    I have read these and did not identify any major issues.

    There are some concerns, such as the fact that TVL KPIs are listed first and that their definitions seem somewhat vague. However, even taking these into account, the risks of moving forward with Catalyst, CBDAO, and Treasury Withdrawal without a Vision or KPIs are extremely high. Even if we read this many times and identify 100 small improvements, I believe that the first version should be approved as soon as possible.
    If there are no major issues, I personally think it would be best to approve this first and make small improvements after approval.

    The formulation of KPIs will not only have medium- to long-term effects, but is also expected to have the following short-term effects, which will greatly help the ecosystem from January 2026:

    • It would be great if this were approved before the start of Catalyst F15 on January 12th, and an efficient F15 proposal that is deeply compatible with this roadmap would be listed.
    • The weekly DM inquiries about Treasury Withdrawal could be discussed mainly based on compatibility with this Vision and KPIs.

    The proposal focuses on all the important topics that I perceive as important for Cardano, especially scalability, privacy, and adoption. I appreciate the focus on topics such as post-quantum readiness, client diversity, and DID.

    I could perhaps imagine some KPIs to be more ambitious; on the other hand, I appreciate that the estimates are realistic.

    Some KPIs seem a bit ambitious to me, for example, the one regarding the voting activity of DReps: "> 70% of active DReps (by stake) vote on 90% or more of governance actions.".

    At the end of the day, what is important is what we actually achieve, not what will be written in the document. I see the document primarily as a decision-making framework for DReps, so for me, the defined direction is more important than the KPIs.

    The document mentions the need to fund DReps, SPOs, and the CC members. Approval of the document may oblige governance bodies to approve some form of compensation. I am not sure if the current wording cannot be abused in this way, but it is definitely an issue that should be resolved once and for all.

    SPOs are currently the only governance actors that receive compensation from the protocol, although this is not related to governance. In my view, the incentive model should be changed, perhaps including ADA holders who could receive larger rewards if they delegate to active DReps, and smaller ones if they abstain or their DRep does not actively vote.

    Regarding SPOs, the document mentions incentive improvements that will concern, among other things, the K parameter and the fixed reward parameter. This is a long-neglected topic, and I am glad that it is becoming one of the priorities.

    In the context of governance, I would like to see a focus on standardization or the introduction of processes that would increase the quality of proposals. One of the goals should be to prevent excessive spending of ADA from the Treasury.

    I see an asymmetry between the various funding mechanisms.

    In Catalyst, it is possible to get relatively small funding, while the bureaucracy around submitting proposals and approving milestones is high. The winners are often decided by whales, founding entities, and DAOs, not DReps.

    In on-chain governance, it is possible to apply for millions of ADA, and there are no standards regarding submission or meeting KPIs.

    The document mentions that L2S must contribute value back to L1. I see this as a very important topic, and I hope that a viable framework will be set up.

    This is a very mixed bag of a very large number of items. There are general ideas (e.g. let's ensure very high uptime for the blockchain) to which most people are very likely to agree. But, there are also many sentiments or ideas that are more controversial (e.g. DRep incentives, SPO incentives for support of L2s, multi-asset Treasury, managed treasury, "refine the ecosystem's tokenomics"). There are items in that latter category that may or may not be even directionally desirable. But, in any case , I think it would be far premature to commit to all these ideas at once for a timeline going all the way to 2030. Dealing with each of these items individually would be vastly superior from my perspective. Agreeing to all these things in one fell swoop without more detail or discussion doesn't seem prudent or desirable.     Compared to the previous version of the proposal, this is definitely a step forward. However, overall it still feels to me like a vote For everything good and against everything bad. This is probably because the document is very broad and touches on a wide range of issues that are difficult to properly frame and address within a single proposal. Maybe it's worth considering each of these points more narrowly and separately?

    In any case, as I mentioned before, this version of the proposal looks much better, so this time I will not vote No, but will Abstain instead, effectively excluding my vote.

    The proposal has multiple good points & same bad ones too. First of all, I appreciate the effort of trying to "unify" the community behind one vision. The reality is that Cardano lacks this kind of vision. Realistically speaking there was a time when Cardanos traffic was mostly due to NFTs but focus was not shared by the founding entities & supported by most of the community. I believe if we would've a more joint vision back then, it would've helped Cardano a lot.

    I also appreciate all the interviews that have been undertaking by the Product Committee, I went through the Gitbook to look at the companies and was pleasantly surprised to see names such as Maerki Baumann on there.

    A point I definitely support is: "Actively manage the treasury & network economics actively: evolve from a passive pool to a yield-generating, multi-asset treasury, ensure L2s return value to L1, and SPOs are economically incentivised to secure the network over the long term."

    Now what I don't like about this proposal is the relative lack of clarity. While yes, there are some focus points, it's still quite a wide range which almost makes it pointless.

    In my opinion to really have a strong vision, we need a very simple and quick statement of a trend that Cardano is actually following that everyone can rally behind. Something like "Bitcoin L2" or "RWA Chain" or "Serious AI Chain".

    That leads me two my second main critique point. Quote: "2. Create robust on-chain demand: focus on DeFi, RWA, supply chain, and payments, while making Cardano usage “invisible” for users and enterprises."

    Focusing Cardano on RWA's does not make any sense. It's a lost battle. Yes, there can be RWA projects on Cardano but as of today there is almost none. All the big RWA players are on other chains. Why run after a trend we can not win?!

    The same with Supply Chain. What Supply Chain projects does Cardano have? Almost none.

    Another point: I see no mention of NFTs or AI in this proposal, rendering both of my main projects as outside the scope of the official Cardano Vision if the proposal gets passed. Yes, the time for NFTs might be over but still many of the biggest projects on Cardano that lead most of the transactions are/were NFT projects. Additionally, the only large Enterprise deploying Millions of Capital on Cardano right now does so for an AI project, which also is out of scope for this vision.

    Now to the KPIs. The KPIs themselves are good, onyl 3 main KPIs, very clear & very focused. But the KPI goals are a bit strange. No idea where these numbers are coming from but I think the proposal would've benefitted more from focusing on tracking these KPIs, not on setitng random goals.

    KPI targets without an owner are useless in my opinion.

    Everything else is fine. But because I personally don't think this vision supports my own projects & what I'm focused on as a builder, I can not vote yes.

    As a dRep deeply invested in Cardano's long-term success, I've reviewed the updated Vision and Strategy drafts alongside the governance action proposing their adoption. While I appreciate the ambition to outline a path toward success for Cardano, these documents fall short of being actionable or unifying. They also feel too broad such that it will be difficult to get everyone on the same page or hold anyone accountable for meeting the stated KPIs.

    Both the Vision and the Strategy give off the impression that, "We're gonna do absolutely everything really well" but with little guidance on how exactly we are going to do that. The KPIs are great aspirations but we have little direct control over them. I propose using Measures-of-Performance (MoP) for how well we perform those things we do have direct control over. Similarly, we can use Measures-of-Effectiveness (MoE) to see if the things we actually did resulted in the effects that we want to see. From there I think it would be better to identify the most high-impact items and either focus on them one pillar at a time or in structured Eras like we did with the previous Cardano roadmap.

    Finally, I think that if we want to live up to the stated vision of being the "most secure, reliable and censorship-resistant blockchain" then we need to have the moral courage and the political will to adjust certain incentives and parameter settings that have been stale for many years. The language in the SPO Incentives section about keeping the pool distribution where it is implies that the status quo is sufficient. But it is my strong belief that there is much improvement to be made there.

    For these reasons I think that the Vision and Strategy documents still need some more work and am voting NO on this proposal.

A strong Vision and Mission strategy establishes measurable KPIs, which in turn create clear direction and accountability around what we are trying to achieve. More importantly, it provides a shared operating guide for everyone involved across Intersect, the executive function, IOG, the Cardano Foundation, and Emurgo. It shows how to align effectively with the broader community rather than working in silos.     The previous proposal was rejected by the community for valid reasons, including unclear KPIs and a top-down approach. This revised framework, however, is the direct result of an extensive, community-led consultation process. It replaces vague financial targets with measurable, practical KPIs like TVL, MAU, and a revenue goal denominated in ADA. The new five-pillar structure provides a clear and actionable framework that dReps can use as a strategic filter when evaluating future funding requests.
    Crucially, this document serves as a "measuring stick," not a constitutional mandate. It informs our voting but does not compel it, leaving our discretion as dReps fully intact.
    While I maintain significant reservations about certain concepts, specifically the 'Managed Treasury,' approving this broader strategic framework is not an endorsement of that single element. Instead, it acknowledges it as a topic for future, rigorous debate. Any subsequent proposal to implement such a system will require a far higher standard of detail and scrutiny.

    I vote YES on the Info Action titled “Cardano 2030: Vision, Mission, Strategy Framework and KPIs”. The proposal provides detailed documentation as to the breadth and depth of community input that has gone into this proposal (which is in stark contrast to the absolute lack of it provided in the update constitution action also currently up for vote). Data collection methods have included workshops, focus groups, surveys and business calls, with outputs recorded and links provided at the outset of this proposal.

    As an Info Action it has no on-chain impact and as with other items approved via Info Action, such as a Net Change Limit, it serves as more of a social construct than one enforceable on-chain. There is always the risk, or likelihood in this instance, that the agreed upon strategy will change over time as the technology and ecosystem itself evolves, therefore it is great to see the inclusion of immutable copies of this initial proposal which can serve as a reference point at such times when the strategy needs to be reviewed in the future.

    While not perfect, this proposal does offer some much-needed direction for the ecosystem now that the original five eras of Cardano development are largely complete. I hope this proves as a useful starting point that can continue to be iterated upon as time goes on so that it can adapt to evolving technologies, broadening use cases and accommodate new participants in the ecosystem.
