    Our initial 'no' vote was based on financial and funding concerns, which have been addressed by additional information from the NFTCDN team, found in the reference materials.

    This proposal funds a free Native Asset Content Delivery Network (CDN) for all Cardano developers for 18 months. This infrastructure solves a complex and expensive problem for builders, and the service is already trusted and utilized by key ecosystem projects like the Eternl and Vespr wallets. Making it free removes high-cost barriers, especially for low-revenue and non-profit projects.

    Key points that justify this change:

    • Addressed Financial Concerns: The NFTCDN team provided a clear budget breakdown for salaries and infrastructure costs based on current usage patterns.
    • Clear Long-Term Strategy: The 18-month funding period is strategic. It will be used to gather meaningful data to allow DReps to vote on one of three sustainable future paths for the service: making it open-source, decentralizing it, or transferring ownership to a non-profit.
    • Appropriate Funding Venue: Our initial assessment suggested Project Catalyst as a more suitable venue. However, the NFTCDN team clarified that no appropriate funding category exists in Catalyst for this type of infrastructure project, which led them to the Treasury Withdrawal process.

    We now consider this proposal to be a suitably justified, strategic investment in public infrastructure that offers a clear path to long-term sustainability and provides immediate value to the entire Cardano developer community.

    This document provides an aggregate rationale for the Cardano Foundation DRep’s votes on all Treasury Withdrawal GAs stemming from the approved “Cardano Blockchain Ecosystem Budget - 275M ada Administered by Intersect” (gov_action1u9x73kwufaxa70lfy59g4ynwyrcsaxdcd0gxzzmh67s9fxq4j8hqqk2phgh).

    Our approach is designed to ensure both transparency and efficiency, applying a consistent evaluation framework (see here; the “Evaluation Framework”) to each proposal while presenting our reasoning in a single, comprehensive document.

    Our current assessment remains consistent with the principles previously outlined in our public communications and our evaluation during the Ekklesia off-chain signaling phase. As no material changes have been made to the individual proposals since the overarching budget was approved, our votes on these withdrawals reflect our original assessment of them. However, we have changed our previous abstention on the Intersect proposal and our previous “No” vote for the Discover Cardano proposal to a "Yes" vote.

    Fund administration clarity is a crucial consideration for our voting decisions. While this budget is approved as a package, we expect Intersect, as administrator, to manage funds diligently, provide public transparency on contracts, and ensure robust oversight, holding recipients accountable for deliverables.

    I am updating my vote vote to YES on the current proposal to fund a free Native Asset CDN for Cardano developers. My first instinct is the price tag seems steep for the value-add received. After speaking with community developers and projects I now better understand how some projects rely on this tech. That being said, projects should be self-sustainable, and I will be looking for the projects relying on NFTCDN to have become self-sustainable when when reconsidering additional funding. Let's give them a bit more runway to ensure our projects have the best footing possible

    I have a hard time justifying funding free access to a service for 18 months from the treasury without knowing what happens at the end of that time period. While I appreciate that the problem outlined in the proposal is real, I do not feel that the treasury should be used to subsidise access to a service in this way. While not originally one of my selections during the Ekklesia budget reconciliation process, I have decided to vote against funding this proposal at this time.
