The Cardano in Oceania governance proposal merits serious consideration and clearly would provide value. However, it aligns closely with many very similar Catalyst proposals in form, scope, and scale. Evaluating similar proposals concurrently allows for direct comparison, better prioritization, and more efficient use of funds. Letting each proposal go through its own direct vote weakens the cumulative knowledge and institutional continuity within the Catalyst framework, and will overload the direct voting process.
Because this proposal lies squarely in the domain that Catalyst was created for, I can not approve it directly as an end-run around that system and its checks and balances where it properly belongs.

While I support the spirit of this initiative, I cannot back it in its current form.
My reasons:
The proposal leaves too many unanswered questions:
• Which countries/cities will actually be covered?
• Who is the BD Lead, and what’s the hiring/timeline?
• Where are the early partner LOIs/MOUs to prove traction?
• Who is delivering the hackathon (director, venue, mentors, post-event support)?
• What are the Pacific Island partnerships & multilingual education plans?
• Who is the independent auditor?
• How will the ₳100k Ikigai reimbursement be managed without crowding out program delivery?These gaps make it hard to judge ROI and accountability, despite the proposal being constitutionally compliant.
Conclusion:
I respect the proposers and the intent, but until there is a clearer definition of scope, partners, and deliverables, I cannot vote to allocate ₳778k.For 2026, I’d welcome a revised submission with stronger BD leadership, defined regional coverage, and proven early traction.

I am voting Yes on this proposal because I see strong potential in Oceania as a testbed for Cardano adoption. That said, given that this Info Action appears unlikely to pass at this stage, it may be best for the team to pursue Catalyst funding in the short term. This would allow them to deliver visible, high-impact results, build measurable traction, and strengthen confidence before seeking a treasury withdrawal. Nonetheless, I support this initiative because at this stage in Cardano’s growth we need more pathways for real-world adoption. Cardano is already a technical achievement, but without tangible use cases and compelling success stories, adoption risks falling behind other chains. Oceania is well-positioned to help close that gap, and this proposal is a step in the right direction.

The proposition has strategic merit and could become an excellent regional program, but in its current form it asks the treasury to perform a leap of faith. That is not how responsible custodians should operate when approving 778k ADA.
Strategic intent is strong, but the submission is high on narrative and light on the essential governance requirements we need to prudently release treasury funds. For 778k ADA I've to see granular deliverables and evidence that identical or similar work is not already budgeted elsewhere (regional DRep activity, existing ecosystem funds, IOHK/EMURGO/CF initiatives, SPOs, local community grants). The proposal claims alignment but does not map overlap or show coordination agreements. Without that mapping we risk fragmented effort and wasted spend.
I will not approve budgets that prioritize more parties, more hackathons, or influencer blitzes without iron-clad, measurable pathways to paying users and lasting references. If a proposal cannot demonstrate that each ADA spent produces traceable, market-validated outcomes, then it is ineffective and cannot be justified from the treasury.
If you want my support for region programs, bring measurable pilots, customer-signed MOUs, staged funding, and a plan to convert outcomes into repeatable word-of-mouth referrals. That is how Cardano convinces institutions — not with another party event.
