    As a DRep, I decided to vote YES on the proposal: Daedalus Wallet Maintenance and Improvements 2026–2027.

    My rationale:

    According to the proposal, Daedalus has approximately 4,000 monthly active users. That is not even 1% of stakers, which number around 1.3M. I assume Daedalus users are primarily OGs, or a small portion of users who want the most decentralized solution possible.

    This is still a relatively small user base compared to the requested budget. From a pure adoption or user-growth perspective, this would be difficult to justify.

    However, I see Daedalus as public-good infrastructure. An open-source full-node wallet is essentially the most secure and self-sovereign solution that every ecosystem should offer, even if its user base is relatively small.

    Daedalus is Cardano’s only full-node desktop wallet for regular users. It allows users to verify the chain directly, run their own local node, submit transactions without relying on third-party APIs, and preserve a stronger self-sovereign trust model than lite wallets.

    This is important for decentralization and resilience. Cardano should not depend only on backend-based wallets, even if they are more convenient for most users.

    Daedalus maintenance is not the same as building the Cardano node itself. The core node work is prepared upstream, including Leios and Peras. Daedalus integrates and ships that node in a wallet product. Although it is necessary to integrate the wallet with new features carefully, I do not see this as deep protocol R&D.

    The proposal mentions Japanese localization. I do not consider localization alone to be a strong cost driver. The Daedalus codebase already has a structured i18n workflow, and AI tools can significantly reduce the cost of generating translations. Adding draft translations for additional languages should be relatively inexpensive.

    A key reason for my YES vote is that the proposal includes improvements that make Daedalus more useful, especially CIP-30 support. Today, Daedalus users are largely excluded from the dApp and DeFi ecosystem unless they switch to a browser wallet. That is a serious limitation. If Daedalus is supposed to remain relevant, full-node users need a path to interact with dApps without fully abandoning the benefits of the full-node wallet model.

    At the same time, I have reservations.

    The proposal does not provide enough FTE transparency. It gives a total labor budget, but it does not clearly break down the number of FTEs, hourly or monthly rates, named roles, or allocation between maintenance, new features, support, and architecture assessment.

    This is tolerable only because the IO did not provide this information either. However, DReps should strictly require it from the next NCL period.

    For future funding requests, I expect more details. DReps should be able to understand what team size is being funded and how the monthly burn is justified.

    Eternl decided to implement a sustainability plan. Wallets should not rely on subsidies forever. Especially since if we only support some wallets from Treasury, we are picking winners and putting other vendors at a disadvantage. Treasury cannot fund all wallets in the ecosystem.

    Some parts of Daedalus may remain a public good, but the team should also explore whether non-core services can be commercialized or externally supported without compromising the wallet’s trust model.

    My position is as follows. Daedalus has relatively few users and will definitely not trigger adoption growth. Nevertheless, Daedalus should be funded because Cardano benefits from having at least one maintained, open-source, full-node wallet available to non-technical users.

    I strongly recommend reducing costs. I also encourage the team to explore sustainability options for Daedalus.

    Some parts of Daedalus may remain a public good, but non-core services could potentially be commercialized or externally supported without compromising the wallet’s trust model. For example, after CIP-30 support is implemented, the team could evaluate optional swap or DEX aggregator functionality, with transparent fees and without weakening Daedalus’s full-node, self-sovereign model.

    I understand that commercializing Daedalus with 4,000 users is challenging. However, I believe the team should still explore realistic sustainability options.

    For context: A new Catalyst round with a budget of ₳2M is expected to be launched. This round is intended to support several teams. The costs of maintaining wallets should not be comparable to the budget for several teams. Cardano needs to invest in growth and adoption. Daedalus is a must-have wallet, but it will not fundamentally support ecosystem growth.

    If the budget is even tighter next time, it may be necessary to make difficult trade-offs between maintaining Daedalus and funding growth-oriented initiatives.

    I vote YES, but I consider this a one-year public-good maintenance bridge. Future proposals should provide clearer FTE details, stronger cost justification, transparent reporting, and a credible plan for long-term sustainability.

    This action funds one year of maintenance and improvement of Daedalus — Cardano's only full-node desktop wallet — from 1 September 2026, delivered by Se7en Labs, Inc. as a time and materials engagement. Scope covers protocol maintenance (node and wallet-backend currency, a compatible release at least two weeks before each mainnet hard fork, and Leios, Peras and Nested Transactions readiness), ecosystem expansion (Keystone and Flex hardware wallet support, a CIP-30 dApp connector, Japanese localisation), user support, and an architecture assessment published regardless of outcome. Intersect administers the funds and independently verifies milestones under Article II.7.5 of the Constitution, disbursing monthly against verified work, with unspent labor, hardware or audit budget returned to the treasury.

    Disclosure of prior process. SIPO voted Yes on this proposal in the 2026 Intersect Budget Process Hydra Voting phase, where it received 55.00% against the 67% threshold and so did not proceed on-chain through that process. Se7en Labs subsequently submitted it directly on-chain. The proposal does not mention this history. SIPO records it here because it is material to how DReps should read the action, and because SIPO's own prior position belongs in the record. SIPO's assessment has not changed: scope and contract period are materially unchanged, and while the amount is 54.8% higher in ADA than the 1,153,600 ADA put to the Hydra vote, the USD-equivalent at the ADA price prevailing at each point is materially unchanged — roughly $289k in June against roughly $284k now. That is a currency effect, not a repricing of the work. SIPO notes, however, that because the Net Change Limit is denominated in ADA, asks holding a USD budget constant consume proportionally more of the limit as ADA falls.

    Fund control.     Why SIPO supports this. Daedalus is the primary way non-technical holders run a full Cardano node: every installation is a node, deriving wallet and governance data from the chain with no third-party API and no trusted backend. Maintaining it maintains client diversity and self-sovereign access — a category SIPO has consistently supported. The work is a public good in the strongest sense: Apache 2.0, no monetization, no captured customer relationship, no IP exclusivity, forkable by anyone in perpetuity. The delivery record is independently verifiable: after 242 days with no release, Daedalus 8.0.0 shipped on 28 April 2026 and 11.0.0 — the first wallet able to cross the node 11.0 hard fork — on 13 May 2026, with continuous public development since. Roughly 93% of the request is labor for a team spanning cardano-node integration, Nix build systems, Electron and release engineering, at a cost modest for that breadth. The commitment to keep Daedalus fully translated into Japanese across every feature shipped, and to give the Japanese community first-class support, matters directly to the constituency SIPO represents.

    Expectations attached to this Yes.

    (1) CIP-30 security design. SIPO's outstanding check point from its Hydra review remains unresolved: the proposal commits to a CIP-30 dApp connector but does not describe its security design. Bringing dApp connectivity into a full-node wallet changes that wallet's exposure. SIPO expects the design — origin handling, permissioning, signing UX, and isolation between connector and key material — to be published and reviewable before the connector ships.

    (2) Disclosure when re-submitting. Where a proposal has already been put to a DRep vote and did not reach threshold, SIPO expects that outcome to be stated in the proposal itself. The result is public, but a DRep should not have to reconstruct it. This expectation is directed at the practice, not at Se7en Labs alone.

    (3) Role transparency. Intersect is named as administrator and independent milestone verifier. The proposal's sole author and signatory currently chairs the Intersect Product Committee, and the proposal cites the Cardano Vision and Strategy framework — produced under that chairmanship — as its primary alignment basis, while describing those roles in the past tense. SIPO does not treat this as a self-dealing risk: the author holds no material DRep voting power, and the Product Committee sits outside the disbursement path. SIPO does expect current roles to be stated in the present tense where the same organization is presented as the independent verifier.

    (4) Continuity of process. SIPO expects the 2027 engagement to be brought through the Intersect budget process.

    At present, there is effectively no alternative full-node wallet for Cardano. Daedalus remains indispensable for users who value self-verification and self-sovereignty. It has also earned a strong reputation over many years—particularly within the Japanese community—and that trust is itself a valuable asset to the ecosystem.

    Furthermore, recent security incidents surrounding wallet infrastructure have reinforced the importance of solutions that minimize reliance on third parties. I believe demand for trustworthy full-node wallets will continue to grow, making it even more important to preserve the reputation and confidence that Daedalus has built over the years.

    For these reasons, I believe continued maintenance and improvement of Daedalus is a worthwhile investment in Cardano's long-term decentralization, resilience, and user trust, and I support this proposal.

    I vote YES on the Daedalus Wallet Maintenance proposal by Se7en Labs (1,785,333 ADA). Daedalus is, at present, the only full-node desktop wallet on Cardano, generating all wallet and governance data directly from the chain with no third-party APIs or trusted backends, and with keys generated and stored on-device. This is Tier 1 infrastructure that the market cannot supply, and the proposal is structured as a pure public-good grant under Apache 2.0, with no monetization, no captured users, and all outputs public in perpetuity. As any wallet can claim it does not exfiltrate keys but only an open-source wallet can prove it, this is exactly the model the Treasury should fund. The recent SecondFi incident is a direct illustration of why this matters. A browser-extension wallet is updated unilaterally through the browser's update channel, and a closed-source wallet cannot be independently verified, so users can be exposed to fund loss through no fault of their own, even from a previously trusted vendor after an acquisition or a change of control. A full-node, open-source, self-custodial wallet is the structural answer to that risk. The value of Daedalus is also not measured by active user count. As the only full-node wallet, it is the ecosystem's last-resort infrastructure, remaining functional when lite wallets fail, for example under high chain utilisation where lite wallets can be unavailable for hours, and across hard forks. This is option value: even a few thousand users today justify guaranteeing that a fully self-sovereign, auditable, API-free path to the chain always exists. On scale and discipline, the ask is modest at roughly 1.78M ADA on time-and-materials terms with unspent funds returned, in a different category from the large open-ended maintenance budgets I have opposed.     I am voting No on this proposal. This year's Net Change Limit (NCL) has been set well above the level I consider sustainable. Under my published voting framework, an appropriate NCL is roughly 15% of the previous year's staking rewards (on the order of 82M ADA), whereas the NCL currently in force is several times that amount. Because the treasury is already authorized to disburse far beyond my personal NCL threshold, I am voting No on all treasury withdrawal proposals until aggregate withdrawals are brought back within a sustainable limit — regardless of the individual merits of any single proposal. This vote reflects a position on total treasury spend, not a judgment on the value of your specific project.     I vote YES on the treasury withdrawal action “Se7en Labs: Daedalus Wallet Maintenance and Improvements 2026-2027” (d8de068952df50c862fa1bce9b8180d3387976cbae0fb2c3d9ef84f0faaf64d6#0).

    As a user of Daedalus since March 2018 I am happy to see a team once again pick up the maintenance of Cardano’s only full-node wallet after years of neglect from IOG. The Yoroi/SecondFi incident recently highlighted the importance of self-sovereignty and the potential risks of closed-source light wallet providers. Running your own node is also central to the cypherpunk vision and an aspect of Bitcoin that staunch defenders have held onto and continue to champion today.

    Daedalus, running cardano-node, had become a resource intensive platform and restricted its recent adoption after the being the only wallet available for the first year of Cardano’s existence. Back then the chain size meant that it had reasonable resource usage. When this crept up to 16-24 GB RAM and hundreds of GB in storage it became increasingly untenable for everyday users. Enter Mithril. The perplexing nature of IOG is that it designed and built Mithril, the solution to the painfully slow Daedalus sync times but it never merged the two technologies and wondered why Mithril adoption was slow. It sometimes appears as though IOG focuses on the “what can be built” and not enough on the “what have we built”.

    I was sad to see that this did not get funded last year but the day that updated Daedalus was released by Se7en Labs, with the blessing of IOG, was genuinely one of the most positive days that I have had in this ecosystem in recent years, such is the contentious nature of Cardano governance these days. An updated Daedalus, hard fork ready on node version 11, with integrated Mithril. It went from fresh install to fully synced in an hour and the memory footprint on my Apple silicon Macbook Pro was just 4 GB. This is not all Mithril of course. Reduced sync times, yes. Reduced memory footprint, that is thanks to the newly implemented LSM trees and the ability to run UTXO-HD instead of having everything in memory.

    I look forward to an expanded feature set for Daedalus now that it has a committed and dedicated team supporting it. I also hope that it can help bring some of those long dormant ada holders, sceptical of anything but an “official” wallet might once again find their way to participating in the ecosystem. Even if that means simply moving to a non-retied stake pool and delegating to DReps once that becomes available in Daedalus. Ada should be participating in the security of the ecosystem, not lying dormant in neglected wallets.

    We recognize Daedalus as an important open-source public-good wallet and Cardano’s full-node desktop wallet option. It supports self-sovereign access without relying on third-party APIs or hosted backends, which has value for ecosystem resilience.

    However, we do not believe the case for continued treasury funding is strong enough in the current form. Daedalus serves a relatively small user base compared with light wallets, and the proposal would benefit from clearer evidence of current demand, usage trends, support load, release cadence, and long-term sustainability.

    We also want clearer justification of which improvements are essential maintenance versus new feature development, and how future funding needs should be handled if Daedalus remains a niche wallet.

    This is not a rejection of Daedalus. It is a decision that the public-good value is real, but not sufficiently justified against current usage and competing treasury priorities.

    RCADA supports this proposal because Daedalus remains a unique and important part of the Cardano wallet ecosystem. It is Cardano’s full-node desktop wallet, giving users a way to verify chain data directly without relying on third-party APIs or trusted wallet backends. That self-sovereign model is valuable for users who prioritise independent verification, local key control, and open-source auditability.

    Daedalus may not be the most lightweight or convenient wallet for every user, but that is not its purpose. Its value is that it preserves a different trust model. In a healthy wallet ecosystem, users should have a choice between convenience-focused lite wallets and a maintained full-node wallet option. If Daedalus falls behind on protocol compatibility, operating-system support, security updates, or hard-fork readiness, Cardano loses an important self-custody and decentralisation pathway.

    RCADA also views this as a strong public-good proposal. Daedalus is free and open source under the Apache 2.0 license, and the proposal states that Se7en Labs does not monetize Daedalus usage through subscriptions, customer relationships, token value, or IP exclusivity. The funded outputs remain public, auditable, and forkable by the community. That makes this materially different from funding a private commercial product expansion.

    The scope of work is practical and relevant. It includes node and wallet backend updates, hard-fork readiness, Leios and Peras readiness, security and dependency maintenance, reproducible Nix build infrastructure, binary signing continuity, platform support across Windows, macOS, and Linux, Japanese localisation, user support, Keystone and Flex hardware-wallet support, a CIP-30 dApp connector, and a public architecture assessment.

    RCADA especially values the proposed CIP-30 work. Daedalus users are currently limited in their ability to interact with the dApp ecosystem without switching to another wallet. Allowing full-node users to access dApps while preserving the Daedalus trust model would be a meaningful improvement, provided it is implemented without introducing trusted external API dependencies or weakening user security.

    The team’s delivery history also supports confidence. Se7en Labs has been operating under an IOG contract for Daedalus maintenance and reports delivery of important improvements including Mithril snapshot bootstrap, UTxO-HD / LSM backend integration, Apple Silicon support, release tooling improvements, and Nix build modernisation. This suggests the team understands the complexity of maintaining Daedalus across protocol, platform, build, and release layers.

    The requested amount of 1,785,333 ADA is reasonable for a year of full-node wallet maintenance and improvement, especially given the complexity of Daedalus and the need to remain aligned with Cardano node, wallet, and protocol changes. The proposal also includes Intersect administration, monthly disbursement against verified work, financial audit funding, public GitHub-verifiable release metrics, and the return of unspent budget items where applicable.

    RCADA’s support comes with expectations. The Daedalus user base is smaller than mainstream lite-wallet usage, so value-for-money must be demonstrated clearly. RCADA expects timely hard-fork compatible releases, visible repository activity, signed release artifacts, security and dependency updates, continued platform support, Japanese-language support, hardware-wallet delivery, CIP-30 delivery without external API dependency, responsive user support, and publication of the architecture assessment regardless of outcome.

    On balance, RCADA believes this proposal meets the standard for support. It funds open-source, self-sovereign wallet infrastructure, protects Cardano’s full-node user pathway, supports decentralisation and protocol resilience, and improves Daedalus for users who continue to rely on it.

    Daedalus is not the leading Cardano wallet today. It spent years on the backburner, so it fell behind on speed, features, and user experience.
    A faster Daedalus, improved in stages, could win back a meaningful share of users. The SecondFi wallet fumble reminded people why wallet architecture matters. Convenience is not enough if it adds hidden trust assumptions. Users need options that reduce dependence on companies, servers, and third-party backends. The fewer trust points Cardano requires, the stronger its global adoption case becomes.
    Daedalus is a flagbearer for Cardano’s original values. It tells ADA holders that self-custody should mean more than holding a seed phrase inside someone else’s interface. A normal user should be able to connect directly to Cardano, validate the chain, and avoid middlemen where possible.
    That is the point of an efficient financial operating system. It should reduce middlemen. It should help people take personal responsibility while lowering their risk.
    Daedalus is collective insurance for individual users. Today, that may mean thousands of users. If Daedalus becomes faster, easier, and more capable, it could serve far more. The proposed upgrades [hard-fork readiness, more hardware wallet support, CIP-30 (to unlock DeFi and dApp access for full-node users), Japanese localisation, and continued full-node support] give Daedalus a real chance to regain relevance.
    Daedalus downloads and validates the Cardano blockchain itself. It gives users a direct relationship with the chain. In an era of speculation, short attention spans, and convenience-first products, Cardano risks losing a key building block of its financial OS.
    Daedalus is Cardano’s home terminal. It lets users verify and interact with the chain without asking permission from a middleman. That is secure home banking and it's worth preserving. Daedalus may not be the most popular wallet today, but it represents the kind of financial independence Cardano should still fight for.
