This proposal does not violate the constitution in any ways. Although it is quite "light" on the arguments and rationale, the change is quite benign and thus requires little justification. So I'll leave it up to DReps to decide whether they feel convinced by the justification.
Beside, it is worth noting that the constitution requires critical parameter changes to be submitted off-chain at least 90 days before they are submitted on-chain. Yet, does not specify a process or additional requirements regarding the nature of the off-chain submission.
The minimum size of the constitutional committee is a critical parameter. And, we can find several occurrences of off-chain discussions (e.g. https://docs.google.com/document/d/1cgPqEUit2PPe6b_btGqiqJCLls58tLLCwECbG00wRKk/edit, https://forum.cardano.org/t/pcp-005-committeeminsize-yuta/151156) which were both seemingly published at least 91 days prior to the on-chain submission.
