Maintenance activities are undoubtedly critical, and I would be prepared to support a revised proposal from IO that provides greater transparency regarding the scope of work being performed. Such a proposal should also include a clear strategy for knowledge transfer and capability building, enabling other teams within the ecosystem to progressively acquire the expertise required to perform these maintenance activities.

In addition, greater visibility into the effort, costs, and roles of subcontractors would allow the community to better assess which activities could potentially be contracted directly in the future. Under such a model, IO could continue to serve as the prime contractor, providing oversight, prioritization, coordination, and quality assurance across the various workstreams.

Looking ahead, an ideal outcome would be that by Q4 2026 or Q1 2027, Cardano is in a position to open at least part of the maintenance work to a competitive bidding process among multiple qualified teams. This would strengthen resilience, foster ecosystem growth, and further advance Cardano’s decentralization objectives.

After considering the topics, and engage with the Cardano community in my last posts on Twitter (see ref : https://x.com/sachs_johnny/status/2057466309625962756 ), I have changed my vote to NO, as it is important for Cardano to move into the direction of operation resilience.

Indeed, maintenance activity is crucial, and I would support a new proposal of IO in this regard, where all the tasks are mentioned, and also, IO is working towards “teaching” to others, how the maintenance can be performed.

Additionally, this new proposal would provide visibility into the level of effort or costs of the various subcontractors, in order the community could think about outsourcing contractions directly, while keeping IO as the general contractor for the proposal, while also oversse, prioritie and coordinate the work.

Ideally, in Q4 2026 / Q1 2027, we could have a competitive bidding about various teams performing the maintenance of the blockchain.

Honestly, this amount seems very high, but we need some type of maintenance for the Cardano blockchain.

As I said, all the future non-critical proposals will be rejected following the acceptation of these few big proposals, as it is important that the spendings stay under control.

Any proposal that receives approval should first demonstrate tangible delivery before being allocated additional funding. They will not get anymore money in the future.

What the ecosystem actually needs and wants
What is critical for scaling, improving security, or supporting builders

The current spray-and-pray approach is not delivering meaningful results.

I'm open to collaborating on shaping a more strategic and targeted plan. However, allocating 6M ADA for broad event spending, without a focused execution strategy, does not align with Cardano’s current priorities.

Cardano’s strength lies in its Champions. Marketing efforts should center around them, and the ecosystem should actively support and develop more of these visible leaders.

Similar to my vote on Intersect, I question the current approach of the Open Source Committee (OSC). Its members were not elected on-chain, and I believe a broader reform of the governance model surrounding such committees is needed.

In my view, every committee—particularly those with strategic or budgetary responsibilities—should be led by an elected board. That board should then be responsible for proposing a clear strategic plan and corresponding budget.

While I fully support the development of open-source capabilities within Cardano, funding decisions should be made with greater transparency and granularity. Rather than approving a single allocation of 5.8 million ADA, I believe each item should be voted on individually, with proper structure and visibility.

For these reasons, I am voting NO on the current proposal.

The recent proposal to support alternatives outside the 39 governance proposals marks, in my view, a decisive misstep. For this reason, I will be voting NO on the proposal.

I believe Intersect requires structural reform, including the establishment of a transparent, on-chain governance board and a revised decision-making process. Rather than proceeding under the current framework, I support pausing its operations, redesigning its governance structure, and bringing the proposal back to vote once a credible and community-aligned solution is in place.
