Regarding the proposal "Governance Incentives Framework 2026", we recognize that the overall goal of the project to build a research framework for incentive mechanisms for governance activities on Cardano is a necessary direction. However, after careful consideration, we decided to vote NO on this specific proposal.

The main reason for our decision comes from concerns about an unreasonable budget structure. Furthermore, this proposal completely leaves open the most core bottleneck in the network's current governance system: "consensus formation". While we fully agree that Cardano needs incentive mechanisms to promote community participation, the model proposed this time has not proven to be cost-effective commensurate with the funding required from the Treasury.

Therefore, we choose to vote "No" to send a clear message: we expect and are ready to support a new proposal that optimizes the budget and focuses on thoroughly resolving the consensus issue in the future.

The Cardano ecosystem is currently in dire need of a significant boost in liquidity and total value locked to compete effectively with other Layer-1 networks. This breakthrough growth will create a network effect, attracting a host of new developers and capital into Cardano.

While 120 million ADA is a substantial amount, the risk is tightly controlled through a phased release mechanism. This money is not directly given to AlphaGrowth but is held by Intersect and overseen by an independent 5-member Operating Group.

Notably, the majority of the project's compensation (29 million ADA) is performance fees. This requires AlphaGrowth to actually achieve its committed growth targets in order to receive rewards => if it fails, any unused funds will be returned to the Treasury. Sometimes, to achieve exceptional growth, the ecosystem needs large-scale strategic investments. Voting in favor is a choice that gives Cardano the opportunity to break through its current DeFi limitations.

Rationale:

Although we highly appreciate the quality of Eternl's product and use it regularly, we are forced to vote NO. The community's Treasury Fund should not become a source of long-term subsidies for projects that continuously request capital without a clear business model. The Eternl team needs to redesign the financial structure, announce detailed features and roadmap of the Pro version to prove its self-profitability, instead of continuing to depend on Treasury.

From our perspective, the current bottleneck of Cardano is not developer tooling or the lack of new technical directions. The real issue is the lack of users. When there are not enough users, there is not enough incentive for developers to come and build.

We see this as a sequencing problem. The ecosystem needs to reach a certain level of adoption before expanding into new smart contract paradigms. At this stage, even a significantly better developer experience will not drive meaningful adoption if user demand is still weak.
