This proposal addresses a legitimate need: the long-term sustainability of Cardano’s open-source infrastructure. However, I cannot support it in its current form.

The structure places final control over 4.094 million ADA with a single administrator, while the proposed councils remain advisory and have no binding authority. At the same time, the program attempts to establish a legal entity, operate multiple funding programs, maintain two councils, fund critical projects, run mentorship initiatives, and provide audits within twelve months. The compensation allocated to the people expected to manage and deliver this work appears insufficient, and several budget calculations require clarification.

The objective is worthwhile, but the governance safeguards, budget accuracy, and execution plan are not strong enough for a treasury withdrawal of this scale. A revised proposal should include milestone-based withdrawals, shared control of funds, corrected financial calculations, and a more realistic scope.

For these reasons, I vote No.

Eligible DeFi protocols – Which projects will qualify for the liquidity budget, and what selection criteria will the committee apply?

Dashboard specifications – Which metrics and features will the tracking tool include to guarantee full transparency and robust oversight of deployed funds?

I look forward to these clarifications so that I may revisit my position with a more comprehensive understanding.

While I support the idea of reducing the Net Change Limit to 250M ADA, I believe there are still key elements missing for us to have a fully informed discussion on this matter.

At this stage, we lack a clearly defined roadmap for budgeting, spending priorities, and long-term treasury strategy. Without this context, setting a strict limit could be premature or disconnected from the actual needs and goals of the ecosystem.

That said, I appreciate this governance action as a temperature check — an important step to raise awareness and spark community reflection. It highlights how much work we still need to do to build a solid foundation for treasury management.

In short, while I agree with the proposed adjustment to 250M ADA, I see this not as a final decision, but as an opportunity to initiate the broader conversation we still need to have.

I fully support the roadmap because it addresses critical areas that will shape the future of Cardano.

Scaling layer 1 is essential to accessing new markets. If we can overcome the challenges of increasing speed without sacrificing security or decentralization, Cardano will be in a strong position to compete at a global level.

Enabling DeFi for Bitcoin through Cardano is a brilliant idea. Bitcoin has massive liquidity, and allowing it to interact with decentralized finance on Cardano will open up entirely new opportunities for the ecosystem.

Midgard is a must, and Hydra needs to continue progressing. High-throughput, low-fee solutions are crucial for the usability of Cardano, and both of these technologies are key to that goal.

Peras is vital for transactions involving stablecoins and business adoption. In real-world business applications, transaction finality is a core security requirement. Faster confirmation times will make Cardano a much more attractive option for merchants and institutions.

Improving the developer experience is critical. More developers mean more dApps, and maybe even the birth of a unicorn startup within the Cardano ecosystem. We need better tooling, APIs, and documentation to lower the barrier to entry and encourage innovation.

We need to focus on DeFi in Cardano, especially stablecoins, Soulbound Tokens, and DIDs (decentralized identities). These are foundational pieces for financial and identity applications that can bring real-world adoption.

Diversifying node implementations is great, but it’s a massive task. There are excellent teams working on this, but it requires a lot of effort and coordination to ensure security and compatibility across implementations.

Regarding incentive improvements, before voting on changes, I’d like to have clarity on the hardware specifications required to run Leios. We need to understand the real impact on stake pool operators before modifying incentive structures.

A0 is important for the protocol, but it could become a trigger for centralization of computing power. Ensuring regional diversity is also a form of security, and we need to consider that when discussing protocol-level changes.

Reducing the Treasury tax from 20% to 10% makes sense because Cardano’s growth depends on economic activity, not hoarding ADA in a treasury that already has more than enough.

Right now, the Treasury holds ₳1.67B, and even with the tax cut, it will keep growing, reaching ₳2.2B in 10 years at 10%. That’s a massive amount, and we’re not even considering the ADA that sits unused.

Imagine a town where 20% of every paycheck goes into a community fund. Over time, the fund grows so much that it has way more money than it can even spend on schools, roads, and hospitals, while businesses and workers have less capital to invest and grow.

Now, what happens if the tax drops to 10%?

  • The fund still grows, just at a more efficient pace.
  • People and businesses have more to work with, driving investment and economic activity.
  • With more transactions and growth, the fund ends up collecting even more money over time.

That’s exactly what’s happening with Cardano. The Treasury is well-funded, and keeping the tax too high just slows down growth. The priority should be getting more people staking, boosting DeFi, and increasing network activity, not just stockpiling ADA forever.

If we leave the tax at 20%, we make staking less competitive, slow down DeFi adoption, and limit ecosystem growth. Meanwhile, other blockchains keep expanding because they make it easier for users and developers to engage.

The problem isn’t having a full Treasury. The real problem is not putting those funds to work while limiting network growth.

A 10% tax keeps the Treasury strong, but allows the rest of the ecosystem to thrive. Staking gets a boost, DeFi grows faster, and Cardano stays competitive instead of just stockpiling ADA.

Reducir el impuesto de la Tesorería del 20% al 10% tiene sentido porque el crecimiento de Cardano depende de la actividad económica, no de acumular ADA en una tesorería que ya tiene más que suficiente.

Actualmente, la Tesorería tiene ₳1.67B, y con el recorte de impuestos seguirá creciendo, alcanzando ₳2.2B en 10 años con un 10%. Es una cantidad enorme, y ni siquiera estamos considerando el ADA que queda sin utilizar.

Imagina un pueblo donde el 20% de cada salario se destina a un fondo comunitario. Con el tiempo, el fondo crece tanto que tiene más dinero del que puede gastar en escuelas, carreteras y hospitales, mientras las empresas y los trabajadores tienen menos capital para invertir y crecer.

¿Qué pasa si el impuesto baja al 10%?

  • El fondo sigue creciendo, solo que de forma más eficiente.
  • La gente y las empresas tienen más dinero disponible, lo que impulsa la inversión y la actividad económica.
  • Con más transacciones y crecimiento, el fondo termina recaudando incluso más dinero a largo plazo.

Esto es exactamente lo que pasa con Cardano. La Tesorería está bien financiada, y mantener el impuesto alto solo ralentiza el crecimiento. La prioridad debería ser atraer más participación en staking, impulsar DeFi y aumentar la actividad en la red, no simplemente acumular ADA sin usar.

Si dejamos el impuesto en 20%, hacemos que el staking pierda competitividad frente a otras cadenas, ralentizamos la adopción de DeFi y limitamos el crecimiento del ecosistema. Mientras tanto, otras blockchains siguen creciendo porque facilitan la participación de usuarios y desarrolladores.

El problema no es tener una Tesorería llena. El problema real es no poner esos fondos a trabajar mientras limitamos el crecimiento de la red.

Un 10% mantiene la Tesorería fuerte, pero al mismo tiempo permite que el ecosistema prospere. Staking recibe un impulso, DeFi crece más rápido y Cardano sigue siendo competitivo en lugar de solo acumular ADA.
