On voting: I'd rather not turn this into a contest — scoring one late contributor's record against another's to decide who is "worthy" of a name feels wrong to me. So unless a proposal is clearly unreasonable, I'll vote YES on naming actions as a rule, which means I may vote YES on several at the same time.

SIPO DRep votes YES on the Info Action naming the Protocol Version 12 hard fork "von Bergen".
The action proposes naming the Protocol Version 12 hard fork in recognition of Fabian von Bergen, known in the community as Zyroxa. Fabian had been part of Cardano since the Incentivized Testnet, operated the Tempus Stake Pool, served as a Cardano Ambassador from the earliest days of that program, and was a familiar and candid voice on the Cardano Forum. He died in January 2026. The action was submitted by a group of Cardano Ambassadors.
SIPO supports it, on the same reasoning it recorded when voting Yes to naming the Protocol Version 11 hard fork after Max van Rossem. Cardano has a long-standing practice of naming hard forks in ways that reflect its history and the people who built it, and that practice is not cosmetic. A ledger is a record, and what a chain carries in its version names is part of how it remembers. Recognising someone who gave years to this ecosystem, in the permanent vocabulary of the protocol itself, is a reasonable thing for a community to do, and SIPO judges the action on that basis rather than on sentiment alone.
SIPO addresses the dissent recorded by the Constitutional Committee directly, because it deserves an answer rather than silence. Cardano Japan Council voted that this action is unconstitutional under Article 2, Section 6, Paragraph 1, on two grounds: that the off-chain reference is a mutable HTTPS URL rather than an immutable one, and that the submitted document does not meet the standard of a legible, standardised format.
SIPO has verified both claims, and both are correct. The anchor is an ordinary web address whose contents can be replaced, where every other action currently before DReps uses a content-addressed ipfs:// reference. The on-chain hash does presently match the document, so nothing has been altered; the exposure is not undetected tampering but permanence — a link that rots or is replaced leaves the reference unverifiable. The formatting objection is also well founded: the title carries U+201C as both its opening and its closing quotation mark, and public indexers report the metadata as failing format validation while the hash matches, which points at format rather than integrity. SIPO records the plain fact that a proposal intended to make a name endure has been anchored in the least durable way available to it.
SIPO nonetheless votes Yes, because the question before a DRep is not the question before the Committee. The Committee's mandate is constitutionality. A DRep's is whether the action should proceed, and what the community's will is. This is an Info Action with no ledger effect: it changes no parameter, moves no funds, and initiates no fork. Tingvard, abstaining, drew the same distinction and signalled support for the substance. SIPO does not consider a mismatched quotation mark a reason to withhold recognition from a person who is no longer here to correct it.
SIPO's expectation is narrow and forward-looking: that Info Actions, and memorial actions above all, be anchored with content-addressed ipfs:// references. An action whose whole purpose is that a name should remain known to the ledger ought to be recorded in a form that still resolves when someone looks for it years from now. SIPO would support this same proposal again submitted that way, and encourages the practice as a standard for future submissions.
The proposal closes with the wish that Fabian's name remain known to the ledger. SIPO shares it. This vote is SIPO DRep's recorded position.

I vote ABSTAIN on the info action to "Name the Protocol Version 12 hard fork "von Bergen"" (48bab0ca71cc46...b893#0).
The Cardano community finds itself in the unfortunate position of having lost a number of prominent ecosystem members and contributors in recent years. This abstain vote is in no way a refusal of Fabian von Bergen's contributions to the ecosystem, which were many, having been an early participant and ambassador for the ecosystem. However, this governance action dropped in the same week that the Hard Fork Working Group were having intense discussions across their two meetings that week about the future naming of hard forks and how best to honour the unfortunate passing of numerous community members in recent years. While this was the first info action to reach the chain, it is already widely known that there was an intention for a similar motion for Gregg Morgan of BONE pool. Protocol engineers have also felt that the memory of close colleague Alexander Esgen had been forgotten about following the community decision to name the previous hard fork after Max van Rossem. Some community elements feel aggrieved from further back still, following the passing of Sean Davies in December 2024, founder of the Working Dead NFTs, educational platform Work Courses (now Widsom Courses) and Poki Portfolio. Then there is the case for Steven Lupien, Intersect Board Chairman and prominent blockchain advocate from the University of Wyoming, who sadly also passed in recent months.
All in all. While hard fork naming has been a fitting way for honouring the unfortunate passing of ecosystem and community contributors in the past, it should not become a grief competition as to who is more deserving. Which is why I am in favour of the proposal put forth by Adam Dean in the Hard Fork Working Group that a new "In Memoriam" section being added to the hard fork initiation action metadata would be a more fitting way to remember all of those that the ecosystem and community may have sadly lost since the previous hard fork.
Additionally, the proposer of this action unfortunately did not store the metadata on an immutable location as mandated by the Constitution and as such will likely be considered Unconstitutional. Article II, Section 6(1), "The document hosted by such a URL shall be immutable and incapable of being altered after submission".

It requests no treasury funds, involves no ADA burning, and changes no protocol parameter. Intersect's Hard Fork Working Group has separately stated its intent to name the next hard fork after Alexander Esgen while adding an In Memoriam section to the governance action metadata honouring other recently departed contributors — and has explicitly acknowledged this Info Action, inviting community input on names for that section.
Dracula DAO holds the impulse behind this action in genuine respect. Cardano has, in the naming of the 'van Rossem' hard fork, established a practice of commemorating the people who built and defended this network, and that practice is worth keeping. The community members who sustain a protocol across years of unglamorous work deserve to be remembered in the permanent record of the chain, and an on-chain Info Action is a legitimate way for the community to raise a name that a working group might otherwise overlook.
Dracula DAO abstains because this is not a question our mandate equips us to arbitrate. Our voting philosophy governs the stewardship of treasury funds and the long-term technical direction of the protocol. It offers no principled basis for ranking one departed contributor's memorial against another's, and we will not manufacture one. The Hard Fork Working Group has proposed a resolution that honours both nominees — Esgen in the fork name, von Bergen among the names recorded in memoriam — and that process is already open to the community feedback this action is seeking. A DRep vote weighted by delegated stake is a poor instrument for settling a matter of remembrance; the working group's consultative process is a better one.
Dracula DAO records no objection to the name 'von Bergen' and would raise none were the Hard Fork Working Group to adopt it. We register this abstention as deference to that process, not as indifference to its subject. On the substance of Protocol Version 12 — its ledger changes, its readiness thresholds, and its activation — Dracula DAO will vote on the merits when the hard fork action itself comes before us.

ALPHAGROWTH: YES. I support this proposal because growing Cardano's DeFi ecosystem, liquidity, and competitiveness is a strategic priority. While I would have preferred stronger attribution and performance metrics upfront, I believe the proposal contains sufficient milestone-based funding, reporting, and governance oversight to justify support. On balance, the opportunity cost of delaying a coordinated growth initiative outweighs the remaining execution risk.
Bifrost: NO. While I support Bitcoin interoperability as a concept, I am not convinced this proposal sufficiently demonstrates the value it will create for Cardano relative to its cost. This is the first phase of a multi-phase initiative that explicitly anticipates a future Treasury proposal for launch and operations, yet the proposal primarily relies on the expectation that Bitcoin liquidity and activity will naturally translate into meaningful value for Cardano. I would have preferred stronger evidence that this infrastructure is likely to drive measurable adoption, on-chain economic activity, and sustainable benefit to the ecosystem before committing Treasury funding to a longer-term roadmap.

Cardano Enterprise Ticketing: ABSTAIN. I support enterprise adoption as a strategic priority for Cardano, and I believe this proposal represents a legitimate opportunity. However, I remain divided on whether this is the right path for funding initiatives of this nature. I would have preferred to see enterprise opportunities evaluated through a dedicated catalyst or accelerator-style program rather than as standalone Treasury withdrawals. Given that uncertainty—and the broader community's differing views on the appropriate funding model—I am abstaining.

RCADA fully supports the intent of this Info Action. Fabian von Bergen, also known as Zyroxa, was a long-standing Cardano community member, SPO, Cardano Ambassador, Forum contributor, and respected voice in the ecosystem. Naming the Protocol Version 12 hard fork “von Bergen” would be a meaningful tribute to his contribution and a respectful way to preserve his name in Cardano’s history.
RCADA does not object to honouring Fabian. The proposal is non-financial, symbolic, and community-focused. It does not request Treasury funds, does not change protocol parameters, and does not create operational risk for the network.
However, RCADA also takes governance process seriously. The Constitutional Committee concerns appear to relate to the form of the submission, not the substance of the tribute. Specifically, the objection raised is that the off-chain metadata document is hosted at a mutable URL rather than through an immutable content-addressed source. This creates a potential issue under the Constitution’s requirement that governance-action supporting documents be immutable and incapable of being altered after submission.
For RCADA, this creates a difficult balance. On the one hand, the intent of the action is honourable and appropriate. On the other hand, metadata immutability is not a trivial technicality. It is an important governance safeguard that helps ensure DReps, SPOs, the Constitutional Committee, and the wider community are all evaluating the same final version of a proposal.
RCADA therefore abstains rather than voting No. A No vote could be misunderstood as opposition to recognising Fabian, which is not RCADA’s position. RCADA’s abstention reflects support for the tribute while also acknowledging the procedural concern raised around the submission format.
RCADA would welcome the action being resubmitted with immutable metadata, such as IPFS or another suitable content-addressed source, so that the community can support the tribute without the same constitutional-process concern.
With respect to Fabian von Bergen and his contribution to Cardano, RCADA abstains on this submission while supporting the spirit of the proposal.
