    1. Not adding a CC would not only make treasury withdrawal impossible, but would also make parameter updates and hard forks more difficult, potentially putting the Cardano chain at risk.

    2. The Cardano Constitution requires that an election be held to add a CC, and one member was elected. No other entity has the resources to hold a similar election. In other words, even if we were to reject the results of this election, it would likely be a waste of time, as I am not currently aware of any entity that would want to hold an alternative election.

    3. The elected Cardano Curia members are experienced members. I had expressed the view that an individual CC would be better than a consortium CC, mainly from the perspective of CC compensation, but I have heard from Cardano Curia members that they will work without compensation. Considering this, my concerns do not apply to Cardano Curia.

    The Cardano Foundation, as a DRep, votes YES on this NewCommittee governance action. We recognise the necessity of bringing the Constitutional Committee (CC) up to the minimum size in order to ensure continuity until the next election in September 2026 (epoch 653).

    The Cardano Foundation acknowledges the need to bridge the gap between resignation of the Cardano Atlantic Council and the next committee elections in September 2026 with a new committee member appointment. This will ensure that critical governance actions between now and September 2026 can be voted on by the CC, which will be restored to a functional state.
    We trust that the new elected CC member Cardano Curia will vote promptly and conscientiously, with full consideration for the Cardano Constitution and the proper role of a Constitutional Committee member.
    Note: While this is not a counterargument per se, we also note that this NewCommittee governance action suggests that CC consideration is needed in respect of Net Change Limit governance actions. While consideration can of course be given, we do not think the CC needs to vote on such governance actions per the wording of the Constitution, which contains no such requirement.

    As a DRep, I have decided to vote YES on the Add Constitutional Committee Member proposal.

    A new CC member, Cardano Curia, was elected in the Snap election. No one disputed the election results. I have no reason to disrespect this result.

    The Cardano Curia members are well-known faces. I trust them and their ability to perform the CC role flawlessly.

    Cardano governance needs to be able to approve proposals that require CC approval as soon as possible. This governance proposal is urgent, as there are other proposals waiting in the queue that require approval from CC members.

    I am pleased that Cardano governance is able to quickly and effectively replace the retired CC member. I hope that other DReps will vote soon.

    Congratulations to Cardano Curia on winning the Snap election, and I hope that they will soon become an active CC member.

    This proposal is the final on-chain step to confirm the results of the snap election facilitated by Intersect. The election process was transparent, verifiable, and fully aligned with the Cardano Constitution. A total of 88 DReps participated, representing over 3.16 billion ADA. Cardano Curia—who received support from 33 DReps and 1.679 billion ADA—was selected through a legitimate and democratic process. We believe it is important to respect and uphold this community-driven decision.

    By approving this proposal, the Constitutional Committee will return to a full seven-member structure, enabling Cardano to resume all governance actions without limitation. This is especially important as our ecosystem continues to evolve, requiring predictable and reliable decision-making mechanisms.

    We also welcome Cardano Curia’s addition to the CC. Their expertise in governance, constitutional interpretation, and ecosystem education will contribute positively to the quality and resilience of Cardano’s decision-making processes. As Cardano moves toward greater institutional, civic, and global use cases, the presence of diverse and capable CC members becomes increasingly important.

    In short, SIPO supports this proposal because:

    I vote YES on the update committee governance action. As with the previous update committee governance action, Intersect helped facilitate an off-chain election via the Ekklesia platform to determine the candidate put forth here. I will continue to praise the Ekklesia platform for its accessibility to CLI and multisig DReps, a standard of login I still hope to one day see across the wider selection of Cardano governance tooling. DReps had time to vote one choice from a selection of five candidates and after a close outcome between the top two most voted candidates, Cardano Curia is the candidate being put forward here.

    It is essential for the continuation of Cardano governance that a new Constitutional Committee member be installed as soon as possible after the retirement of the Cardano Atlantic Council resulted in the Committee falling below the committeeMinSize parameter of 7, as mandated by the ledger. As a competing candidate in this election, I acknowledge the votes of the DReps who participated and vote YES on this proposal.

    In order to avoid a similar scenario in the future I would also support updating the CC with 1-2 more members soon so that the Committee size has a buffer between its’ committeeMinSize and its’ current operating size. I have advocated for this since the Cardano Summit in Berlin last month and will continue to whenever the topic arises. I understand calls to reduce the committeeMinSize in the future but this will take time as the Constitution lists it a parameter “Critical to the Governance System” and has certain time-bound requirements to it before an action can be submitted on-chain. Simply voting in more members is the quickest and easiest solution to this risk right now.
