My rationale:
UTxO RPC is useful open-source infrastructure that provides a standardized interface for interacting with UTxO-based blockchains.
It defines common methods and data structures through Protocol Buffers and provides SDKs for several programming languages, including Rust, Go, Node.js, .NET, Haskell, and Python. This can reduce integration complexity and allow developers to use the same interface across different Cardano node implementations and infrastructure providers.
The work is publicly visible across multiple GitHub repositories. The specification, SDKs, generated packages, documentation, and integrations are actively maintained.
There is also evidence that UTxO RPC is becoming a real ecosystem standard. Dingo includes a native UTxO RPC server, and the Haskell Cardano node contains UTxO RPC query, transaction submission, evaluation, and testing functionality.
This is important for Cardano. Alternative node implementations should not require developers to use completely different APIs. A common integration standard can reduce ecosystem fragmentation and make it easier for wallets, dApps, infrastructure providers, and developer tools to support multiple node implementations.
The previous maintenance period resulted in visible work, including governance support, transaction evaluation improvements, new query functionality, SDK updates, release automation, dependency maintenance, and fixes to broken generated packages.

The claim that Amaru has already adopted UTxO RPC may also be stronger than the currently visible implementation. However, adoption by Dingo and the Haskell node is sufficient to demonstrate that the project has practical ecosystem value.
These shortcomings are not sufficient for me to reject the proposal. UTxO RPC has a clear public-good role, the work is transparent, and TxPipe has demonstrated that it is capable of delivering.

We are changing our position from the initial NO during the Intersect Budget process to ABSTAIN.
UTxO RPC is open-source, reusable, ecosystem-wide infrastructure, and we recognize both its value and TxPipe’s delivery record. This is much closer to the type of work the Cardano Treasury should support.
However, we are still not fully comfortable voting YES. The proposal would benefit from clearer maintenance KPIs, usage/adoption reporting, issue-resolution targets, contingency rules, and long-term sustainability logic.
This is not a rejection of UTxO RPC or TxPipe. It is a signal that even valuable open-source maintenance proposals should come with clearer success metrics and reporting.

RCADA supports this proposal because Dolos is useful open-source infrastructure for the Cardano developer ecosystem. It provides a lightweight, resource-efficient way for builders, tools, and infrastructure operators to access Cardano chain data without the full overhead of traditional node and indexing setups. This supports developer experience, infrastructure resilience, and long-term ecosystem sustainability.
The proposal is clear and appropriately scoped. It funds 12 months of maintenance and enhancement work, including dependency updates, Cardano protocol compatibility, performance improvements, bug fixing, documentation, community support, contribution review, and AI-friendly developer resources.
RCADA also notes that this is a continuation of prior maintenance funding rather than a speculative new initiative. TxPipe has a strong reputation in the Cardano ecosystem and a credible delivery history across open-source infrastructure projects. Prior funding should not create automatic entitlement to future Treasury support, but in this case it supports confidence in execution.

This withdrawal passed the required Intersect Budget Process support threshold and will use the 2026 Treasury management smart contract framework, including oversight, milestone-based disbursement controls, and public dashboard visibility.
The requested amount of 540,750 ADA is reasonable for the scope and category of work, consisting of 525,000 ADA for Dolos maintenance and enhancement plus a 15,750 ADA Intersect administration fee.
RCADA’s support comes with standard expectations around transparent reporting, visible repository activity, milestone delivery, issue resolution, useful documentation, community responsiveness, and evidence that Dolos remains valuable to developers and infrastructure operators.
On balance, this proposal is open-source, infrastructure-focused, clearly scoped, process-approved, and delivered by a team with a credible track record.
