    Action ID: gov_action12me...hmr9wx

    Vote: Yes

    Rationale
Yoroi has cast a “Yes” vote in favor of the “Defining the Cardano Vision and Roadmap for 2025 and beyond” Governance Action with the Action ID: gov_action12me...hmr9wx.

Considering Yoroi’s focus as an integral open-source infrastructure product for user usability, the roadmap provides critical initiatives specifically on two fronts that are in line with Yoroi’s future development plans for greater adoption.

Yoroi aims to unlock and provide increased utility through programmable assets

Programmable assets extend Cardano’s use cases far beyond simple transactions, offering advanced on-chain functionalities already seen in other chains. These offer more opportunities for users and businesses to leverage Cardano for services such as decentralized identity, royalty and revenue mechanisms, tokenized access membership, and regulated stablecoins. Yoroi can work to develop functionalities and features alongside these priorities if the roadmap is approved, maximizing wallet user experience and adoption of Cardano.

Yoroi advocates for Layer-2 Solutions to drive scalability and handle high-volume transactions

The roadmap shows a multi-layered approach to drive scalability, which is critical for managing high-volume transactions. Hydra’s state channels allow for microtransactions, while Midgard focuses on data-heavy dApps. This multi-layer technical architecture provides solutions for different user needs, from fast payments to more complex DeFi-related activities. This increased flexibility in Layer-2 scaling solutions allows developers to utilize tools to create high-performance applications and enables Yoroi to grow and develop more versatile services to target an expanding user base that has increasingly different specific needs.

To maintain full transparency and provide a reliable backup of the originally proposed roadmap in case of any modifications, we have uploaded a PDF version to IPFS (https://ipfs.io/ipfs/bafybeifnemav24kbi5lybmejayjz6yx36w7ff2l6clbsi2gnnqbk4ujifm)

    I will vote YES.
However, I would also like to hear honest opposing opinions from developers and researchers.
I may change my vote based on that during the voting period.

    [1]Rationale -

    1. My pledge as a DRep and the following, which have been listed in the metadata since I registered my DRep. "I vote to help Cardano grow into a platform that supports the economic identities of billions of people."
All of the items on this roadmap will hopefully help achieve this vision.

    2. I have had conversations with people who have been critical on some items, and I have heard some cautious opinions on Hydra, Nested Transactions, and Partner Chains etc. Despite these critical comments, I believe these ideas are worth pursuing and I support this roadmap and the inclusion of these items in the Cardano Budget.
However, I believe the "amount" of funding needs to be considered after further input from developers and researchers. Ideas with more negative aspects may warrant a smaller budget amount. Conversely, it may be worthwhile to consider whether items that are receiving less opposition can be given more budget to further accelerate their development.

[2] Conflict of interest - There are no conflicts of interest. While there may be some potential benefits to me in the broad interpretation of this roadmap, the straightforward interpretation is that I do not intend to be a vendor on any of the items.

    Action ID: gov_action12me...hmr9wx

    Vote: Yes

    Rationale

Regarding the Governance Action “Defining the Cardano Vision and Roadmap for 2025 and beyond” with the Action ID (gov_action12me...hmr9wx), EMURGO has decided to vote “Yes.”

We believe that a few core tenets in this roadmap for 2025 and beyond align with EMURGO’s near-term objectives in select key focus areas, which can facilitate greater commercial adoption of Cardano while being flexible enough to accommodate long-term variables that may necessitate further discussion.

While this may leave the door open to later changes that can cause greater debate, especially about Treasury management and funding, EMURGO expresses support for the following mentioned key areas that we believe will help to accelerate the commercial and user adoption of Cardano:

    Enhancing Cardano’s Technology

The Actively Validated Services (AVS) Layer for Partner Chains enhances Cardano’s ability to broaden its DeFi accessibility and scalability. This can unlock much-needed cross-chain asset management and facilitate greater DeFi activity in Cardano by supporting cross-chain DeFi applications and asset bridges to integrate with other widely adopted applications on other networks. Users can enjoy increased access to liquidity and financial services, helping to grow Cardano’s TVL and drive more assets into the Cardano ecosystem.

    Layer-1 Improvements

Leios can enhance Cardano’s security and fairness, particularly for dApps and DeFi platforms. The introduction of anti-grinding mechanisms can prevent users from exploiting vulnerabilities in consensus protocols, ensuring that the network remains more resilient to malicious activities and grows its dApps and TVL sustainably.

    Expanding the Developer Community

Cardano’s long-term expansion is mutually aligned with the continued growth of its developer community. The roadmap includes various measures to reduce technical barriers and enable greater developer activity in Cardano. These include multiple node implementations, support for popular programming languages (Rust, JavaScript, and Python), and wider integration with Web2 and Web3 infrastructures. The roadmap also focuses on improving developer documentation, tooling, and SDKs.

For full transparency and to ensure an accessible backup of the originally proposed roadmap in case of any alterations, we have hosted a PDF version on IPFS (https://ipfs.io/ipfs/bafybeifaehl6mc44cikuucohxranujivnrj4ttmcjfxj7jq6bq66ur4r4i)

I decided to vote in favor of the proposed definition of the Cardano vision and roadmap beyond 2025 because I believe it contains many important elements that will facilitate Cardano's technological evolution and ecosystem growth.

In particular, we are very excited about the increased transaction processing capacity offered by Leios. The introduction of parallel processing will enhance network scalability and allow us to process more transactions faster and more efficiently. We also believe that the application of the Active Validation Service (AVS) layer is very important because it has the potential to increase the diversity of the ecosystem by promoting collaboration with privacy-enhancing blockchains such as Midnight.

Expanding liquidity through zero-knowledge proofs is another attempt to make Cardano function as a DeFi layer for Bitcoin, creating new market opportunities. Furthermore, the introduction of Babel Fees will lower the barrier to entry and make Cardano more accessible to more users, especially if users who do not have ADA are able to trade. The improved Ouroboros Praos protocol is also expected to enhance use cases that require immediacy, such as DeFi, by improving the settlement speed.

The implementation of distributed identity with soulbound tokens will contribute to the development of distributed identity (DID) solutions and will be an important element in supporting the foundation of Web3. This is an essential measure to support sustainable network operations.

This roadmap incorporates a balance of scalability, interoperability, and user experience improvements that will both advance Cardano's technical evolution and expand its ecosystem. Against this background, I vote in favor of this proposal.

I voted YES for the 2025 Vision & Roadmap. I'm glad this document was created to allow the community to agree on Cardano's future direction.

The biggest emphasis is on both L1 and L2 scalability, which we all agree should be prioritized. Completing the Basho era is crucial in the context of the previous roadmap from 2017.

I am not entirely sure about building the PartnerChain Framework in addition to Ouroboros Leios, Peras, Hydra, and Midgard simultaneously.

Scalability is addressed from three sides, which might be unnecessary. I understand the importance of the PartnerChain Framework and appreciate that it's being considered.

Maybe we should focus on only 2 things now and not chase too many hares at once.

On the other hand, it's good to be prepared for all eventualities. Successful applications are starting to consider building their own blockchains, so having a framework that seamlessly connects all chains could be advantageous.

Ultimately, I don't mind that the PartnerChain Framework will be built. I see it as support for the Midnight project. I would like to see more focus on privacy directly in the Cardano protocol. If Midnight is delivered, Cardano can adopt some of the technologies once we deliver scalability.

I was pleased to see the emphasis on modular design. The Ethereum ecosystem has adopted this approach, offering high flexibility and adaptability.

Programmable Assets will bring new possibilities to the ecosystem, including minting USDC and USDT and building soul-bound tokens.

Cardano should be as flexible as possible to accommodate various use cases, even those not entirely aligned with Satoshi's ideals. Ideals and real business don't always align, and from the user's perspective, having the ability to choose is important.

The document mentions using ZK Proofs for building Bitcoin DeFi on Cardano, which is a direction worth supporting. In the Cardano ecosystem, we already have wallets that allow holding ADA and BTC, and further integration is desirable.

Supporting multiple client implementations is essential for a decentralized ecosystem. Combined with the focus on modularity, this is a good approach for future development.

Currently, staking rewards are not optimal. This issue will be addressed by introducing the min-margin parameter and modifying the pledge-benefit curve for a0.

I largely agree with the Vision & Roadmap described in the document.

However, in my opinion, the document could have included an approximate delivery time horizon and a rough estimate of costs.

I assume this will be a topic for further debate.

I am voting YES on the proposed 2025 Vision and Roadmap for Cardano due to its comprehensive and strategically robust approach toward enhancing scalability, security, and usability, which are crucial for Cardano's long-term success. The roadmap clearly addresses key community priorities, including Layer 1 performance optimization through Leios, expansion of Layer 2 solutions such as Hydra and Midgard, and enhancements in developer and user experience, which is essential to Cardano's adoption and, I personally believe, has been overlooked in the past.

Specifically, the introduction of Leios is particularly promising as it targets significant scalability improvements through parallel block creation, potentially positioning Cardano as a leading blockchain for high-throughput applications.

There are certain items within the roadmap that appear subjective, in my opinion, but I welcome further research, community feedback, and refinement on these topics as indicated by the iterative nature of the roadmap.

As a DRep, i have voted ✅YES on the current info action. This roadmap sounds solid to me as it is written. I think the comments about paralellization are important, the node was not optimized in that manner forever. We all have modern CPUs, lets utilize there full potential. Multi-Node development is important yes, but please don't overdue it, would just slow down our upgrade path imo. I would have loved to read a mention about post-quantum research in there, but i also think this is out of scope for a 2025 roadmap. I don't see a blocker in this one atm..

Defining the Cardano Vision and Roadmap for 2025 and beyond

A clear and community-backed roadmap is essential for Cardano’s long-term growth and success. This governance info action provides a valuable opportunity for DReps to contribute their perspectives on the proposed roadmap, developed in consultation with key technical stakeholders.

This roadmap clarifies development priorities, technological advancements, and strategic goals, while also influencing future budget proposals. By voting, DReps help optimize resource allocation and ensure a well-defined direction for the ecosystem.

Additionally, we appreciate the iterative feedback process, where the roadmap will continue to evolve based on DRep input during the voting period. This ensures that the roadmap is not just a static plan but a living document that adapts to the needs and insights of the Cardano community.

Furthermore, we believe that every item in this roadmap contributes meaningfully to realizing Cardano’s vision. It supports innovation, strengthens decentralization, and fosters ecosystem growth—critical elements for Cardano’s long-term success.

A Yes vote on this proposal is a commitment to shaping Cardano’s future together. A clear vision and roadmap bring focus to development efforts and unify the ecosystem. Therefore, Socious supports this action and votes Yes.

I am voting yes on the Info Action proposal to define the Cardano Vision and Roadmap for 2025 and beyond. I believe the proposed roadmap covers the majority of essential improvements and technologies necessary to advance Cardano.

However, there are additional items I would like to see considered, including bootstrapping P2P-DeFi, seeding stablecoin liquidity from the treasury, and further enhancements to SPO incentives. I have submitted issues and a pull request on GitHub proposing the inclusion of some of these items in the roadmap.

Additionally, I note that the metadata attached to this proposal is not immutable, as it ideally should be. Nevertheless, since this is an Info Action and does not alter the ledger state, it does not affect the outcome of my vote.

While I am grateful for the efforts that have gone into the creation of this roadmap and largely agree with the content of the proposal submitted on-chain for DRep consideration, understanding the importance of setting a clear direction for the future of the Cardano blockchain ecosystem, I have some reservations around the implementation/use of the Info Action in this instance.

Firstly, the proposed roadmap linked in the on-chain proposal is not an immutable source. (https://product.cardano.intersectmbo.org/vision-roadmap-2025) While attempts have been made to remedy this concern, post-submission, by hosting a “static” version of the initial proposal (https://product.cardano.intersectmbo.org/vision-roadmap-2025-static) it still raises the issue of the immutability of governance proposals. The proposal and linked content both acknowledge that the proposed roadmap will evolve over time, for example, the linked roadmap states, “The vision and roadmap represents a high-level overview and will be further refined and iterated upon based on ongoing research, community feedback, and technological advancements. It is based on the results of the TSC survey.” With this in mind, I feel that it would have been helpful to at least provide a link to an immutable copy of the original intent, for reference in the future and to provide some level of accountability throughout the proposed development process.

I appreciate the irony that this rationale is hosted on Github and not IPFS but my vote decision will be permanent on the blockchain regardless of this rationale. It is different to a proposal that is actively being voted on, where the very content may evolve away from what was initially voted on.

Secondly, the submitted governance action also states, “While the referenced roadmap develops, Dreps should consider submitting multiple votes to signal approval across versions” but does not outline how this proposed revision process would work. Who will be expected to raise these future Info Actions for voting on these potential changes and how often is the roadmap expected to be reviewed using this particular feedback channel during its lifespan?

Split between my general support for the proposed roadmap content and the conflicting thoughts regarding the use of the Info Action in this instance, with its mutable references, I have decided to vote abstain at this time.

Dracula DAO is generally in favor of most of the items in this roadmap and we respect the effort being put in by the Intersect Product Committee. We believe Leios, Hydra, Midgard and developer tools / experience are items that definitely belong on the near-term roadmap.

The roadmap as a whole is hard to distill down into a simple Yes / No vote, especially without any budgets and timelines. However, since this is simply a non-binding info action we are choosing to vote "Yes" to indicate to the governance community our general support of the roadmap as presented.

  • Yes15.3M ₳Rationale

I fully support the roadmap because it addresses critical areas that will shape the future of Cardano.

Scaling layer 1 is essential to accessing new markets. If we can overcome the challenges of increasing speed without sacrificing security or decentralization, Cardano will be in a strong position to compete at a global level.

Enabling DeFi for Bitcoin through Cardano is a brilliant idea. Bitcoin has massive liquidity, and allowing it to interact with decentralized finance on Cardano will open up entirely new opportunities for the ecosystem.

Midgard is a must, and Hydra needs to continue progressing. High-throughput, low-fee solutions are crucial for the usability of Cardano, and both of these technologies are key to that goal.

Peras is vital for transactions involving stablecoins and business adoption. In real-world business applications, transaction finality is a core security requirement. Faster confirmation times will make Cardano a much more attractive option for merchants and institutions.

Improving the developer experience is critical. More developers mean more dApps, and maybe even the birth of a unicorn startup within the Cardano ecosystem. We need better tooling, APIs, and documentation to lower the barrier to entry and encourage innovation.

We need to focus on DeFi in Cardano, especially stablecoins, Soulbound Tokens, and DIDs (decentralized identities). These are foundational pieces for financial and identity applications that can bring real-world adoption.

Diversifying node implementations is great, but it’s a massive task. There are excellent teams working on this, but it requires a lot of effort and coordination to ensure security and compatibility across implementations.

Regarding incentive improvements, before voting on changes, I’d like to have clarity on the hardware specifications required to run Leios. We need to understand the real impact on stake pool operators before modifying incentive structures.

A0 is important for the protocol, but it could become a trigger for centralization of computing power. Ensuring regional diversity is also a form of security, and we need to consider that when discussing protocol-level changes.

This proposal demonstrates a sincere and forward-looking approach to addressing these challenges and preparing for the future. I resonate with this vision and cast my vote in favor.

  • Yes11.9M ₳Rationale

We are voting YES on this governance action not because the various line items listed in the proposal’s external documentation meet or address all instances of growth and development of the ecosystem. Instead, as Cardano has transitioned fully into a new era, we believe that the volume of responsibility bestowed on us as a community to own and manage the ecosystem is one that is really heavy and plentiful; hence, the availability of a realistic vision, backed by a time-bound roadmap to guide our development and expenditure, is crucial to prevent us from doing things that would destruct the organic growth, security, and sustainability of the ecosystem.

We believe the line items spelled out in the roadmap are all crucial for the ecosystem’s growth. Our only feedback is that whereas the roadmap gives a lot of attention to development, a good amount of attention should also be given to educating the community about the need for these developments. We should also look at training a lot more developers for effective inclusion in the development of the ecosystem. Africa has a lot of potential in that regard, where the ecosystem could tap in by simplifying the development process and encouraging the young and vibrant minds of the region to engage through the creation of technical educational opportunities.

Re-affirming my YES vote, while there is a disconnect in the Vision an Roadmap when it comes to community engagement and involvement. Otherwise, I'm satisfied with this. While it's a short-term focus Info Action, it's important that we can look ahead to the roadmap and see where it aligns back to the overall vision. The vision aims at scalability, development security/research, and community needs. However, the roadmap focuses in on all those things except seemingly community. There are no real deliverables defined for the later in the roadmap. This is not a problem, per-say, and to an extent it's a nitpick. While the roadmap supports the visions technical aspects, it doesn't address the community-driven, ecosystem-building aspects that the vision deems necessary.
