    This governance action fulfills the mandate of Article VII, Section 2 of the Cardano Constitution, requiring the renewal of the Constitutional Committee (CC) through elections with staggered terms.
    The interim committee was always intended to be temporary; its term ends at epoch 580. Failure to confirm the new CC would create a governance vacuum where no body exists to ratify actions, risking paralysis of Cardano’s on-chain decision-making.
    The election was audited, transparent and verifiable, with staggered term lengths (73 and 146 epochs) ensuring continuity and avoiding a full turnover of membership at once.

    Ecosystem Alignment:
    This transition is not only constitutionally required but also symbolic of Cardano’s governance maturation. Founding entities (Cardano Foundation, IOG, EMURGO, Intersect) stepping back from their interim stewardship in favor of an elected committee demonstrates decentralization in action.
    The incoming committee includes both continuity members (e.g., Cardano Atlantic & Eastern Cardano Councils) and new representatives, striking a balance of experience and renewal.

    Concerns and Minority Perspectives:
    RCADA recognizes the “No Confidence” votes (17.8%) and critiques raised by some community members:
    Low DRep turnout in the election process.
    Concentration of influence in a small number of DReps.
    Concerns that not all ADA holders could directly exercise their constitutional rights to propose or select CC members, as outlined in Article III, Section 3.
    While these concerns are valid and must inform future improvements to governance participation, RCADA does not believe they invalidate this specific election or its outcomes. The election process followed constitutional guardrails, was independently audited, and represents the only viable mechanism to ensure continuity at this stage.

    Conclusion:
    RCADA votes YES because:
    It is constitutionally mandated and prevents a governance gap.
    It enhances decentralization by moving beyond the interim period.
    It strengthens the legitimacy of Cardano governance by operationalizing the first fully elected Constitutional Committee.
    At the same time, RCADA urges the community, Intersect and governance tooling providers to address inclusivity and participation barriers so that future elections better reflect the full voice of ADA holders.

    We, the Wada DRep Committee, have voted yes on the governance action to replace the Interim Constitutional Committee (ICC) with the newly elected Constitutional Committee (CC), in accordance with Article VII of the Cardano Constitution. This marks a pivotal and positive transition from a founding, appointed body to a community-elected institution that reflects Cardano’s commitment to decentralized governance.

    Throughout the May–July 2025 election process, we evaluated each candidate and cast yes votes for several of the candidates who were ultimately elected to serve. As such, we have no hesitation endorsing this final ratification and are confident that the committee reflects a diversity of perspectives, strong governance orientation, and constitutional literacy. We see our support for this governance action as a natural extension of our earlier DRep-level endorsement of these candidates during the election phase.

    We are also reassured by the transparent and inclusive design of the election, the integrity of the vote auditing process, and the use of staggered term lengths that preserve continuity while initiating rotation. The carryover of some experienced ICC members into the new CC strengthens institutional memory while reinforcing democratic legitimacy.

    Importantly, this action ensures that Cardano governance proceeds without interruption or ambiguity, as the current ICC’s term ends at Epoch 580. Delaying or rejecting this transition would risk a power vacuum and undermine months of community preparation and coordination.

    By voting yes, we affirm the voice of the voters, safeguard constitutional governance, and help inaugurate a long-term, accountable Constitutional Committee formed through community consensus. It is both a procedural obligation and a proud milestone in Cardano’s Voltaire era, and we wish the best of luck to the new CC.

    A new Constitutional Committee is sorely needed, as only some of the previous CC members took their role seriously and voted with the best interest of the Cardano Ecosystem.

    I am very happy to see the replacement of the unelected seats (The Cardano Foundation, Input | Output Global, EMURGO, and Intersect) with elected members.

    This is a big step in the right direction where we can have a more democratic governance process with significantly less conflict of interest by CC members.

     This proposal marks a transition from a provisional committee led by core institutions (IOG, Cardano Foundation, EMURGO) to a more community-driven committee. It aligns with Cardano’s founding principle of decentralization.
    Diversity of Elected Members
     The newly elected committee represents a wide range of regional and cultural backgrounds, including Japan’s Cardano Japan Council. This diversity enhances global representation in Cardano governance.
    Ensuring Transparency and Trust
     The election organized by Intersect was open, verifiable, and transparent. Respecting this audited process reinforces the credibility and integrity of Cardano’s governance model.
    Continuity and Stability
     The committee members will serve staggered terms (146 and 73 epochs), ensuring a smooth transition and minimizing disruptions. This setup supports institutional stability during the governance handover.
