jumped also on CIP 100 text comment) But CIP-100 actually offers more than that comment field. You can attach references (links to the sources you relied on), point to external updates such as your blog or feed, and sign the document as its author.
On top of that, CIP-136 defines a fully structured format: a summary, a full rationale statement, a discussion of precedents and counterarguments, a conclusion, and even an internal vote breakdown. CIP-136 was written for Constitutional Committee votes, but nothing stops DReps from using it. The Cardano Foundation, for example, publishes every one of its DRep vote rationales in this structured format.
