I recognize the technical merit of this proposal and the strong reputation of HLabs within the Cardano ecosystem. The vision of a fully validating browser-based Cardano node is innovative and could become a unique differentiator for Cardano if successfully delivered.
However, I am not yet convinced that the proposal demonstrates sufficient ecosystem demand or adoption certainty to justify a treasury commitment of ₳4.6M ADA at this stage.
Several factors lead me to abstain:
- The proposal focuses heavily on technical feasibility but provides limited evidence that wallets, dApps, or end users are actively requesting this solution.
- Adoption targets are modest relative to the requested budget, with only a small number of expected integrations.
- Important questions remain regarding browser performance, synchronization requirements, long-term maintenance costs, and compatibility with future protocol upgrades such as Leios.
- The proposal's success depends not only on delivery but also on broad ecosystem integration, which is largely outside the direct control of the team.
- While the milestones are reasonably clear, they primarily measure technical outputs rather than ecosystem outcomes.
I appreciate the team's contributions to Cardano and believe the concept deserves continued exploration. However, given current treasury constraints and competing infrastructure priorities, I do not have sufficient conviction to support or oppose the proposal outright.

After reviewing this proposal, I support it because it represents a genuine real-world adoption opportunity for Cardano rather than a purely theoretical blockchain initiative.
The strongest aspect of the proposal is that it addresses an existing regulatory and commercial problem. Vietnam's traceability requirements, combined with increasing export compliance demands from China, create a clear market need that exists independently of Cardano. In this case, Cardano serves as the infrastructure layer supporting a solution to a real economic challenge.
I also view positively the fact that the team reports having already invested significant resources into development, field operations, institutional engagement, and proof-of-concept validation before requesting Treasury funding. The proposal includes measurable milestones, open-source deliverables, and treasury protection mechanisms through milestone-based disbursements and clawback provisions.
That said, I recognize several risks. The transition from a proof of concept to deployment across 12,000 hectares and 180 million fruits is highly ambitious. Many of the adoption and activity projections remain targets rather than guaranteed outcomes, and successful execution will depend on continued farmer participation, regulatory alignment, and operational delivery.
Despite these concerns, the requested budget is relatively modest compared to many other Treasury proposals, while the potential upside for Cardano adoption is substantial. If successful, this initiative could demonstrate Cardano's ability to support large-scale agricultural traceability and digital identity infrastructure in a real production environment.
For these reasons, I vote YES, while expecting rigorous milestone verification, transparent reporting, and ongoing accountability throughout the implementation period.

Faster finality will improve user experience, increase confidence in on-chain settlement, and strengthen Cardano’s competitiveness as a platform for DeFi, payments, and enterprise applications.
Beyond Peras, the proposal delivers several high-impact infrastructure improvements:
History Expiry, which will help reduce storage requirements for SPOs and support decentralization as network throughput increases.
Conformance Testing, Mutation Testing, and Adversarial Fork Testing, which strengthen protocol correctness and reduce deployment risks for future upgrades.
Hoarding Node, which improves network observability, monitoring, and incident detection capabilities.
Developer tooling enhancements, making it easier to build, test, and maintain applications on Cardano.
I also recognize that Tweag has a long and proven track record within the Cardano ecosystem, having contributed to core infrastructure development since 2018, including consensus, ledger, and protocol-related work. This experience significantly reduces execution risk and increases confidence in the team's ability to deliver.
While the requested budget of ₳39,787,316 is substantial, the proposal focuses on foundational infrastructure that can generate long-term benefits for the entire ecosystem. The deliverables will be open source, subject to milestone-based oversight, auditing, and governance controls through Intersect’s treasury administration framework.
Overall, I believe this proposal represents a strategic investment in Cardano’s future and directly contributes to the network’s technical roadmap and long-term growth objectives.

I actually like the direction here. Trying to bring more liquidity into Cardano DeFi makes sense, and I appreciate that this proposal is focused on setting up the foundation first instead of rushing to deploy a huge amount of ADA.
That said, I’m not fully comfortable voting YES yet.
Most of this request (800k ADA) goes into legal setup especially the Cayman foundation and while I understand why that’s being done, it still feels like a big upfront cost for something that doesn’t directly create value yet. We’re basically funding the structure before we’ve fully agreed on how the full 50M ADA liquidity plan will play out.
There’s also a bit of a “point of no return” feeling here. Once the legal entity is created and the structure is in place, it becomes much harder for the community to rethink or adjust the overall approach later.
I don’t think this is a bad proposal far from it. The team clearly thought about legal risks, accountability, and transparency, which is good to see. I just feel like we’re moving into a fairly complex setup with real costs and long-term implications, and I’m not 100% convinced we’ve aligned on the bigger picture yet.
