I’m voting down on this Oceania strategic plan because Cardano should prioritize urgent matters like scalability, client node diversity, DEX liquidity and core technology upgrades to ensure the platform’s long-term success. Catalyst is an excellent outlet for funding initiatives like this, resources should focus on the network’s infrastructure first.

A big NO on this!! Projects after projects are asking for money to develop things that nobody uses in real lilfe. We have enough projects on cardano already, the next step must be to SIGNIFICANLTY increase both liquidity and user base on the Cardano network. And you want to promote Cardano in Ocenia?? Focus on Noth America, Europe or Japan-Korea instead!

L1 marketing to primarily retail users and small businesses is not a focus of funding at this point in time for me. One enterprise adoption agreement could bring a much higher quantity of consistent users to the L1 than any region-focused retail growth initiative. As a keyholder for Krypto Labs DRep and a member of the non-profit organization Krypto Labs in Norway, I am now an active voter within the Cardano Constitution (CC) as part of the Norwegian consortium Tingvard.

Firstly, I would like to express my great respect for the team behind this proposal and my confidence in their skills and well-meaning intentions.
Having said that, in line with earlier budget decisions and my explicitly stated opinions on budget spending, I want to reiterate that I take a conservative approach to fiscal policy, guided by spending no more than the yearly income from transaction fees. For this year, my votes during the budget process have almost reached that threshold, so I am more inclined to support only must-have proposals (not nice-to-have ones), such as urgent security improvements, critical tooling, or maybe even an extraordinary marketing campaign that would undeniably offer massive benefits in terms of user adoption.
Moreover, since this is the first year of governance and we are still testing the waters with the budget process, it is critical that we remain frugal and skeptical about all spending activities.
I would have preferred to see this proposal submitted during the budget process so I could weigh it against other marketing proposals or within Project Catalyst, where many marketing proposals are submitted.
In conclusion, I would love to see this proposal resubmitted in the 2026 budget process or in future rounds of Catalyst, but for now, I must say no.

I like the idea. Cardano needs all the marketing it can get. The project idea needs some more clarity to justify the large ask. I would like to hear about some successful outcomes as examples. Cardano needs adoption. We also need to focus on business development, stronger visibility in the real world, and structured regional outreach. From that perspective, this proposal is a good step in the right direction.
That said, I have concerns about the current scope of the proposal. It attempts to cover many areas simultaneously — business development, incubation, community mapping, event sponsorship, content creation, and more. This broad approach risks diluting focus and making it harder to deliver measurable outcomes.

The business development track needs further detail. For example:- How will the team select individuals for training and advocacy?
- What specific industries or partnerships will be targeted?
- What outcomes or success metrics are being pursued?
At the moment, these details are not clearly laid out.
Target Audience and Justification
There is a lack of data and rationale around who the proposal is trying to reach. What does the target audience look like? Why are they the right group to engage for this stage of Cardano adoption? How will they be reached, and why is Oceania the right place to begin?This type of information would improve the clarity and value proposition of the proposal.

i believe this initiative would be more suitable to be presented in the Project Catalyst space for funding. Many other coutries have been seeking a more rigorous presence when it comes to the Cardano community (e.g events etc) across all past Funds.
